Portals as a Tool for Public Participation in Urban Planning

In this article it will be shown how different general types of portals can be utilized to foster public participation processes in urban and regional planning. First portals and the objectives of their use in the public sector are explained. This happens before the background of different concepts of administrative reform and a transition of government to an electronic manner. Then public participation will be described and different categories thereof are presented. This part forms the basis for the delineation of electronic participation in urban planning. Finally the already introduced general portal types will be applied to distinguish several kinds of participation portals.

Busca-se avançar em direção à construção dos conceitos relacionados ao tema de forma a contribuir para o fornecimento de subsídios para o avanço teórico da área de planejamento urbano e regional no Brasil. O texto será dividido em duas partes. A primeira discorrerá sobre os desafios conceituais do tema, tentando identificar as vozes e os discursos por trás da ideia de “cidades inteligentes e sustentáveis”. Este primeiro item tentará responder à pergunta: é possível, hoje, extrair uma unidade conceitual mínima em torno dessa ideia? Qual?</p><p class="Default"><span><br /></span></p><p>The theme of "smart and sustainable cities" at the top of the public agenda of debates on urban planning condenses a multiplicity of meanings and that touches current boundaries, starting from the reflective horizon of the area. It seeks to advance towards the construction of concepts related to the theme in order to contribute to the provision of subsidies for the theoretical advancement of urban and regional planning in Brazil. The text will be divided into two parts. The first will discuss the conceptual challenges of the theme, trying to identify the voices and discourses behind the idea of "smart and sustainable cities". This first item will attempt to answer the question: is it possible today to extract a minimal conceptual unity around this idea? What?</p><p class="Default"><span><br /></span></p>

Urban planning is, in many countries, increasingly becoming intertwined with local climate ambitions, investments in urban attractiveness and “smart city” innovation measures. In the intersection between these trends, urban experimentation has developed as a process where actors are granted action space to test innovations in a collaborative setting. One arena for urban experimentation is urban testbeds. Testbeds are sites of urban development, in which experimentation constitutes an integral part of planning and developing the area. This article introduces the notion of testbed planning as a way to conceptualize planning processes in delimited sites where planning is combined with processes of urban experimentation. We define testbed planning as a multi-actor, collaborative planning process in a delimited area, with the ambition to generate and disseminate learning while simultaneously developing the site. The aim of this article is to explore processes of testbed planning with regard to the role of urban planners. Using an institutional logics perspective we conceptualize planners as navigating between a public sector—and an experimental logic. The public sector logic constitutes the formal structure of “traditional” urban planning, and the experimental logic a collaborative and testing governance structure. Using examples from three Nordic municipalities, this article explores planning roles in experiments with autonomous buses in testbeds. The analysis shows that planners negotiate these logics in three different ways, combining and merging them, separating and moving between them or acting within a conflictual process where the public sector logic dominates.

O texto visa reconhecer desafios da formação na área do planejamento urbano e regional, associados à sua história acadêmica e às dificuldades experimentadas na atualização de seus fundamentos disciplinares e técnicos. Neste sentido, registra impactos na área com origem em mudanças na ação do Estado, na configuração de sujeitos sociais, na relação entre técnica e ciência, no mercado de trabalho e na teoria do espaço. Visando estimular a reflexão específica do ensino, o texto propõe o exame destes impactos a partir dos seguintes ângulos: práticas didáticas; experiência da interdisciplinaridade; expectativas da formação; renovação dos fundamentos da área e condições institucionais da docência. Por fim, são feitas sugestões à Anpur, com o objetivo de favorecer o debate, entre as instituições filiadas, da transmissão do conhecimento, assim como da formação de novos pesquisadores.Palavras-chave: ensino; espaço; planejamento; interdisciplinaridade; didática. Abstract: This work recognizes the challenge of teaching urban and regional planning, associated with its academic history and the difficulties related to the update of disciplinary and technical fundamentals. With this goal in mind, this work describes impacts observed in this field that were triggered by changes in State actions, in the configuration of social subjects, in the relationship between technique and science, in the work market and in the theory of space. To stimulate further thoughts on the specific task of teaching urban and regional planning, these impacts are analyzed from the following perspectives: didactic practice, interdisciplinary experience, learning expectations, renovation of the field fundamentals, and institutional facilities for teaching. At last, some suggestions are proposed to Anpur hoping to stimulate a debate on the transmission of knowledge as well as the training of new urban planning researchers. - An important urban transformation was achieved in Paris with the redevelopment of the Bercy quarter. It was characterised by farsightedness and an ability to monitor and manage on the part of the public sector operators who guided the entire operation. While on the one hand the Bercy case presents a series of ‘extraordinary' elements deriving from the particular history of the site, the continuity with which the municipal administration moved forward with its strategic decisions, its capacity to frame those strategies in a broader and more complex context and the ways in which the entire process was implemented certainly constitute important factors on which to reflect in the framework of a more general discussion on the effectiveness and potentials of large urban projects. This paper looks at the main stages of the transformation starting with the framing of the operation within the provisions of the main urban planning instruments and it seeks to highlight the most significant aspects of the intervention with a particular focus on the outcomes of the project implemented.

