E Bario Project

This chapter highlights an initiative by a group of researchers2 from Universiti Malaysia Sarawak (UNIMAS) to connect villagers in the remote and isolated village of Bario to Information Communication Technologies (ICTs), which include computers, telephones, the Internet, and VSATs. This project has eased the information flow in and out of Bario, affecting the well-being of the people by providing a means to keep in touch with friends and relatives in urban areas. The response of the Bario community has been positive, but the objective of the e Bario project is more ambitious than to just provide access to the Internet, computers and other related technologies. The main objective is to identify opportunities for remote and rural communities in Sarawak to develop socially, culturally and economically from the deployment of the technologies. The results of the initiative are expected to demonstrate the many ways in which ICTs can be used to improve the lives of marginalized groups, specifically, here, the rural and remote communities in Malaysia. However, to ensure that the objectives will ultimately be met, the team has had to search for an appropriate methodology that will ensure the full benefits of the initiative to the community. This chapter describes and discusses the approaches adopted, emphasizing the benefits of a close association between the researchers and the community as well as the adoption of suitable participatory methods for engaging with the needs and opportunities that were discovered.

Agriculture is facing new challenges in rural and urban areas, and Information and Communication Technologies (ICT) may play a significant role. In this chapter, there is a background description of the ICT sector in the interface of urban and rural communities within the framework of agriculture. It describes some case analyses focused in agronomy and social sciences. In agronomy, the focuses are environment, food production, and pollution. In socioeconomics, there is a brief identification of ICT applications such as the collaboration between the university and firms. Considering the heterogeneousness of the analysis, the future research directions include different methods of studies for ICT programs (house of quality, structural organization, and others).

The use of technology to improve the health and nutrition outcomes of children has been improving in recent years with many resources available online. Additionally, the expansion and continued growth of the Internet allows a method of access to information that transcends the traditional geographical obstacles in providing educational resources to parents in rural communities. A review of research and resources online to support parents with early childhood development is presented. A challenge identified in use of technology is the “silo” mentality of resources and the integration of education, health, nutrition, and social well-being information as a single resource for parents. Based on the research a comprehensive resource model is presented that integrates essential maturational and academic development for children. Additionally, the use for improved metrics and their development is provided.

Young people are using information communication technologies (ICT) for new forms of political participation. At the same time, government and non-government organisations are looking to the internet to implement policies designed to engage young people in democracy. This raises the question of what forms of e-citizenship are being imposed on young people and are these same forms being pursued by young people themselves? Coleman (2008) has suggested that programs tend to promote autonomous or managed forms and argues for a ‘productive convergence’ that can facilitate democratic e-citizenship. Using original research, this article presents two case studies of such a ‘productive convergence’ and argues that what is particularly powerful in such e-citizenship programs is that they facilitate young people’s connection to existing networks as well as the building of new communities for action. This article presents a critical analysis of how organisations and young people in Australia and the United Kingdom view and use the internet for participation and considers the extent to which there is increased democratising potential in these e-citizenship programs.

This chapter concentrates on the environmental impacts of the increasing use of the Internet. It highlights that the Internet and Internet applications are far from being purely virtual, but are clearly linked to the use of natural resources. With the growth of the Internet’s infrastructure there is a seemingly inevitable increase in the resource consumption for the production of electronic equipment and its electricity consumption. A number of conclusions can be made regarding the minimisation of environmental risks and maximisation of ebusiness’ potential to dematerialise. The presented findings are mainly based on findings derived from research within the Digital Europe project, which was conducted as the first pan-European study of the social and environmental impacts and opportunities of e-commerce and information communication technologies. Supported by the European Commission, the project has been led by the research organisations Fondazione Eni Enrico Mattei in Italy, Forum for the Future in UK and the Wuppertal Institute in Germany.

Requirements engineering is an important stage in any software development. It is more so in the case of software development for social development projects in rural areas of the developing countries. ICT4D which stands for “Information and Communication Technologies for Development” is gaining more and more attention as computing is more widely affordable. This article is concerned with requirements engineering in the ICT4D domain. In many developing counties, a significant effort is being put into providing people in rural areas with access to digital content and services by using Information and Communication Technologies. Unfortunately most ICT4D projects pursue a top-down development model which is driven by the technology available and not by the very needs and social problems of the people living in rural communities (Frohlich et al., 2009). Existing technologies are often applied in a non-inclusive manner with respect to the local population, without sufficient adaptation or re-invention, and often without regard for user’s needs and their social contexts.

In recent years, rapid developments in the field of science and technology have profoundly affected social lifestyles and have led to significant changes in the process of producing, sharing, and communicating information. Acceleration in the growth rate of knowledge as a result of developments in science and technology has made it necessary to constantly update existing information. Parallel to this, the necessity of the people to follow the information constantly and to continuously update it to keep up with the speed of daily changes tops the agenda. This situation increased the use of information and communication technologies and the internet in the field of education, resulting in the spread of online environments.

This paper focuses on examining the ICT diffusion by studying an initiative of the Malaysian government to bridge the digital divide that exists across the country's urban and rural communities. This is achieved through investigating the operation and the experience of a typical Rural Internet Centre. The findings of this study showed that there is keen interest among the community to learn and sharpen their ICT-related skills. The Internet Centre serves to provide an avenue for the realisation of this goal. The study showed that despite some operational snags, the Internet Centre performed well. One of the by-products of the centre was that its activities fostered closer relationships among users; it provided an avenue for disparate community members to interact and share their new skills. Bringing the ICT usage and appreciation to the rural areas was successful. About half of the centre users made weekly visits during which they searched for information on the internet, sent and received e-mail and attended the Internet Centre's regular IT classes. They also saw it as a valuable communication channel and a potential leveller of the technological capability gap.

Since the Internet's inception its impact has been felt across the United States, but the distribution and adoption of the Internet has not necessarily been uniform geographically. As more consumers and businesses rely on the Internet to access information, the data transmission requirements have also increased. Consequently, access to broadband has become increasingly more important since dial-up cannot realistically handle the increased requirements. The use of broadband in agriculture can provide better access to price, weather, and management information while also opening new markets. However, many rural communities lag behind urban areas in broadband access and adoption rates. This study evaluates, through the use of a producer survey, the level of broadband Internet use, motivations for its use, degree of access to broadband, and willingness-to-pay (WTP) to fund broadband infrastructure investments. Results from the producer survey suggested farmers utilize the Internet primarily for accessing weather reports, e-mail, market reports, and agricultural news. Notably, the survey's WTP questions allowed for the use of an interval regression to calculate producer WTP for varying demographics. The results suggested that producers who were younger, farmed larger farms, and those who currently use the Internet but do not have broadband access were WTP more in property taxes to support broadband infrastructure investments than those of a differing demographic. Because WTP levels varied drastically depending on the underlying demographics, it becomes difficult to pinpoint a WTP level for a one-time payment in property taxes that would be acceptable from a policy standpoint.
