New Directions for IT Governance in the Brazilian Government

This chapter presents an IT Governance Framework and a Competency Model that was developed to identify the intellectual capital and the strategic actions needed to implement an efficient IT Governance programme in Brazilian Government Offices. This work is driven by the premise that the human assets of an organization should adhere to a set of core competencies in order to prioritize and achieve business goals that, when seen from a government perspective are related to public resources management. IT Governance may help the organization to succeed in its business domain; consequently, through effective investment policies and strategic decisions on IT assets, the organization can come up with a business-IT alignment proposal, capable of enabling and achieving highly integrated business services.

It is now widely accepted that IT Governance may help the organization to succeed in its business domain; consequently, through effective investment policies and correct IT decisions the organization can align business needs with IT resources, achieving highly integrated business services.

PT Hema Indonesia is manufacturing company established in 2001 and has continued to grow. Nowadays the company has supported business processes in various companies, such as the use of information systems. The purpose of this research is to get an overview of the performance of information systems in order to determine the extent of maturity level which is currently running, with a few aspects to consider such as effectiveness and, efficiency. Implementing IT governance, however, is a challenge to organizations. To ensure IT alignment with business goals use standard COBIT. The analytical tool used is the standard procedure COBIT issued by ISACA. In this paper the method to be used is COBIT 4.1. Coverage of Audit IT Domain are Plan Organize (PO), such as PO4, PO5, PO7 and PO8. The conclusion that can be drawn from the research that has been done is IT governance at the company has been done, although still run optimally within each IT process contained in the sub domain average on level repeatable and defined proses.

The starting point for establishing a Virtual Enterprise is a set of existing enterprises which might contribute with some of their functionalities (core competencies) to the formation of the virtual entity. The most important issue, in this formation, is the rapid integration of the business processes of the participating companies. The architecture of the VE must assist companies desiring to enter into a virtual relationship by defining the functions and interfaces of critical business processes, thus allowing for a more rapid and efficient integration of the expertise which will be contributed by each partner in the virtual enterprise. While the integration of computer and communication technologies are no doubt critical issues, the successful attainment of the business goals of the virtual enterprise often depends on its ability to align the business processes and practices of partner enterprises. Focus of this paper, is the presentation of Structured System Dynamics (SSPS) multi-methodology for the design and the evaluation of a Virtual Enterprise Architecture. SSPS uses Systems Thinking and System Dynamics principles as launch pad for its approach. The Systemic Methodologies of Problem Structuring Methodology (PSM) and SAST are also integrated in this new Multi-Methodology. SSPS is a new practical and scientific tool in designing and evaluating a VE architecture providing the ability to determine the impact, reliability, success of the Architectures' models created, refine them and identify potential process improvements. A framework for the rapid and efficient integration of the business processes of the participating companies in the virtual enterprise is provided. For this multi-methodology, a real-life application is also presented for a Virtual Enterprise that constructs Wireless Payment Mechanisms.

The article studies the impact of outsourcing services on the productivity growth of the Indian manufacturing firms. By the term services we mean different expenses on services incurred by the manufacturing firms, such as, advertising, marketing, research and development, consultancy, auditing, business services, knowledge-based services, technical, legal and other professional services (including information communication and technology services). With further expansion in newer services, a higher demand has come from the Indian manufacturing sector. With intensive usage of services in the manufacturing production process, the performance and the manufacturing can focus on the core competencies with outsourced and cheaper services from expert service provider. For this purpose, the firm-level data have been collected from the annual financial statements of the Centre for Monitoring of the Indian Economy’s Prowess database. The econometric results conclude that services have played a positive role in improving the productivity growth of the aggregate Indian manufacturing firms and at the disaggregated level, especially for industrial groups such as food, beverage and tobacco; textiles, gems and jewellery; transport; machinery; metal, rubber and plastic; leather and footwear; and chemicals, services have played a favourable role in boosting the productivity growth. Business/IT alignment can be considered a key challenge in IT governance and becomes especially important in IT-heavy and internet based business models. Recent discussions express the need for a bi-directional paradigm for internet based business models. IT governance frameworks support business/IT alignment but mostly follow a business-driven alignment paradigm. We identify characteristics of internet based business models and use the case of streaming to examine how the IT governance framework COBIT 5 can integrate these characteristics under consideration of a bi-directional business/IT alignment process. We reveal that requirements for streaming business models may not be fully covered by the framework. Based on a structural description of internet based business models and the COBIT 5 Goal Cascade, we explain these specific requirements and propose a possible integration of a bottom-up alignment. With this work we provide guidance in the challenge of business/IT alignment for internet based business models and show pathways for IT governance frameworks to better support a bi-directional alignment.

Enterprise governance of IT (EGIT) is about the definition and implementation of processes, structures and relational mechanisms that enable both business and IT people to execute their responsibilities in support of business/IT alignment and the creation of business value from IT-enabled business investments. In this field, practice-oriented guidance like COBIT and Val IT are often promoted as broad frameworks to implement enterprise governance of IT, but very little academic research is available that empirically supports the assumption that implementing EGIT practices, as defined by COBIT and Val IT, improve business performance. This article explores the relationship between Enterprise Governance of IT practices and business performance, and finds little support to identify a direct link between EGIT practices and business performance. However, clear empirical evidence is revealed demonstrating that the implementation of EGIT practices impacts the achievement of specific IT goals, which in turn impacts the achievement of specific business goals. A three-layered cascade is proposed to demonstrate the impact of EGIT practices, through IT goals, on business performance.

Although the multifaceted effects of managing or governing IT have been taken into consideration in both practice and theoretical debate, the mechanism through which these bring firm performance is yet unclear and limited. Drawing on the resource-based theory and the process theory, this chapter aims to systematically review the antecedents of business-IT alignment on the firm performance context. The findings of this study show that the business-IT alignment is derived from IT governance practices and managing IT investment to achieve firm performance. This study proposes that the firm performance cannot be attained by merely investing in IT; instead, firms should focus on effective management of IT practices and strategically align their business and IT strategies.
