In the context of Portuguese teacher unions, the adoption of information and communication technologies is nowadays a reality. This chapter presents a brief analysis of e-participation and e-democracy, proposes a conceptual communication model for digital mediation on teachers' trade unions, and addresses an initiative carried out by the most representative teacher's union of Portugal. This proposal is based on social media principles, designed to gather teachers and unions in a shared deliberative space. The Liberopinion platform enables effective participation in formal and informal decision-making processes via the Internet, with full integration into any Website. It is improved to support Participatory budgeting. The actors were chosen from the National Federation of Teachers due to its representativeness regarding associate teachers and provide an opportunity to assess the platform potential to support participation in a union context.

Abstract Since ECO-92, environmental organizations and social movements have been networking with the support of information and communication technologies, in order to strengthen their capacity to influence decision-making processes relating to the causes they fight for. Some of these networks have been organized around the six Brazilian official biomes and have been incorporating the resources available on the Internet to achieve greater public visibility, capillarity and communicative effectiveness on their strategic actions. However, not all of them have been able to remain updated, active and visible in the increasingly dynamic digital environment, despite its informational and political legacy. This paper presents a synthesis of a comparative research among the here called "biome-networks", based on data collection on its organizational structures and its informational and communicative resources used to achieve its strategic aims related to the eco-regions in which they operate.

Strategic planning is a decisive process toward sustainable development for any organization. Mozambique has developed many tools toward good governance, among which Poverty Alleviation Strategy Paper (PARPA) is an umbrella. PARPA includes different key decisive segments of society, particularly the Information and Communication Technologies (ICTs) as the pool for development. This chapter investigates to what extent e-Governance, particularly the development of strategies based on ICTs, can contribute to minimize the impact of floods at local governments by addressing best practice and decision-making process. The authors address backcasting methodology as an approach to consider in a participatory strategic planning for long-term decision-making processes. They use Chókwe District as a showcase where e-governance has an impact in mitigating and preventing the impact of floods.

The e-participation can be considered an area under constant focus. This paper presents a brief analysis of e-participation and e-democracy, and proposes a platform for electronic participation based on social media principles, designed to gather teachers and unions in a shared deliberative space. Interaction and collaboration are supported through questions, answers, suggestions, comments, votes, surveys and live debates. This proposal is intended to narrow the communication gap between teachers and unions and encourage teachers to become involved and participate in educational debates and important topics about the profession. The platform presented enables effective participation in formal and informal decision-making processes via the Internet, either as standalone or widgets with full integration into any Website. It is under constant development and will be improved along with this project. The actors in this study were chosen from the National Federation of Teachers due to its representativeness regarding associate teachers and provide an opportunity to assess the platform potential to support participation in a union context. The platform will be used in a trade union linked to teachers of several grade levels to understand their participation in this organization.

The purpose of this article is to substantiate the theoretical foundations of using information and communication technologies (hereinafter – ICT) in public administration decision-making processes using the framework of categories and concepts proposed by New Public Management, Joined-up government, Public Value Рaradigm, Actor Network Theory and Socio-Technical Systems. The research task is to comprehensively consider the methods, approaches and foundations of using ICT in public administration through these theories. General scientific methods (analysis and synthesis, deduction and induction) as well as the comparative-historical method have been used. Such an approach allows to generalize and comprehend the role and impact of ICT in public administration within the framework of different theories and to offer an empirical application of the developed concepts. Correlation of the considered concepts' theoretical principles with the criteria for public services delivery, the role of citizens, approaches to measuring the performance of public servants makes it possible to conclude the information about the attitudes and requirements for innovations in public administration from the perspective of each of the theories. It can contribute to further study of the ICT's impact on the public administration decision-making processes, predicting the transformational impact of e-governance and theoretical advances empirical application by both public servants and those who hold political positions.

This chapter focuses on the impact of flows of information through information and communication technologies (ICTs) on the decision-making processes for researchers working in instable, volatile regions. Drawing on the authors’ experiences in Nigeria and Congo-Brazzaville, the paper argues that while ICTs have become important tools for research, they also create new dilemmas for the researcher. These dilemmas emerge from the interface between us as researchers, and constant flows of information about insecurity in our fields that reach us via social media. Paradoxically, in an information rich world, a lack of information can also create such dilemmas. Flows of information – or the lack thereof – are not only data, but also affect us on an emotional level. As such new subjective fields of insecurity emerge for the researcher that produce emotional responses such as anger or disorientation, and that in turn inform decision-making processes, such as an inclination for deeper engagement, or to disengage.

Studies on industrial relations in Portugal have not paid much attention to the roleof the latest information and communication technologies. In seeking to help fillthis gap, this article characterises the use of the Internet by Portuguese trade unions,by presenting a typology of theirwebsites and determining whether there arestatistically significant associations between that typology and each union’s membershipof the main national confederations. The authors base themselves on theprinciple that the fragmented nature of the trade union structure in Portugal leadsto different communication strategies. The conclusion sets out a number of hypothesesthat may help explain the results of the present study.
