Quality Enhancement in Higher Education Institutions in India

Higher education system in India has been expanded in a remarkable way, particularly in the post-independence period, to become one of the largest systems of its kind in the world. However, the Gross Enrollment Ratio (GER) is far below when compared to developed and many developing countries. The Government of India has focused on increasing the access and ensuring equity during successive plan periods. The resultant growth, though impressive, failed to ensure desired Quality in Higher Education. Only a few Higher Education Institutions earned reputation for high quality services. Globalization has resulted in significant changes in the knowledge economy and ushered new conditions for the provision of higher education to cater the skill requirement all across the globe. Under these circumstances, focus on quality enhancement of higher education in India assumes greater significance. This paper analyses the growth of higher education in India, the major quality concerns, the government initiatives and challenges for enhancement of quality of higher education in India.

Higher education is the most powerful tool to build a knowledge-based society. National Knowledge Commission (2006) recommended that there is a need to focus on quantity and quality of higher education. New reforms in the education system help to maintain creativity, adaptability and quality of education. There is a felt need for reforms in education due to sociological, political, economic and technological changes. In this context higher education in India is undergoing a big transformation in terms of structural, institutional, transactional and evaluation reforms. The digitalisation of higher education has also been initiated by the government of India in a big way. For the last two decades, the higher education system has positively leapt in various directions to meet the global challenges and ever-increasing demands of the society. This paper highlights reforms and new initiatives taken by the Ministry of Human Resource and Development (MHRD) for the higher education system of India.

The article analyzes the transformational shifts in the higher education system of Ukraine and presents proposals for their extension and support. A review of legislative, regulatory and policy documents governing and directing the processes of ensuring the quality of higher education has been carried out. The idea of the depth and effectiveness of reform measures and the processes of improving the quality of higher education is formulated. It was stated that the Ukrainian higher education system has come close to academic traditions and modern practice of organizing the functioning of higher education in the European university system. The steps to enhance and further ensure the quality of higher education in Ukraine are identified. The importance and urgent need for attracting to cooperation and specific participation of the Ministry of Education and Science of Ukraine, line ministries, the Ministry of Social Policy, employment organizations and trade unions of scientific and pedagogical workers of Ukraine in creating and supporting a training system and practical training of future specialists in the workplace, respectively chosen specialty and forecasting current and future long-term needs for training specialists, interest te business to finance higher education. It is emphasized that the quality assurance system of higher education can be achieved only if a motivational system of scientific and pedagogical workers is created to constantly and systematically improve the quality of education. The reasons that lead to insufficient attention to the innovation of the learning processes of students are identified. They include: the issue of continuing education of teachers, improving the standardization of their working time, solving the problem of free publication of the results of scientific research, deepening motivational factors and remuneration of teachers in higher education institutions and others. It is proved that the solution of these problems will create a dynamically updated quality management system of higher education in Ukraine at the level of European quality standards.

The paper is devoted to the study of current trends in the functioning and development of higher education in the context of globalization and digitalization. A comparative analysis of the positions of Ukraine and other countries in the development of higher education according to the Global Innovation Index, as well as the level of quality of training of educational institutions graduates according to the Global Competitiveness Index. The dynamics of training of applicants in higher education institutions of Ukraine is studied and the rating of the regions of Ukraine by the number of persons receiving higher education is given. The main components of improving the functioning of the higher education system of Ukraine are described, including financial support, quality of training of applicants, information support in the conditions of digitalization, etc. The ways to intensify the development of domestic higher education institutions are substantiated. In the sphere of financing, it is advisable to study and implement the best world experience in the field of diversification of funding sources, optimal use of financial resources, the introduction of transparent procedures for evaluating the performance of higher education institutions. Emphasis is placed on the need to improve the quality, accessibility and practical orientation of educational services, promote the development of information culture and skills of using of modern information and communication technologies. It is important to intensify the participation of domestic higher education institutions in international projects, grants and programs, as well as to develop cooperation between key stakeholders in improving the quality of higher education. It is necessary to form on the basis of higher education institutions powerful research centers capable to provide expert, informational and analytical services to customers.

Education has been an important instrument for social and economic transformation in India. Presently, higher education in India is experiencing a major transformation in terms of access, equity and quality. This transition is highly inuenced by the swift developments in Information and Communication technology (ICT) all over the world. Introduction of ICT in higher education has profound implications for the education process especially in dealing with key issues of access, equity, management, efciency, pedagogy and quality of teaching. At the same time, Optimal utilization of opportunities arising due to diffusion of ICT in higher education system presents a profound challenge for institutions. Quality education ushers in a lifetime of opportunity, which helps build a strong and diverse citizenry to work and live in an increasingly competitive world. Higher education provides the competencies that are required in different spheres of human activity. Knowledge is the driving force in the rapidly changing globalized economy and society. In this backdrop, the study addresses the opportunities and challenges posed due to integration of ICT in various aspects of higher education in the present scenario and it's impact on teaching in India. The role of ICT in improving the quality of higher education was also explored.

