As pointed out in the previous chapter, the concepts ‘digital economy’, ‘information economy’, ‘information society’ and ‘knowledge society/economy’ are inextricably intertwined and are often used interchangeably. However, the concept ‘information society’ is increasingly being seen as a unifying term. In defence of why this is so, Schienstock et al. (1999) have argued that the notion of an ‘information society’ is presented as a strategic aim meant to overcome current social stagnation. The central argument is that the information society would create and secure millions of new jobs; guarantee economic competitiveness; bring ecological advantages; intensify democracy; and revolutionize our ways of living and working with the help of new communication technologies.

The ‘Digital economy’ is sometimes used synonymously with ‘information society’, which emerged back in the 1960s to describe a futuristic society that is highly dependent on information (Bridges.org, 2001; Computer Systems Policy Projects, 2000). Martin (1997:87) further associates the concept with ‘information economics’ by defining it as a society in which there is a growing rate in the production, distribution and use of information. The ‘Digital economy’, as term and concept, has been used in this book in keeping with ‘information society’ as espoused by Schienstock et al. (1999), who view it from an interdisciplinary perspective to describe: An information economy;A post-industrial society; The end of the industrial labour society; A knowledge society; An ‘informatized’ industrial society; and A learning society.

The digital economy is one of the accelerating drivers for economic growth today. In this regard, the article discusses the concept of «Digital economy», the importance of accounting and its role in the digital economy; the need for further development of theoretical and methodological provisions of accounting, state projects that have been successfully implemented in the framework of the «Digital Kazakhstan» program regarding accounting; and the transformation of accounting activities in the digitalization of the economy. The main directions of accounting modernization in the digital economy and information society are considered. An article presents selected theoretical and empirical aspects of functioning information in social and economical dimensions of contemporary democratic political systems. Quantitative and qualitative levels of analysis were highlighted. New developmental forms of the information society were the object of consideration. Some skills related to the use of information and communication technologies were presented. The labour market’s situation in the digital economy was include in the analysis. Profession of the information broker was used as an empirical example of that situation. Lastly, a sequential model of information broker’s activity was proposed.

The importance of ensuring Russia’s national interests in forming an information space is based on the contemporary peculiarities of forming the information society. This study is devoted to the analysis of international legal acts regulating integration processes in the former Soviet Union in the course of forming a single information space in the transition from an information society to knowledge one.Authors provide an analysis of conditions in which the conceptual basis of forming the single information space the framework of international legal cooperation in the former Soviet Union in the field of information and informatization is grounded. The study includes an analysis of official data on CIS and EEU members’ cooperation as well as studies of Russian authors. Authors highlighted the importance of information communication technologies as instruments of transitioning from an information society to a knowledge society and emphasized the essential role of international legal cooperation experience for forming and providing access to the information space of knowledge in Russia.

As a result of the influence of information and telecommunication technologies on the development of modern economic and management systems, the global economy was radically transformed at the end of the 20th century. Nowadays, information and communication technologies are important components of progress in any field of economy. In the 21st century, a modern person cannot perform effective work without ICT, because people's awareness and ability to use information effectively are highly important in order to ensure the success in every field, which is the foundation of the development of information society and digital economy. And the formation of the latter is possible with the implementation of ICT in the public administration system of the economy and with the informationization of the sector. In other words, in the digital economy the modern information society requires a qualitatively new public administration system, one of the most important factors for the improvement of which is the introduction and application of ICT.

The article highlights the issue of forming the information economy of Russia as a new evolutionary stage of development of economy and society. Formation of the information economy and society occurs through the information development on the basis of best international practices and includes the economic development of our country, as well as the widespread use of information and communication technologies. The author formulates the problems going with this process in today´s post-crisis development, associated with the revolutionary establishment of the information economy in Russia. Seamless exchange of information acts as the basis for the active introduction of innovations in the economy of modern countries and for the information economy formation. The author notes that the information economy development in our country is mainly due to the informatization of society. At the same time it is strategic goal, as strong economic growth is not possible without further introduction and development of information and communication technologies. The development of the information society and economy is characterized by the comprehensive focus and dynamism, because the collection, processing, storage and use of information act as the primary type of activity carried out through using a variety of tools and systems for information exchange. Therefore, the economy of the information society, is not only global in nature, but is a "virtual", based on the active use of a virtual environment for its development. The author analyzes the data on the deepening of the information process and progress of the Russian Federation in the field of information and communication technologies, as well as raises the problems caused by the uneven development of the information environment of the country and the world. In this connection it is necessary to develop and implement information development programs and policies of certain types of activity and society as a whole. The process of forming the information economy in Russia is very slow, but it is one of the most important conditions for sustainable development and further integration of our country into the global economy.

Information technologies in modern society actively influence the state of political, economic, military and other spheres of public life. Russia’s strategic goal is becoming a full-scale entry into the global information society as its full participant, while maintaining political independence, national identity and cultural traditions. Solving this problem requires the development of a well-thought-out, purposeful state policy in the field of the development of the information society. In the Information Society Development Strategy, the construction of a knowledge society, a digital economy, the creation of a developed information infrastructure and a safe Internet are called strategic national priorities.The article analyzes the implementation of the Information Society Development Strategy in the Russian Federation. The directions of development of the modern state policy in the field of the development of the information society and ensuring the information security of Russia are investigated. The necessity of adopting a federal law on the digital economy, legislation that ensures the development of the information space of knowledge and independent functioning of the Russian segment of the Internet is substantiated.

The development of society at the present stage is characterized by the practical implementation of digital technologies in many areas of life. The purpose of this study is to analyze the information support of the development of the digital economy in the regions of the Russian Federation. The methodological approaches of international and national organizations in the system for assessing the development of the country's informatization have been disclosed in the article. A system of indicators of the national system for monitoring the development of the digital economy, which reflects the development factors of the information society and the use of information and communication technologies, has been presented. A comparative assessment of the composition and content of international and national indicators for assessing the development of the information society has been given. The calculation on the components of the information and communication technologies Development Index for each subject of the Russian Federation and the Federal districts has been made, as well as the analysis of variations in this Development Index for the constituent entities of the Russian Federation for 2014–2018 has been carried out.
