Internet Portals in Rural Areas

This paper investigates the ownership structure, operating characteristics and sustainability of six rural internet portals located in Scotland. It builds upon a previous study conducted by Deakins et al. (2003), which examined the characteristics of internet portals. In-depth interviews were conducted with six owners or the operators responsible for maintaining and developing the internet portal. The study discovered that two distinct forms of ownership structure existed. The first form of ownership structure involved dedicated private individuals who self-funded their internet portal activities, while the second form were managed by not-for-profit organisations, such as charitable trusts, that either hired part-time staff or employed volunteer staff to operate their internet portal. The privately owned portals were most effective because they demonstrated a higher degree of commitment via content richness, fullness of the services offered, and the extent of community and local business usage. In contrast, the not-for profit owned internet portals suffered from limited content, a narrow selection of services, some political infighting, low employee commitment, and modest community and business usage. Despite the differences both forms of ownership structure struggled to achieve commercial viability.

AbstractThis research is a pilot study on identifying the social initiatives that could potentially provide employment opportunities for female Sudanese refugees settled in western Sydney, Australia. An interpretative ethnographic approach was employed to analyse academic literature, government information and data gathered through in-depth interviews with a not-for-profit organisation working with this community. The outcome of this research emphasises three fundamental questions that relate to community value, customer need and opportunity risk that need to be considered with respect to the limitations that are framed by the social initiatives identified in relation to reducing unemployment for these women. This study revealed an interesting observation: programs that make use of existing skills create new opportunities in the employment market, whereas programmes that provide new skills or a combination of new and existing skills, were more inclined to link to existing opportunities in the employment market.

AbstractFor almost 100 years, IUPAC has been well known around the world for its efforts in standardizing nomenclature in chemistry. At the start of the present century, it became clear to all involved in chemical structure representation work that, with the extensive use of computers and electronic information in all aspects of chemistry and related sciences, an IUPAC standard was necessary. From this critical need, the IUPAC International Chemical Identifier—InChI—project was launched in cooperation with the US standards agency NIST. The result of this effort has been the development, maintenance, and expansion of capabilities of the open source nonproprietary International Chemical Identifier (InChI), first by NIST and now by the InChI Trust, a not-for-profit UK charity. Over 100 chemical information specialists and computational chemists volunteer to test the software before a public release; this optimal quality control by a world-wide user community has led to improvements to and releases of the software with very few problems. The reliance on input from many volunteers enables the project staff to be restricted to two part-time contractors, a project director and a programmer, thus minimizing the running costs of the Trust.

This paper aims to expose youth professionals to a number of opportunities within the corporate business world. This will enable youth professionals to self-fund their ministries, as well as gain credibility and experience in their area of expertise. The paper will outline the need that the corporate world has with regards to an understanding of today's youth culture, as well as provide specific guidelines for youth professionals who wish to pursue part-time (or full-time) consulting work in the corporate world. The paper specifically ignores theological and ethical issues such work may provoke.

With the advent of Web-based electronic commerce (e-commerce), businesses of all sizes rushed to take advantage of the potential of e-commerce technologies. While large organizations often have ready access to the resources necessary to implement ecommerce strategies, smaller organizations may lack some or all of these resources. Conversely, the increased reach facilitated by e-commerce may allow some small businesses to be viable in areas where limited access to customers might otherwise prevent success. This increased reach may be particularly beneficial in economically depressed rural areas, which may stand to gain greatly from the economic development potential of small businesses. Small businesses in general, and rural small businesses in particular, face a number of hurdles that must be overcome if they are to benefit from e-commerce. This case describes how a not-for-profit agency, the Appalachian Center for Economic Networks (ACEnet), facilitates the use of e-commerce by rural small businesses as a part of an overall strategy for spurring economic development through small businesses. ACEnet provides a number of resources that help small businesses take advantage of e-commerce, including computer labs, Web site hosting, consultative services, and technical and business training. This case illustrates how these services help rural small businesses overcome many of the barriers to successful implementation of e-commerce.