Higher education in Flanders has seen some major changes in the 1990s. One of the key elements of the new higher education regulations was the quality assessment system. This exemplified best the government's policy of granting all institutions of higher education autonomy, making them responsible for their policies, while still keeping the quality of higher education somewhat under governmental control. In this article, we focus on the tension between the government's aim of improving and controlling the quality of higher education and universities ' concern for their autonomy. We describe the Flemish government's view on issues of quality in higher education and confront these with an account on the basis of case studies of how the quality assurance system was actually implemented in universities. We conclude that the model of the "market state" or the "evaluative state" is only realised partially in Flanders. The government is still interventionist when it comes to key policy issues

Abstract Higher education is given increasing recognition by national governments and international agencies throughout the world to become a crucial incentive for sustainable development goals. In the national development of intellectual force at present, the Vietnam policy of education and training, which is of great importance, is the decisive factor for the economic growth and social development as set out by the government. Therefore, the educational development is the responsibility of both the government and the society. It is now clear that the academic staff in higher education institutions is the core force, playing a decisive role in ensuring the quality of higher education as in the case of the International University – Vietnam National University Ho Chi Minh City. The paper investigated the research studies by the university academic staff through their annual publications and the number of lecturers with Doctoral degrees and professorship. The results showed their research studies contributed to the development of the institution in particular, and at the same time predicted how much the stakeholders benefited from this in general. This study may contribute to developing the quality of higher education institutions regarding the promotion of international publications by the higher education faculties.

Meta-evaluations by Quality Assurance Agencies (QAAs) aim to evaluate the quality of the evaluators of quality assurance. While such evaluations are the norm, especially in Europe, they are rare in Africa. A critical literaturereview was conducted to ascertain whether meta-evaluations were conducted in Namibia. The study estab-        -lished that such evaluations have yet to be practiced in the country. Drawing on Clark’s model of the organisa- -tional analysis of higher education institutions and the higher education system as an analytical lens, and based on the African Standards and Guidelines for Quality Assurance and some cases of meta-evaluation byQAAs, we argue for the need to conduct such evaluations in Namibia. The article provides an overview of QAAs’ operations and functions, as well as the current external quality assurance system for higher education inNamibia and justifies the necessity of meta-evaluation in the Namibian context in order to enhance the capacity of QAAs and the quality of higher education institutions. This paper aims to give an overview of the existing literature of the models which asses the quality of higher education institutions. The higher education sector is dynamic and competitive. The increasing number of universities leads to the necessity for them to maximize the efforts and improve the quality of their services. A lot of studies from different researchers and different countries are developed through time. It is important to emphasize that higher education is a service, and as other services offered to the customers we have to measure its quality. So this study consists on qualitative research methods and a comprehensive literature review, which allows choosing which model to use for assessing the quality of higher education. Analyzing the advantages and disadvantages of each model the researchers would be able to use the model which is more reliable and valid for their study. The results of this paper are consistent with earlier research that had compared these models, the Servqual remains the most pointed model used to assess service quality in the higher education sector.

In this article, the use of the actualization of the problem of the knowledge management process, which is due to the need to mobilize scientific activity, practical implementation of scientific results and improve the quality of higher education. In the latest conditions of the pandemic crisis, there are significant changes in the organization of the culture of knowledge management and quality improvement in the modern system of higher education. The effectiveness of distance learning and distance organization of higher education comes to the fore. This necessitates the improvement of management models of higher education institutions and changes in the functions of key actors in management models. It is concluded that modern knowledge management in the higher education system cannot be limited to the process of knowledge creation, knowledge exchange and their implementation. Currently, the higher education system faces the need to address the impact of knowledge management culture on the performance of individuals, groups and organizations in order to improve the quality of education. The culture of knowledge management is closely linked to the organizational culture of higher education institutions. Within the system of higher education, one can observe different dynamics of development and the relationship between organizational and information culture. Quality management goals in higher education management are usually met by a number of small additional projects. The philosophy of total quality management is essentially large-scale, inspiring and comprehensive, but its practical implementation is carried out in stages and consistently. Effective and long-lasting changes are based on a large series of small and achievable projects.

Quality, as we know so far, was originally developed in the manufacturing industry. In the area of higher education, the adoption of quality control has been superficial and diluted by the exercise of academic . Further, the prevailing culture of universities is often based on individual autonomy, which is zealously guarded. Thus, it is usually difficult to apply the features of quality to higher education considering the fact that quality requires. However, the quality of higher education is very important for its stakeholders. Notably, providers (funding bodies and the community at large), students, staff and employers of graduates are. The most commonly grouped dimensions of quality are product, software and service. In the changing context marked by expansion of higher education and globalization of economic activities, education has become a national concern with an international dimension. To cope with this changing context, countries have been pressurized to ensure and assure quality of higher education at a nationally comparable and internationally acceptable standard. Consequently, many countries initiated “national quality assurance mechanisms” and many more are in the process of evolving a suitable strategy. Most of the quality assurance bodies were established in the nineties and after a few years of practical experience, they are rethinking many issues of quality assurance. At this juncture where countries look for experiences and practices elsewhere, the experience of India has many valuable lessons and this report is an attempt to share those developments..
