An ePlanning Case Study in Stuttgart Using OPPA 3D

Urban Planning is a multi-disciplinary process. Social-economic, environmental and natural resources issues need to be considered to ensure urban sustainable development and to enhance the quality of human life. As a result, it is necessary to investigate different urban planning techniques and possible new ways to facilitate the urban planning process. In this context, ePlanning, an important section of eGovernment, emerged. In order to enhance the capability of ePlanning, different ePlanning systems have been developed for different planning tasks and purposes. However, the state of the art in ePlanning practice is mainly limited to text or 2D maps. 3D visualization is rare, especially interactive visualization for public participation. Based on the preliminary research in an EU-funded project (i.e. Virtual Environmental Planning Systems), this chapter presents an online 3D public participation system for urban development called OPPA 3D, and its potential benefit to Rosensteinviertel regeneration in Stuttgart.

Urban green space (UGS), as a form of green infrastructure, has been given increasing attention in urban planning and its policies. The quality of a UGS is fundamental for the sustainable development of the urban economy, society, environment, and quality of human life, although UGS is unevenly distributed within cities. Aiming to analyze the quality of UGS at the scale of Jiedaos in China, this paper took Haizhu district in Guangzhou as a case study based on collected data from 2010 and aerial imagery from 2012. The Urban Neighborhood Green Index (UNGI) was established by combining four weighted parameters: the green index (P1), the density of buildings (P2), proximity to green areas (P3) and building height (P4). Results from comparing with green index show that (1) the UNGI performed better for UGS planning due to its ability of uncovering impact of the built environment and its accessibility on quality of UGS; (2) the UGS has significant effects on neighbors, which underlies social inequity of UGS supply and presents rich information for urban planning and decision making; (3) a small green field attaching to a community plays a key role in fulfilling the need of neighbors for green space, fitness, and leisure in China, which is usually ignored due to the ownership of private property. It suggests recognizing UGS and improving its quality in old towns as well as improving urban villages characterized by poor quality of green space with green infrastructures. The UNGI can inform city planners regarding their consideration of UGS, and it can contribute to measurements of sustainability and the development of green infrastructure.

Nowadays, urban space has become more fragmented and largely consists of many unconnected enclaves. The significance of neighborhood amenities to resident’s quality of life has been identified in the recent literature. However, studies have inadequately explored the real experience of residents in their use of neighborhood amenities under the gated urban form. Since the 1990s the urban environment of many Chinese cities has been re-shaped by the large creation of gated neighborhoods. Based on a case study in the city of Shenzhen, this paper draws upon evidence of residential satisfaction with local amenities to reveal a significant variation between different neighborhoods. The outcome of the enlarged social differentiation is a result of imbalanced micro-level urban development. The findings also provide new evidence demonstrating the increased fragmentation of society as the consequence of urban privatization. By linking the planning process with the social outcome, this paper reflects on the current strengths and weaknesses of the Chinese urban planning system.

The subject of the paper is an analysis of the methodology for developing urban plans, considered in a normative, organizational and interest context. Based on current legislation defining the content and procedure for adopting a plan, and the institutional framework that defines the participants in the planning process, a basic methodological model for a planning solution was formed, which was then improved in the context of the collaborative planning paradigm. Starting from the assumption that harmonizing the different interests represents the ?grey zone? of planning in Serbia, the paper explores various methodological steps that would give a space for better cooperation between all stakeholders, and therefore contribute to the improvement of procedures for developing plans and the quality of the planning solutions themselves. On the basis of this research, a methodology for urban planning is defined as a logical and technical method of successively configuring a planning solution in a normative, organizational and interest context. Through analysis of the application of the methodological model in practice and a case study, it was confirmed that the method of producing a plan that includes timely and meaningful cooperation can reconcile the interests of the different stakeholders in planning.