The paper aimed at assessing and identifying in a comparative way the potentiality and suitability of the Integrated Reporting (IR)’s definition of human capital (HC) within a selection of companies and social cooperatives. Employing in-depth interviews, the qualitative study analyzed the points of view of a selection of human resources managers to firstly check and test the connection between human capital, value creation, and social impact. The contribution of human capital to value creation is not easily recognized, especially by smaller-sized companies. The results suggested that the HC definition of the IR in the for-profit sector seems to be more applicable to the top management than to the whole workforce, while it appears as “fitting” for the managers of social cooperatives because of its explicit focus on ethical values, loyalty, and motivation. This allowed opening possible channels of dialogue between the profit and not-for-profit sectors. The paper proposed practical recommendations to operationalize the IR’s HC definition.

Abstract Water scarcity is a major and growing problem in Nigerian rural areas, leading to the emergence of private for-profit water services providers (PPWSPs). This paper characterizes the landscape of PPWSPs in Nigerian rural communities using information collected from field observations, in-depth interviews, questionnaire surveys, and from published water resources literature. The data collected were analysed through the use of descriptive statistical tools. The results revealed the characteristics, categories, contributions and concerns of water users regarding water supplies by PPWSPs. Responses show that PPWSPs are helping to engender development, guarantee end-users with access to sufficient and reliable supplies and reduce water shortages in the study communities. Sixty four percent of sampled households depend on PPWSPs for their water requirements. Many PPWSPs operate outside the purview of government regulations and have differentiated service modes and prizes to gain wider acceptability. Despite the progress made by PPWSPs, however, the strategy can neither guarantee universal access nor the supply of safe drinking water. Significant barriers to the operations of PPWSPs, how to close the policy-gaps that constrain services delivery by PPWSPs and improve performances through setting of standards and regulatory reforms are discussed.

With growing national online enrollments in higher education, a need exists for innovative practices for adjunct faculty geographically distant from campus. This chapter demonstrates the outcomes of a Teaching Across Geography Group (TAGG) at a private not-for-profit university with 27,000 students enrolled, 7,000 of whom are online. The purpose of this group was to identify resources in place and establish equitable access for faculty working online. All faculty need to receive the same degree of support to meet the academic requirements for teaching online. This support, however, looks different as it comes in the form of alternative access that is equitable, even if not equal, and results in the seamless inclusion of this faculty population. Shared practices for all academic units within a university can streamline communication between all online faculty and all on-ground faculty regardless of academic rank or academic status (full or part-time), and it promotes a “one faculty” university rather than multiple entities in silos working together.

Abstract Overprovision—healthcare whose harm exceeds its benefit—is of increasing concern in low- and middle-income countries, where the growth of the private-for-profit sector may amplify incentives for providing unnecessary care, and achieving universal health coverage will require efficient resource use. Measurement of overprovision has conceptual and practical challenges. We present a framework to conceptualize and measure overprovision, comparing for-profit and not-for-profit private outpatient facilities across 18 of mainland Tanzania’s 22 regions. We developed a novel conceptualization of three harms of overprovision: economic (waste of resources), public health (unnecessary use of antimicrobial agents risking development of resistant organisms) and clinical (high risk of harm to individual patients). Standardized patients (SPs) visited 227 health facilities (99 for-profit and 128 not-for-profit) between May 3 and June 12, 2018, completing 909 visits and presenting 4 cases: asthma, non-malarial febrile illness, tuberculosis and upper respiratory tract infection. Tests and treatments prescribed were categorized as necessary or unnecessary, and unnecessary care was classified by type of harm(s). Fifty-three percent of 1995 drugs prescribed and 43% of 891 tests ordered were unnecessary. At the patient-visit level, 81% of SPs received unnecessary care, 67% received care harmful to public health (prescription of unnecessary antibiotics or antimalarials) and 6% received clinically harmful care. Thirteen percent of SPs were prescribed an antibiotic defined by WHO as ‘Watch’ (high priority for antimicrobial stewardship). Although overprovision was common in all sectors and geographical regions, clinically harmful care was more likely in for-profit than faith-based facilities and less common in urban than rural areas. Overprovision was widespread in both for-profit and not-for-profit facilities, suggesting considerable waste in the private sector, not solely driven by profit. Unnecessary antibiotic or antimalarial prescriptions are of concern for the development of antimicrobial resistance. Option for policymakers to address overprovision includes the use of strategic purchasing arrangements, provider training and patient education.
