Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

The ever-growing demand for digital IT industry specialists brings to the fore the task of developing effective educational programs that ensure a high qualification level of graduates. The result of such activities – the turn-out of highly qualified specialists will depend on how much more detailed all the components of the educational activities of the University are considered, designed and implemented. Therefore, when developing and updating educational programs, higher education institutions will have to clarify the composition of professional competencies that must meet both the needs for effective performance of generalized labor functions and labor functions fixed in professional standards, and many educational parameters fixed in the regulatory framework of Russian higher education. The purpose of this research is to develop innovative educational programs at the stage of digital transformation of higher education and the transition to practice-oriented project training of University graduates in IT areas. The research tasks include the following stages: 1. Development of a conceptual model of an intelligent integrated educational environment based on the interface of ontologies of professional and educational standards. 2. Systematization and organization of elements of the digital repository and on its basis, the development of algorithms for generating educational-methodical and organizational-administrative content of the intellectual integrated educational environment. 3. Testing methods for generating content in the intelligent integrated educational environment. This task can be achieved only by integrating all components of the educational process into a single information and educational space. The solution to this problem is seen in the development of methods and tools for generating educational-methodical and organizational-administrative content based on the digital repository of the electronic learning system through knowledge management technologies that ensure the adaptability of the educational process using the ontological approach. Such work is currently being carried out at Plekhanov Russian University of Economics, including ICT areas. The analysis of professional activity of graduates of bachelor’s degree and master’s degree programs in terms of requirements of the Federal State Education Standards of Higher Education in the field of “Applied Informatics” has shown that these requirements with varying degrees of completeness correspond to a number of professional standards in the field of IT industry. As a result of the analysis of the factors for improving the quality of the educational process, the ways to improve training of bachelors in the field of “Applied Informatics” in the context of combining ontologies of professional and educational standards are outlined. The article also provides approaches to the development of an approximate basic educational program in this direction and reveals the method of its engineering, based on the interaction and composition of elements of the integrated information and educational space and, on its basis, semantic modeling and automatic generation of educational and organizational and managerial content. Thus, the proposed method will contribute to improving the efficiency of the educational process and meet the world trends in the development of science in this field of knowledge, which will bring the training of highly qualified IT industry specialists to a qualitatively new level.

The article discusses the experience of automation developing educational programs of university (EdProgram). The analysis of the results of the project of software creating to preparе components of EdProgram according to the requirements of the Federal State Educational Standards of Higher Education of the latest generation (FSES 3+) at the Bashkir State Agrarian University is given. The developed software product is created by extension technology of 1C:Enterprise 8.3 platform and expands the functionality of 1C:University PROF information system.The article actualizes the need to use automation tools in modern conditions when developing and updating the components of the EdPrograms are based on the Federal State Educational Standards of Higher Education. The proposed approach allows you to take into account the requirements of professional standards, as well as the requirements of employers (labor market) for graduates. The names of indicators of achievement of professional competencies are the names of the labor functions of the professional standards, the implementation of which requires the graduate to perform certain labor activities (skills) of the professional standards, acquisition relevant knowledge and skills as learning outcomes in the disciplines and practices of the higher education and vocational education and training institute of higher education, including those formulated as specific employer requirements.The proposed approach in the field of creating an automated technology for the preparation of EdProgram components on the basis of professional standards in accordance with the Federal State Educational Standards of Higher Education 3++ can be used by any university operating the 1C:University of PROF.

Цель статьи - определение роли профессиональных стандартов при формировании профессиональной пригодности личности на этапе обучения в ходе реализации основных образовательных программ высшего образования (ФГОС ВО) по направлению подготовки 38.03.02Менеджмент и 38.03.03 Управление персоналом и деловой оценки персонала в организациях. В современных рыночных условиях в системеобразования РФ неизбежно происходят изменения. Важнымтребованием при проектировании образовательных программ остается сопряжение требований стандартов, которые активно используют работодатели при трудоустройстве, расстановке специалистов по конкретным рабочим местам и деловой оценке персонала, а также ФГОС ВО. Новизна заключается в определении степени соответствия между профессиональными стандартами и реализуемыми программами в ходе развития профессиональной пригодности субъекта, а также возможными инструментами деловой оценки персонала в дальнейшем. В ходе исследования выявлены взаимосвязи между качеством реализуемых образовательных программ с учетом профессиональных стандартов и оценкой уровня сформированности компетенций. This article aims at defining the role of professional standards in the formation of professional competence of the individual at the stage of learning in the process of implementation of basic educational programs (BEP) of higher education such as: 38.03.02 - Management and 38.03.03 - personnel Management and business evaluation of personnel in organizations. In the modern conditions of the market economy, changes are inevitably taking place in the education system in the Russian Federation. An important requirement in the design of BEP remains the integration of the requirements of professional standards, which are actively used by employers, placement of specialists in specific jobs and business evaluation of personnel, as well as Federal State Educational Standards. The novelty lies in determining the degree of compliance between professional standards and implemented BEP in the course of forming the professional suitability of the subject, as well as possible tools for business activity.

This article is devoted to the problem of correlation of the higher education system of the Russian Federation in accordance with the requirements of professional standards. The relevance of this problem is due to a radical change in approaches to personnel Museum policy and in the profile system of higher education. The most controversial issue in this study is the fragmentary implementation of professional standards in the field of Museum business and the dependence of the educational process on them. The article reveals the problems of determining the qualification requirements for a number of Museum professions, and assessing the possibility of their solution at the level of the education system. The main method of research is the method of comparative analysis, which allowed to determine the content load of the definitions used and to correlate professional and educational standards in the study area. The materials of the article can be useful for the formation of working curricula in the field of museology and protection of cultural and natural heritage.

