E-Commerce in the EU

E-commerce has several advantages for customers and improves firm productivity. The research aims to examine factors determining the usage of e-commerce within the EU with the focus on problems related to standards. This includes especially a lack of interoperability and labelling problems. Firstly, the authors found rising popularity of online purchases in recent years. Despite the increase, Visegrad countries are still lagging behind the EU average. A similar increase is also evident in e-commerce engagement as well as in turnover from e-commerce. Furthermore, they also estimated logit regressions to find factors affecting the probability of firm engagement in e-commerce. Interoperability problems, when selling online, are more frequently reported by wholesale firms as well as those in the information and communication sector. The majority of firms in our sample stated that common rules of e-commerce within the EU could be beneficial. This is particularly important for those reporting problems with interoperability and different labelling.

Vietnam is one of the top information and communication technologies (ICT) exporters globally, and the ICT products constitute nearly one-fifth of Vietnam’s total exports to the European Union (EU). This study empirically investigates the determinants of Vietnam’s ICT exports to the EU by applying the gravity model for trade with panel data from 2000 to 2019. Besides the traditional variables of the gravity model, we added gross capital formation, patent application and exchange rates as explanatory variables. The results show that among factors affecting Vietnam’s ICT export to the EU, market size, patent applications, and exchange rate are the most significant determinants. The article also suggests some policy implications for the development of ICT exports between the two parties. JEL Codes: F14, C2

This article deals with the problems associated with online international trade, i.e. e-commerce, within the EU. The authors examine the potential barriers to cross-border online selling and online buying with the focus on problems related to standards. The problems associated with interoperability and labelling can be seen as clearly related to standards. Using data from the flash Eurobarometer (413) survey, logit and ordered logit regressions are estimated. Interoperability problems, when selling online, are more frequently reported by wholesale firms and those in the information and communication sector. Firms who are part of an international group are more likely to sell online and have slightly fewer problems with interoperability. The majority of the firms in the sample believe that common rules of e-commerce within the EU could be beneficial for their online business. This is especially true for those reporting problems with interoperability, different labelling or copyright issues. This then provides justification for the EU to adopt such rules.


The paper shows the relevance of studying the factors taken into account when choosing automation tools and information systems by enterprises of different activities in different regions of Russia. The growing pace of technological change requires a balanced development of information technology in different regions in order to maintain the flexibility of the entire system and ensure the economic security of the country. The choice of information systems in the public and private sectors of the economy is different. The presence of significant geographical disproportions in the distribution of costs for information technology in the regions of Russia is revealed. Classification of the factors influencing the decision-making on the choice of information systems is carried out. The necessary conditions for the creation and successful development of information technology centers have been identified; those conditions include the availability of free resources for electricity generation, a developed research and educational center and the human resources potential of the territory in the field of ICT (Information and Communication Technologies). Partially identified imbalances are associated with the multistructural nature of the Russian economy and with territorial expanse; they are objective in nature and are subject to adjustment. The expediency of creation of interregional system involving cooperation ties with the purpose to develop information technology centers in different regions of Russia is shown.

With the increasing role of information and communication technology (ICT) in the society, ICT’s role is gaining importance in the aspect of provision and use of the public sector services for the citizens. Especially in the European Union different activities have been conducted through the years to promote ICT use in the society. It has been mainly based on the Digital Agenda for Europe (DAE), which underlines the key role of ICT in the efforts to achieve its strategic objectives. Slovenia as an EU member state follows these directions but positions itself among less successful states in the EU. The well-known European Digital Economy and Society Index ranks Slovenia to the lower half of member states indicating possibilities for improvement. Although much can be said and done about the service-providers side this paper focuses on the users’ side and especially on their digital inequality. The lack of studies in the area of digital inequality and online government services adoption and use is the main motivation for this research. The research uses the data provided by Slovenian annual survey Use of Information and Communication Technology in Households and by Individuals of the last four years. The analysis of this data, presented in the paper, exhibits that changes for the better are detected in Slovenian society, but the situation in public-sector services is not optima. The results demonstrate the existence of digital inequality considering the income level of households and education level of individual users. The synthesis of the data demonstrates that the Slovenian government and its ministries should consider adding tangible actions to the already set strategies if the country wants to catch up with the leading countries of the EU and achieve goals, set by the DAE.

Information and communication technologies (ICT), particularly e-Commerce, are considered very important to the growth and competitiveness of businesses globally. SMEs too need to embrace innovative e-commerce strategies if they are to stay competitive, profitable and successful in local and global markets. Increased use of the Internet offers potential benefits to SMEs, such as cost reduction, improved operational efficiencies, access to new customers and enhanced business growth. However, SMEs, particularly in Uganda, have generally been slow in adopting e-commerce. Empirical research into the challenges SMEs in Uganda face in adopting electronic commerce is also limited. This study sought to explore the factors affecting e-commerce adoption among SMEs; and to establish the influence of e-commerce adoption on SMEs’ growth in Uganda. A structured, self-administered questionnaire was used to collect data from 172 owners/managers of SMEs in the Kampala District in Uganda. The empirical results of this study indicate that e-commerce adoption significantly influence the growth of SMEs.

