Exploratory study explicating value addition of emerging technologies in the infrastructure component of Logistics Performance Index (LPI)

India had undertaken several logistics development agendas.Initiatives were aligned to improve the logistics infrastructure in India. Advancement in technology had also benefited the logistics sector. Logistics Performance Index (LPI) has been a multi-dimensional evaluation criterion developed by the World Bank to assess logistics capabilities of countries. The LPI score of India had been low. Regarding this, present research study aimed to analyse the poor performance of India in LPI and how the deployment of emerging technologies could help improve it. The findings were based on a questionnaire shared with five experts. Delphi technique was applied for this study. The prioritization was identified through Analytical Hierarchy Process. The key findings in this study were prioritization of application of emerging technologies for various sub-dimensions of infrastructure like roadways, railways, ports, airports, warehouse, and institution. Emerging technologies like cloud computing, blockchain, internet of things were emphasized by experts to improve the infrastructure of India.

In the article considered the current state of the transport industry of Ukraine. The existing strategic direction of development of the transport industry is analyzed on the basis of the document "National Transport Strategy of Ukraine for the period up to 2030". Determined main measures and directions of strategic development of the transport sector of Ukraine. Analyzed world recognition of the transport industry of Ukraine on the basis of the logistics efficiency index (LPI - logistics performance index) of the World Bank. Carried out analysis of the LPI indicator and its elements influencing the calculated value of the logistics efficiency index. The effective values of the logistics efficiency index and its elements are grouped according to the research conducted in 2007, 2010, 2012, 2014, 2016, and 2018 in relation to Ukraine. Researched index of logistics efficiency as a tool for measuring the rating position of the transport industry development among the world countries. Identified main directions and prospects of development of the transport sector of Ukraine in order to achieve the goals in accordance with the strategic document for the development of the transport sector of Ukraine "National Transport Strategy of Ukraine for the period up to 2030". A methodological approach to the statistical calculation of the Logistics Performance Index and its application as an adequate tool for measuring the level of logistics development in different countries is proposed by the World Bank. Increasing the efficiency and competitiveness of the transport sector is an important element for improving the legal mechanism of public-private partnership, strengthening cooperation between the state and the private sector, public authorities, and local governments, carrying out necessary reforms, including decentralization, especially through coordinated initiatives of state policy. Implementation of the National Transport Strategy of Ukraine for the period up to 2030 will provide a solid foundation for sustainable development of the transport sector and the creation of a free and competitive market for transport services.

The tremendeous intensity of export/import activity using containers in Indonesia should be an opportunity to support economic development and improve public's welfare. In fact, it was hampered by the high logistics costs. This phenomenon's correctly proven by a periodic national logistics performance survey conducted by The World Bank, Logistics Performance Index (LPI). In 2010, World Bank ranked Indonesia in position 75 out of 155 countries, which is one of these performance considerations is the cost of shipping, that has put Indonesia at rank 80. Referring to the ESCAP model port tariff structure, the port tariff structure of Tg. Priok's divided into four sections. They are navigation, berth, cargo operations and other business. Compared to Port of Melbourne's tariff, Pelabuhan Tg. Priok even regulates a lower rate of tariff Based on interviews and observations, the detenninant factors causing high cost of logistics are: (i) illegal fees, mostly caused by inadequacy of infrastructure, red-tape bureaucracy, insufficient and less-regulated standard operating procedures, the absence of rotation mechanism and exclusive authority without supervision; (ii) the surcharge; and (iii) induced cost of unpredictability delivery process.Keywords : Handling costs, Tariff, Container

In the article the place of Ukraine is determined in a global transport system and attention is accented on disparity between the potential possibilities of the transport and logistics system and the real parameters of international transit through the territory of Ukraine. It is proved that a qualitative assessment of the transport and logistics system, for its adaptation to the world requirements, needs to be carried out according to the internationally recognized methods, in particular, the Logistics Performance Index ( LPI) developed and implemented by the World Bank. The method takes into account the assessment of six indicators: “Customs”; Infrastructure; “International shipments”; “Logistics competence”; “Tracking & tracing”; “Timeliness”. The most developed components of the Ukrainian logistics system are the possibility of laying routes and tracking of goods, and, accordingly, timeliness of their deliveries, and the least developed - the quality of trade and transport infrastructure. The outlined problems of logistics in Ukraine and the explored causes of their occurrence allowed to structure the directions of improvement of all components of LPI, which will help to increase the transit potential of the country’s transport and logistics system.