This article is devoted to the actual problem of providing the regional tourism markets with high-quality specialists. It is found that, despite the large number of higher education institutions that train specialists for the tourism industry and the constant updating of educational standards, tourism businesses and organizations in the country suffer from a lack of competent specialists, while graduates cannot find work in their profession. The research has been conducted in Transcarpathian region by the method of expert survey of owners and managers of successful tourism enterprises. The research technology is presented in details: a step-by-step definition of the nature of the requirements that employers impose the graduates of tourist specialties; analysis of educational standards and work programs of educational disciplines to meet these requirements in the preparation process; identification of reasons that do not allow to prepare the much-needed specialist on the regional labour market in higher education institutions; concrete steps are suggested to improve the educational process. It is found that the learning outcomes laid down in the educational standards are determined by the manufacturer of educational services, they are more oriented to the needs of large tourism enterprises, and do not meet the needs of employers at least because most tourist enterprises and organizations in the country are small and medium in size. Training programs shall be focused on regional tourism markets, since the requirements for tourism professionals differ depending on the type of tourism activity, the size of the enterprise, the region of its operation. Owners of tourist complexes in Transcarpathia prefer to see at their enterprises multi-skilled managers (specialists), who are immediately ready to fulfill their functional responsibilities in their primary positions. For solving the problem of human resources in the tourist market of Transcarpathia it is recommended: to define and detail the expectations of the heads of regional tourism enterprises; to prepare curricula and work programs in accordance with these expectations, formulating learning outcomes in accordance with SMART technologies; to create the conditions for the implementation of these programs.

The article highlights the key messages that are the basis and determine the direction of modernization of the system and content of higher education and which are assigned to the process of developing, approving and implementing of the higher education standard of the specialty 015 Professional Education (by specializations). The educational activities concept in the relevant specialty for technical specializations was developed, which includes: a code and a name of the specialty; the level of higher education; the indicative list of specializations and educational programs; the total amount in credits of ECTS and the term of training; professional standards, for the observance of which is planned to send training (if available); a list of the main competencies that must be mastered by those who receive higher education; indicative list of professional qualifications which is planned to provide; the educational requirements for persons who can start training; procedure for assessing learning outcomes.

The article is devoted to the problematic issues of integrating professional competencies into educational programs of higher education institutions. It is substantiated that the relationship between educational and professional standards should be deepened, which will ensure a balance of knowledge of applicants obtained during training in higher education, and requirements for jobs, achieving the necessary program learning outcomes that will be implemented in the labor market as effective human capital. The object of research in the article is the professional qualification of higher education students, integrated into the educational programs of higher education. The purpose of the study is to determine the prospects for the development of the system of professional qualifications for the quality implementation of professional competencies in educational programs of higher education institutions. The article performs a theoretical and analytical analysis of the prerequisites for the introduction of professional competencies in educational programs of higher education institutions. It is determined that professional qualifications should be awarded by a higher education institution on the basis of appropriate professional standards, which in turn reflect a person's ability to perform a certain set of tasks and responsibilities defined by the relevant profession. It is established that for the assignment of a certain educational or professional qualification it is necessary to have: an appropriate standard; the state (institution) authorized to assign the appropriate qualification; rules (procedure) for assigning a qualification, which includes criteria for assessing the achieved program learning outcomes. It is determined that the current challenges for the development of professional competencies and the creation of appropriate standards are the reorientation of the labor market in connection with the emergence of new qualifications; development of lifelong learning trends; creation of new preconditions for licensing of educational activity of higher education institutions; high requirements for the quality of higher education in higher education and for professional qualifications in the labor market; the need for cross-border recognition of educational and professional qualifications; development of non-formal and informal education. The main perspective steps for the development of the system of professional qualifications for high-quality implementation in higher education curricula are outlined, which include: international recognition of the adopted the National Qualifications Framework, creation of new generation educational standards, establishment of uniform requirements for recognition of professional experience. comparison of educational and professional qualifications, adoption of the Procedure for recognition in Ukraine of professional qualifications acquired in other countries, determination of an effective mechanism for recognition of competencies acquired in nonformal and informal education, creation of an effective register of qualifications, support of dual education 70 development, monitoring of education qualifications, approximation of professional qualifications to Multilingual Classifier of European Skills, Competences, Qualifications and Professions (ESCO). The author examines how federal state educational standards of higher education (FSES-HE) and professional standards can be combined. Methods of assessing the effectiveness of students' research activities through the electronic portfolio of students are being developed. The information about the existing forms of organization of research activities of students of bachelor's, specialist's and master's degree programs at the university, the requirements for the effectiveness of research work at each educational level were analyzed. The main result of the work is the positioning of the electronic student portfolio as a modern effective means of monitoring his educational achievements which allow assessing the acquisition of professional competencies by the student, solving the problems of organization, planning, implementation and qualitative/quantitative evaluation of his research activities implemented within the educational process. Pedagogical monitoring is characterized as a modern means of control and evaluating the effectiveness of research activities, ensuring the efficiency and availability of information. The principles of purposefulness and prognostication, objectivity, integrity and continuity, development and self-organization, systematic and consistent implementation of pedagogical monitoring are revealed. The relevance of score-rating evaluation of the effectiveness of research activities of students as the most adequate and demonstrative system for assessing the success of each student in scientific work is substantiated. It is concluded about the stimulating impact on regular pedagogical monitoring of research activities performed through the electronic portfolio of students.