The ageing society and the necessity to meet the needs (including transport ones) of elderly people are a challenge for an increasing number of countries, including the EU Member States and Poland. Different types of modern ICT solutions are being proposed as a way of improving the meeting of the needs of elderly people in order to prevent their social exclusion. The growing popularity of solutions and services that use information and communication technologies (mainly the Internet and mobile applications) can also be observed in transport services and is perceived as a means to better meet transport needs. The aim of the article is to examine the extent to which seniors use ICT solutions to meet their transport needs when, for example, obtaining access to a car or car ride. A literature review, statistical data analysis and results of primary survey studies carried out on a sample of U3A students were used. The results of the analysis do not allow generalization on the entire population of elderly people but point to some interesting conclusions. For instance, at least one of the considered solutions (e.g. sharing travel by car as a driver or passenger) was used by almost two-thirds of those that responded using the Internet. Also, the solutions given were rated rather positively by the respondents in terms of their usefulness and ease of use. Those findings, apart from indicating further directions of research, allow for a cautious statement that these types of solutions can actually serve to better meet the transport needs of seniors.

Abstract Development must be viewed as a multidimensional process that includes a variety of fundamental changes to social structure, attitudes of the community, and national institutions, while continuing to pursue accelerated economic growth, handling income inequality, and alleviating poverty.The expected research objective is to analyze the leading sectors and employment in Gorontalo Regency so that the benefits of this study are expected: 1) as a reference in policy making related to the leading sector development strategy and Manpower Absorption in Gorontalo District, 2) can provide an overview of various potential existing sectors as an option to become workers so that they can provide their income every year in Gorontalo Regency, 3) can provide information and become an opportunity for investment investment which is the biggest part of available labor shelter in Gorontalo District.The Analysis Method used in this study is Location Quotient (LQ) to determine the role of the sector in the reference area (Gorontalo Province). And the results of the study indicate that the results of several economic sectors in Gorontalo Regency have economic (base) advantages: Sector mining and quarrying, Processing Industry Sector, Electricity and Gas Procurement Sector, Construction Sector, Information and Communication Sector, Financial Sector and Sector which have high employment absorption are Fisheries, Forestry and Agriculture, Processing Industry Sector. Abstrak Pembangunan harus dipandang sebagai suatu proses multidimensional yang mencakup berbagai perubahan mendasar atas struktur sosial, sikap-sikap masyarakat, dan institusi-institusi nasional, di samping tetap mengejar akselerasi pertumbuhan ekonomi, penanganan ketimpangan pendapatan, serta pengentasan kemisikinan.Adapun tujuan penelitian yang diharapkan adalah untuk menganalisis sektor unggulan dan penyerapan tenaga kerja di Kabupaten Gorontalo sehingga manfaat penelitian ini diharapkan : 1) sebagai acuan dalam pengambilan kebijakan terkait dengan strategi pengembangan sektor unggulan dan Penyerapan tenaga kerja di Kabupaten Gorontalo, 2) dapat memberikan gambaran dari berbagai potensi sektor unggulan yang ada sebagai pilihan untuk menjadi tenaga kerja sehingga dapat memberikan pendapatan mereka pada setiap tahunnya di Kabupaten Gorontalo, 3) dapat memberikan informasi dan menjadi peluang bagi penanaman isvestasi yang menjadi bagian yang terbesar bagi penampungan tenaga kerja yang tersedia di Kabupaten Gorontalo.Metode Analisis yang digunakan dalam penelitian ini adalah Location Quotient (LQ) untuk menentukan besarnya peranan sektor tersebut pada wilayah referensi (Provinsi Gorontalo).Dan hasil Penelitian menujukkan bahwa telah diperoleh hasil beberapa sektor ekonomi di Kabupaten Gorontalo mempunyai keunggulan ekonomi (basis) adalah :Sektor pertambangan dan penggalian, Sektor Industri Pengolahan, Sektor Pengadaan listrik dan gas, Sektor konstruksi, Sektor Informasi dan komunikasi, Sektor Keuangan dan Sektor yang memiliki kontribusi penyerapan tenaga kerja yang tinggi adalah Sektor Perikanan, Kehutanan dan pertanian, Sektor Sektor Industri Pengolahan.

The purpose of this paper is to examine differences in factors affecting the probability of online and in-store purchase of telecommunications equipment in the Republic of Croatia. Online questionnaire survey conducted in September 2019 gathered responses that identified respondents’: method of telecommunications services and equipment purchase, their information gathering tools, factors affecting respondents’ telecommunications services and equipment purchasing decisions in general, and online and in-store purchasing decisions. 125 gathered responses were analysed using a binomial logistic regression. The results state that general factors incite respondents to purchase telecommunications equipment and services instore. Factors inciting online purchases are enabling factors and cause respondents to purchase telecommunications services and equipment online. Responses were further divided into subsamples depending on gender and education level. Results are consistent in tested subsamples. In the sample of male respondents, the results are consistent, while the female subsample shows does not exhibit statistically significant results. Furthermore, subsamples that allowed education level differences showed the results are supported for the subsample of respondents with higher education, and are not supported for respondents with secondary education.