This study implements correlation analysis to explore the relationships between the national culture; best countries rank number, Corruption Performance Index (CPI) and governance in 8 countries in the Europe region (Croatia, France, Hungary, and Italy) and Asia region (Indonesia, Malaysia, Philippine, and Singapore). The national culture based on six dimensions of Hofstede et al. The best countries rank number based on usnews.com. The CPI based on transparency.org. The Governance based on The World Bank Worldwide Governance Indicators, in six expressions. The two highest of culture indicators is Malaysia (Power distance and Indulgence). The two most top indicators of culture are Hungary (Individualism and Masculinity), while the highest uncertainty avoidance is France, and the highest score of long term orientation is Singapore. The highest CPI Score is Singapore (84 out of 100 ratings), and the highest number of best countries is France (9 out of 80 countries). Six indicators of Culture correlate with governance indicators. CPI correlates with best countries rank number and five governance indicators. Country Rank correlates with six governance indicators. The results show that not all of the variables correlate with other variables, but governance correlates with all the three variables. These suggest that the improvement of national culture, the higher the rank number of the best countries and the higher the CPI will lead to being better governance.

Regional integration into the Gulf Cooperation Council has enabled respective countries to effectively participate in global supply chains. To ensure effective integration of this region into global supply chains, logistics operations are a very important determinant. The aim of this study was to assess logistical performances of GCC countries, and to identify which country has the best conditions for establishing a regional logistic center. For this study, we used relevant data from Logistics Performance Index (LPI) developed by the World Bank. The research was conducted using a hybrid multicriteria approach based on the CRITIC and MABAC methods. The findings of this study indicate that the United Arab Emirates has the best conditions for establishing a regional logistics center. This study also releveled the areas of logistics in which other GCC countries should make an improvement to improve their logistical performance.

Abstract The logistics performance has a crucial role in the industrial and economic development of countries. This study aims to underline implications for policy makers in improving the logistics performance of countries in terms of Industry 4.0. For this purpose, the effect of digitalisation on logistics performance is analysed by using correlation and multiple regression analysis. The empirical study builds upon dimensions and indicators of the Digital Economy and Society Index (DESI) and Logistics Performance Index (LPI) of the World Bank. The results indicate that governmental policies should target to deliver sound framework conditions for the generation of human capital (here: ICT specialists), sustainable usage of internet services (e.g. professional social networks, online sales, etc.), integration of digital technologies (e.g. Big Data, Cloud computing, etc.), as well as digital connectivity (here: fixed broadband and 4G coverage) in order facilitate improvement of logistics performance.

This study of the international characteristics of the macro-logistics system of freight villages is a first overview of the subject, which has not previously been available. The study is divided into four parts. The first part describes the empirical method of the study and introduces the databases which were set up. The second and most relevant part deals with the different continents and their logistics sectors. The “Classic” and “Challenger” countries of the continents in the field of logistics have also been identified on the basis of the “Logistics Performance Index 2014” from the World Bank. A comparison between the single continents makes up the third part. The final part introduces selected outstanding locations which were found during the research. In addition, the study can provide support for various actors (for example, logistics real estate developers) in opening up new markets.

Over the past few years, the issue of what is meant by “good governance” has generated increasing attention and debate both at the national and international level [Streeten (1997)]. The role of state and how that role is to be exercised is appearing high on the agenda of politicians, policy-makers and academicians in the developing world. Governance has been defined by the World Bank as “the manner in which power is exercised in the management of the country’s economic and social resources” [World Bank (1994)]. The somewhat narrow scope of this definition has been broadened in recent years to “the sum of the many ways individuals and institutions, public and private, manage their common affairs” [Commission on Global Governance (995)] The Human Development Report [UNDP (1999)] goes beyond these definitions and gives a much more radical notion of good governance, underpinning the importance of peoples’ participation in shaping their own governance and development. This type of governance has been labeled as “humane governance”.

The purpose of this article is to propose ways to improve Uzbekistan's position in the World Bank Logistics Performance Index. The logistics performance indicator is based on a global survey of logistics specialists who may have a subjective approach to logistics systems of different countries, which leads to a potential rating. According to the account adopted by the Republic of Uzbekistan in 2018, the index is 2.58. According to the analysis, the highest DL (20.0%) was the score received for organizing the timely delivery of goods. The lowest DL was the assessment of the work of customs authorities (13.5%). Specific problems had been identified, and recommendations had been made to improve Uzbekistan's status. These include the effectiveness of the customs clearance process, quality of infrastructure; ease of international transport and competitive prices; staff qualifications and quality of services; Timely delivery of material flows in the procurement process.