Planning competitions are used as a way to determine alternatives and promote innovative solutions in the early phase of urban planning. However, the traditional jury-based evaluation process is encountering significant opposition, as it does not consider the views of local residents. This chapter describes how web-based public participation tools are utilized in urban planning competitions to register public opinion alongside the expert view given by the jury. The research focus of this chapter is on studying how public participation can be arranged in competition processes, how the contestants use the information produced, and how it has been utilized in further planning of the area. Based on two Finnish case studies, this study indicates that web-based tools can augment public participation in the competition process. However, the results indicate that the impact of participation on selecting the winner is weak. Instead, in further planning of the area, the public opinions are valuable.

Many cities have taken public participation in practice in urban planning since The Town and Country Planning Act of 2008 specified. In order to understand the present situation, it is making analysis in detail by means of empirical research: in the first, investigating the procedures of the public participation in Kunshan master planning; in the second, evaluating the result of the public participation; in the end, summarizing the loss and gain of the public participation.

This paper presents collaborative tools for public participation across multiple networking sites. The tools are part of the Comuno networking site for public governance and services, which is particularly targeted at the public sector (currently in alpha testing at http://comuno.org). The Broadcast tool allows cross-posting content from Comuno to a wide variety of other networking sites, such as Facebook or Twitter. The UserFeed and TopicFeed tools build RSS feeds from content published by a specific user or under a specific topic. The LifeStream tool gathers a user’s activities across multiple networking sites in the private account section at Comuno. These tools and related aspects of the Comuno networking site are discussed and presented in the context of deliberation and opinion-forming in a Swiss bilingual city.

In 2011, during the Arab Spring, citizens in some Arab countries marched in the streets, demanding decreased corruption, increased public participation in running state affairs, and provision of jobs for citizens. In response, governments in the Middle East and North Africa region initiated strategic plans to meet the people’s demands (e.g. Morocco Vision 2030, Saudi Vision 2030). One of the main parts of these plans is related to reforming the public finance sector. Recently, in response to the novel coronavirus (COVID-19) pandemic, most Middle East and North Africa countries have taken loans or withdrawn from reserves (both considered sources of funding for government expenditures) to support the economy and fund the healthcare plans to fight the disease. Thus, the efficiency and effectiveness of government spending is very important in utilizing the available resources at all times. Using data for the Middle East and North Africa region from 1990 to 2019, and utilizing a scatterplot technique and the general linear modeling procedure, this article explores the relationship between public expenditures and economic growth. The results show that the current public expenditure system is inefficient and that efficient public spending has to be combined with other factors that influence the economy (e.g. enhancing public participation in running state affairs, controlling corruption, and supporting good governance practices in the public sector). Points for practitioners Government spending is one of the most important elements in managing state affairs toward achieving advanced levels of development and providing high-quality services to beneficiaries. This research explores the relationship between government spending and economic growth; the result of this study confirms that non-financial factors, such as fighting corruption, promoting democracy and freedom, enhancing public institutions’ quality, and supporting the productivity and accountability of the public sector, are important dimensions in promoting economic growth, especially in developing countries.

Urban planning is the blueprint for the development of urban construction and the basis for management of a city. The urban planning of China’s high-speed modernization has encountered many bottlenecks, and the gap between the daily living needs of residents and the urban planning objectives has attracted particular attention. Harmonious development between man and nature is necessary to build a harmonious society, and urban planning that is close to the needs of residents and more humanized has become the main goal of urbanization. In this paper, urban planning of Zhuhai City was studied for one year. Zhuhai focuses on building transport hub, industrial layout, and urban development in three major patterns. Many problems in the planning and management of Zhuhai City were encountered in the past, because the plans are only heavy concepts that ignore implementation and lack of comprehensive survey. Based on the concept of communication planning, the main features of the public participation in the urban planning model through modern mass media may be suitable for achieving the objectives and satisfying public needs. Urban planning and decision-making in Zhuhai City in recent years are evaluated by SWOT method. Future plans of Zhuhai City are discussed.
