Quality assurance and accreditation are the most pronounced words in the education sector. Quality culture involves all stakeholders in the process. Students who are the major stakeholders play a vital role in the QA process of an institution. The role of students in QA process in Oman context has been covered by conducting interviews from both students and staff members. The current study has been conducted on all the 13 branches of University of Technology and Applied Sciences. An online interview schedule was arranged with five students and two staff members from each branch. The list of students and staff was collected from the quality assurance department of UTAS branches. The results of the study showed that students are actively participating in various programs. The main hindrances to student involvement are low awareness about QA processes, time constraints, and low student representation towards QA processes. The implication of this research is important for HEIs, OAAA, academic researchers, and higher education stakeholders.

AbstractQuality assurance, the internal and external examination of the effectiveness and performance of colleges and universities, has always played a crucial role in sustaining and improving the best of what higher education has done in the past in order to build the future. The “best” includes the core values of academic freedom, institutional autonomy and social responsibility. Quality assurance has a history of buttressing and, at times, leading our commitment to these fundamental values. In these early decades of the 21st century, quality assurance has been playing an especially vital role in sustaining core values as higher education takes on the challenges of change and innovation. Quality assurance plays this key role even as we adopt new teaching and learning practices, develop new types of institutions, engage new types of education providers and continue our commitment to expand access and equity in higher education. Add to this the current environment of both the Covid-19 pandemic and the major and painful focus on social change around issues of race and equality, and it is clear that quality assurance efforts are more important than ever.

The article outlines the conceptual framework for adapting Ukrainian higher education to the Standards and Recommendations for Quality Assurance in the European higher education area. The role of the Bologna Declaration in ensuring the quality of higher education in Europe has been explained. The conceptual foundations and the essence of standards and recommendations on quality assurance in the European higher education area have been defined. The Ukrainian realities of the adaptation of higher education of Ukraine to the educational European standards of quality have been characterized.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

Purpose The purpose of this paper is to explore and visualize alternative ways – how and by whom – that academic research can come into commercial use. Design/methodology/approach This study in the Swedish context investigates one entrepreneurial university, Chalmers University of Technology. In total, 18 interviews were conducted about researchers’ views on commercialization and on how research comes into commercial use. Findings Five propositions are advocated in relation to researchers’ role as enablers of others’ commercialization. The concept of “need for utilization” is introduced as the critical explanation for researchers’ readiness to transfer knowledge mainly via alumni to established companies. Practical implications This study suggests that both universities and policy should acknowledge alternative ways of commercialization of academic research instead of putting all efforts on trying to transform unwilling academic researchers into entrepreneurs. One alternative is to foster ongoing contacts between researchers and alumni, who make commercial use of academic research in established firms. Originality/value This study furthers the knowledge about researchers’ individual motivation for commercialization, as driven by a “need for utilization.” By showing how researchers enable others commercialization, this study broadens the prevailing focus on researchers’ formation of university spin-offs as the essential output from entrepreneurial universities. The results also contribute to understanding the role of alumni in knowledge transfer to existing industry.

This study deals with the role of KH. Saifuddin Zuhri as Minister of Religion using biographical approach by describing his passion in improving the quality of Islamic education, particularly the Islamic university. He plays a vital role in the development of Islamic universities, namely the State Islamic Institute (IAIN). IAIN is a center for high-level teaching and education activities for Muslim youth. During a period of leadership of KH Saifuddin Zuhri at the Ministry of Religious affair, he succeeded in inaugurating the IAIN at the provincial level by naming the universities according to figures from the region and 14 IAIN branches at the district level. / city. To support the improvement of the quality of teaching staff and infrastructure for higher education, K.H. Saifuddin Zuhri seeks to make a policy, namely by sending students to study abroad on scholarships, establishing a translation and publishing agency for the Qur'an, managing the distribution of religious books to schools and Islamic boarding schools. In addition, he also made policies to appoint honorary religious teachers and the equivalent of madrasa diplomas. For his efforts, IAIN Sunan Kalijaga Yogyakarta gave a sign of honor for a professor in the field of da'wah with the title "professor" to K.H. Saifuddin Zuhri.

The use of a variety of instruments for quality assurance, management, and enhancement in higher education is well recognized. This article investigated the instruClose Panelments used by Higher Education Institutions (HEIs) in Oman to measure, control, and manage the quality of their services in alignment with the standards set by Oman Academic Accreditation Authority (OAAA). Quality Assurance Managers (QAMs) from five HEIs were interviewed to identify the instruments used by them to fulfil the requirements of each standard and the way they make use of the data gathered by using these instruments. Findings from the study reveal that questionnaires and meetings are the most common instruments used by these institutions to measure, control and assure the efficacy of their current quality activities. In addition, HEIs use summary statistics to analyse data and then present them in meetings or through reports. On the other hand, it was found that substantial efforts are made to collect data but the efficient usage of data is missing. The QAMs reported a lack of awareness among the staff on the importance of collecting data since the staff members believe that these data are collected for documentation purposes only. This study emphasizes the importance of using the data gathered from different instruments in decision making and enhancing the quality of HEIs.

Evaluation of the quality of programmes by students is considered an important assessment instrument in determining programme effectiveness within higher education institutions. Student ratings of lecturers are only a partial assessment of programmes, since other evaluations beyond students’ perceptions are also considered important within higher education institutions. Student ratings are not only important in determining how students perceive their programmes within a highly competitive higher education landscape in South Africa, but also highlight the strengths and weaknesses of programmes which can be used as an impetus for programme enhancement, especially in view of the increasing number of students entering higher education, while government spending is steadily diminishing. The purpose of this study is to assess student ratings of teaching competencies that can be used for programme evaluation. A quantitative approach was used to analyse the various elements within specific domains in the lecturer evaluation instrument used by the Faculty of Management Sciences at the Durban University of Technology (DUT). The data reported are suggestive of the usefulness of identifying student ratings of important teaching competencies, which is considered as important in a growing student centred orientation within higher education institutions. The article offers constructive analysis of student ratings of various teaching competencies across departments in the faculty, while highlighting strategies to ensure enhanced validity of student ratings. Student ratings of lecturers provide valuable information for faculty to use in programme assessment and consequent programme enhancement. Further, student ratings of lecturers encourages a student’s voice through confidential participation, thereby ensuring that the student experience is fore grounded at the learning and teaching interface.

За результатами аналізу відповідей студентів з Європейськогопростору вищої освіти було з’ясовано думку респондентів щодо місця таролі держави у забезпеченні контролю за якістю надання освітніх послугзакладом вищої освіти. Розглянуто особливості взаємовідносинінституту держави та інституції університету в контекстізабезпечення якості вищої освіти. Крім того, в статті обґрунтованонапрями вдосконалення змісту та практики використання механізмівдержавного управління якістю вищої освіти, а також визначенопріоритети використання суб’єктами державного управління окремихметодів впливу на систему забезпечення якості вищої освіти в Україні. Basing on the results of survey of answers of students from the Europeanhigher education space, there was determined an opinion of respondents as fora place and role of state in provision quality control of educational services ofhigher educational institutes. The features of the relationship between theInstitute of state and the institutes of the University in the context of provisionof higher education quality. In addition, the article substantiates the directionsof improving the content and practice of usage of mechanisms of statemanagement of the higher education quality, as well as determined thepriorities for the subjects of public administration to use certain methods ofinfluence on the system of quality assurance of higher education in Ukraine.