Ruang terbuka hijau telah dikenal memiliki peranan yang penting dalam meningkatkan kualitas lingkungan perkotaan. Ruang terbuka hijau dalam perencanaan kota kerap dianggap sebagai elemen pendukung terwujudnya smart city. Penelitian ini bertujuan untuk menemukan seberapa jauh peran ruang terbuka hijau lewat penyediaan wifi corner dalam perencanaan kota menuju konsep smart city. Metode yang digunakan adalah deskriptif kualitatif berdasarkan observasi, survey lapangan dan serangkaian wawancara. Studi kasus yang diambil dalam penelitian ini adalah dua kota di Kalimantan Selatan, yaitu Banjarmasin dan Banjarbaru yang telah memiliki konsep smart city. Hasil penelitian menunjukkan bahwa ruang terbuka hijau dalam perencanaan kota memiliki potensi yang kuat sebagai elemen pembentuk smart city. Apabila ruang terbuka hijau suatu kota telah direncanakan dengan baik dari berbagai segi fasilitas dan terkoneksi dengan jaringan internet yang berkualitas, maka dengan sendirinya konsep smart city akan lebih mudah dicapai. Kata kunci: perencanaan kota, ruang terbuka hijau, smart city, wifi corner. Green space has an important role in enhancing environmental quality of a city. Green space often considered as a supporting element for the concept of smart city. This research intended to acknowledge the role of green space through the installation of wifi corner in urban planning towards smart city. The methods that has been used was descriptive qualitative through observation, field survey and interviews. The case study in this research were Banjarmasin and Banjarbaru which already has the smart city concepts. The result shows that green space in urban planning is a potential element towards smart city. A well good planned green space with all the facilities that connected to a good internet network in a city might help forming the concept of smart city. Keywords: green space, smart city, urban planning, wifi corner.

This paper aims to open up a discussion about relations between former Yugoslavia's socialism and planning practice resulting from self-managing system established in early 1950s. Although this system was applied through a top-down approach, it implied, at least allegedly, coordination, integration and democratic harmonisation of particular interests with common and general ones on local level. The paper will briefly review the history and concept of socialist ideology and consider the impact that it had on institutional arrangements evolution and planning practice in Serbia. It will then touch on the role of ideology for urban planning process at the local level, understanding self-managing planning principles, their benefits, role and significance in planning practice.

This article explores ‘dialectical design dialogues’ as an approach to engage with ethics in everyday urban planning contexts. It starts from Paulo Freire’s pedagogical view (1970/2017), in which dialogues imply the establishment of a horizontal relation between professionals and amateurs, in order to understand, question and imagine things in everyday reality, in this case, urban transformations, applied to participatory planning and enriched through David Harvey’s (2000, 2009) dialectical approach. A dialectical approach to design dialogues acknowledges and renegotiates contrasts and convergences of ethical concerns specific to the reality of concrete daily life, rather than artificially presenting daily life as made of consensus or homogeneity. The article analyses an atlas as a tool to facilitate dialectical design dialogues in a case study of a low-density residential neighbourhood in the city of Genk, Belgium. It sees the production of the atlas as a collective endeavour during which planners, authorities and citizens reflect on possible futures starting from a confrontation of competing uses and perspectives of neighbourhood spaces. The article contributes to the state-of-the-art in participatory urban planning in two ways: (1) by reframing the theoretical discussion on ethics by arguing that not only the verbal discourses around designerly atlas techniques but also the techniques themselves can support urban planners in dealing more consciously with ethics (accountability, morality and authorship) throughout urban planning processes, (2) by offering a concrete practice-based example of producing an atlas that supports the participatory articulation and negotiation of dialectical inquiry of ethics through dialogues in a ‘real-time’ urban planning process.

A great deal of researchers elaborated on the importance of the urban spaces and human life. Urban spaces are necessary types of spaces for a city and they have a timeless value. This research is focused on people’s perception about urban spaces in Larisa, Greece, a medium-sized city selected as case study. An electronic questionnaire survey was conducted and conclusions are drawn on how adequate are the urban spaces in Larisa. Moreover, people are asked to propose ideas on how other spaces, function more as urban gaps, can be integrated on the urban grid. In that way, it is easy to study what people believe about the city’s life and how the existing urban spaces function. Some conclusions derived from this research can be also useful in succeeding a combined traffic and urban planning in other Greek, in the context of the implementation of a Sustainable Urban Mobility Plan (SUMP).

Nowadays public participation is recognized as an integral procedure to achieving sustainable development as well as a good method of environmental governance. This study aimed to improve the quality of public participation in the field of environmental governance. To this end, it used Benin republic as a case study to provide an analytical review of two public participation approaches developed in Republic of Benin for environmental management. Results highlighted some keys limitation of each of those approaches. The study concludes with recommendations to improve the quality of public participation application in Benin.
