Analytics, Operations Research, and Strategic Decision Making in the Military

The purpose of this chapter is to provide an overview of the operations research techniques employed across the Department of Defense, focusing on how the operations research officers and government civilians contribute to senior leader decisions. There are four general areas that the Department of Defense conducts operations research: assessing strategic goals through a gap determination process; assessing the effectiveness of operations and exercises, wargaming, modeling, and simulation of combat for strategic analysis and acquisition; and personnel analysis across the Joint Force. The authors will describe the management processes and components of military only so far as needed to provide the context and background required to adequately describe the operations research techniques. This chapter will contribute to the overall mission of this book by generalizing the techniques used by the military to demonstrate how analysts can better evaluate proposed and existing programs throughout the government and the public sector.

This case is designed to relate the rationale used by the Department of Defense and the Test and Evaluation (T&E) Integrated Product Team, in order to determine the military utility of the Joint Medical Operations Telemedicine Advanced Concept Technology Demonstration (JMO-T ACTD). The paper also develops Critical Operational Issues (COI) and Measures of Effectiveness (MOE) as methodologies for investigating military utility of telemedicine. In order to meet increasing global crises, the U.S. military must find ways to more effectively manage manpower and time. Joint Medical Operations Telemedicine (JMO-T) has been developed by the Department of Defense (DOD) to collect and transmit near-real-time, far-forward medical data and to assess how this improved capability enhances medical management of the battlespace. JMO-T has been successful in resolving uncertain organizational and technological military deficiencies and in improving medical communications and information management. The deployable, mobile Telemedicine Teams are the centerpieces of JMO-T. These teams have the capability of inserting essential networking and communications capabilities into austere theaters and establishing an immediate means for enhancing health protection, collaborative planning, situational awareness, and strategic decision-making.

A mobile telemedicine package has been developed by the Department of Defense to collect and transmit near-real-time, far-forward medical data and to assess how this Web-based capability enhances medical management of the battlespace. Telemedicine has been successful in resolving uncertain organizational and technological military deficiencies and in improving medical communications and information management. This book explores the transformation of Turkey’s political regime from 2002 under the AKP rule. Turkey has been through a series of major political shifts historically, roughly from the mid-19th century. The book details the most recent change, locating it in its broader historical setting. Beginning with the AKP rule from late 2002, supported by a wide informal coalition that included liberals, it describes how the ‘former’ Islamists gradually acquired full power between 2007 and 2011. It then chronicles the subsequent phase, looking at politics and rights under the amorphous new order. This highly accessible assessment of the change in question places it in the larger context of political modernisation in the country over the past 150 or so years, covering all of the main issues in contemporary Turkish politics: the religious and secular divide, the Kurds, the military, foreign policy orientation, the state of human rights, the effective concentration of powers in the government and a rule by policy, rather than law, initiated by Erdogan’s increasingly authoritarian populism. The discussion at once situates Turkey in the broader milieu of the Arab Spring, especially in terms of Islamist politics and Muslim piety in the public sphere, with some emphasis on ‘Islamo-nationalism’ (Millî Görüş) as a local Islamist variety. Effortlessly blending history, politics, law, social theory and philosophy in making sense of the change, the book uses the concept of mimesis to show that continuity is a key element in Turkish politics, despite the series of radical breaks that have occurred.

This article presents the results of a number of operations research studies (OR) of family planning services provided by a new cadre of female village-based family planning workers in Punjab Province, Pakistan. This cadre of workers, recruited nationwide, have been trained to visit women in their villages to provide information and family planning services. The studies were conducted as part of a broad program of technical assistance to the Government of Pakistan. Surveys investigated the quality of their training as well as attitudes among clients to the new program. They found that the program is developing well but there is room for improvement, particularly in counseling and training. Additional field studies are ongoing and recommendations for change have been incorporated in training and supervision. The program is expanding on a national scale.

ABSTRACTIn the United States, civil common carrier telecommunications are provided by private companies, not by any agency of the government. Regulation of these services and spectrum management oversight is provided by the Federal Communications Commission (FCC), an agency of the government. Government telecommunications are operated by individual agencies, e.g. the Department of Defense, under the overall regulation of the Office of Spectrum Management of the National Telecommunications and Information Administration (NTIA), a government body separate from the FCC. In bands shared by the civil and government sectors, liaison and coordination is effected between the FCC and the NTIA.

The article considers the activities of Ivan Kraft, the governor of Yakutsk Oblast, on the incorporation of North-East Siberia into the single economic, administrative and sociocultural space of the Russian Empire. The aim of the study is to analyze Kraft's contribution to the construction and arrangement of the Amur-Yakutsk Highway at the beginning of the 20th century. To reach this aim, the authors broadly use archival sources that have not been previously published and introduced into academic discourse. The topic has theoretical and applied relevance. It has not been sufficiently studied in the historiography of North-East Siberia and is the subject of scholarly and political discussions. The key method in the study is an interdisciplinary approach to the research problem, which is at the intersection of history and economics. The authors used content analysis for a quantitative and qualitative study of these sources based on the principle of historicism and consistency. The authors determined that, in connection with the design of the Amur Railway, the Amur-Yakutsk Highway received the status of a strategic infrastructure object in the macroregion. The authors note that Kraft was the initiator of the construction of the route from Yakutsk to the Amur. The governor conducted a number of scientific and engineering surveys of the most convenient route and made applications for financing the construction of the highway. Kraft made a strategic decision to attract private companies with large capital for the construction. The Upper Amur Gold Mining Company and the Heirs of A. I. Gromova company helped build highway sections with a total length of more than 500 km, equip stations, establish telegraph communications, and construct river crossings. At the beginning of the 20th century, in the framework of modernization measures, Kraft considered Yakutsk Oblast as a mining region. This became the basis for raising the question of Yakutia's access to the Trans-Siberian Railway. The close cooperation of the government, in the person of Kraft, with large enterprises of the region was the basis for the project of constructing a railway line to Yakutsk. In conclusion, the authors note that the processes of incorporation of the Asian borderlands of Russia into the economic, administrative and sociocultural space of the state that Governor of Yakutsk Oblast Ivan Kraft began at the beginning of the 20th century were reflected in the modern policy of the Russian Federation. The Amur-Yakutsk Mainline was put into operation in 2015. At present, the problem of building a bridge across the Lena in the Yakutsk area is still relevant. In 2019, President of the Russian Federation Vladimir Putin signed orders to begin the construction of the bridge. This will create an international transit corridor between Europe and the Asia-Pacific region.
