Abstract Higher education is given increasing recognition by national governments and international agencies throughout the world to become a crucial incentive for sustainable development goals. In the national development of intellectual force at present, the Vietnam policy of education and training, which is of great importance, is the decisive factor for the economic growth and social development as set out by the government. Therefore, the educational development is the responsibility of both the government and the society. It is now clear that the academic staff in higher education institutions is the core force, playing a decisive role in ensuring the quality of higher education as in the case of the International University – Vietnam National University Ho Chi Minh City. The paper investigated the research studies by the university academic staff through their annual publications and the number of lecturers with Doctoral degrees and professorship. The results showed their research studies contributed to the development of the institution in particular, and at the same time predicted how much the stakeholders benefited from this in general. This study may contribute to developing the quality of higher education institutions regarding the promotion of international publications by the higher education faculties.

National development that  lasts  all the  time,  then the  development of higher education is still prioritized by the government to continue to grow, including the role and  duties of lecturers. Strategy  setting is part  of long-term development. The goal is in the most appropriate way in the future to be able. Improving the quality of higher education can not be separated from the quality of human resources owned. Therefore, improving the quality of the behavior and behavior of lecturers as teachers through education channels and  effective training programs in their  work is needed. With qualified human resources, it is expected that  higher education will become an institution capable of effectively facing the challenges of the future.

The development of University research potential (URP) in the USA during 1950-2020 in view of achieving competitive quality of higher education is analysed in the article. The national deterministic context and components of this potential by the types of activity (educational, research) and by the resources (personnel, financial, organizational) as well as component impact on the highest excellence quality of education (according to the criteria of the Academic Ranking of World Universities, ARWU) are identified. It is proved that the context of URP development is dichotomous and consists of national spheres of education and research. This assertion corresponds to the duality of higher education (as an integrated intersection of education and research) and the composition and structure of higher education mission (list of interrelated keywords and the order of their priority: education, research, creativity / innovation). It is substantiated that URP is first actualized within study programmes of the highest level of complexity (Master's, PhD and Postdoctoral), research activity of academic staff (especially professors) and research organizations associated with Universities (institutes, centres, laboratories, clinics). This reasoning conforms to the concept and criteria for research and doctoral Universities in line with the Carnegie Classification. These components are integrated into the educational process to varying degrees, so they have a different impact on the quality of education. For the first 30 top US Universities, there is no probable correlation between ranking achievements and the amount of research and developments (R&D) funding as well as the number of researchers in institutions. Instead, such correlation is strong for the number of Postdoctorates in an institution. In general, there is a steady trend of downward in the share of the higher education sector within R&D performance in the US that amounted to 12.0 % in 2019. Although scale of higher education sector share is still growing quantitatively and is the basis for modernizing education content. At the same time, Master's, PhD and Postdoctoral programmes are spreading at a significant pace. In the 1959/60 academic year, the ratio of the number of awarded Bachelor's, Master's and PhD degrees was 1 : 27 : 7.5, in 2018/19 – 1 : 41 : 9.3 under multiple times increased graduation. Between 1979 and 2019, the number of Postdoctorates increased 3.7 times. Salaries of academic staff, especially professors, are increased, academic staff workload is minimized and subject-oriented, a system of permanent employment is proposed, and a modern educational, research, and information infrastructure is created for effective research and research-based education activity. The national context of the development of URP is stably favourable given the increase in the share of GDP for the funding of education institutions in general, higher education institutions in particular, and R&D especially. The corresponding expenditures reached 7.1 %, 3.0 % and 3.1 % GDP and are the largest ones quantitatively in the world. Purposeful and consolidated (federal, business, university, public) support for education and R&D has been and is provided in critical periods of the country's competitive struggle for leadership in an innovatively progressive world. The state of these spheres, in particular higher education, and URP, is systematically examined. The decades of the 1960s of the last century and the twenties of the present century are significant. In the 1960s, the share of GDP for the higher education institutions funding was doubled, the number of awarded Master's degrees was increased almost tripled, and the award of PhD degrees was increased six times to overcome the threat of educational and scientific backwardness. R&D funding reached 2.8 % of GDP, of which 1.9 % came from the federal budget. Funding for Universities’ R&D has increased 3.6 times. The super-powerful public University of California, San Diego (1960), 9 other world-class Universities, and 6 subworld-class Universities according to the ARWU, the National Academy of Engineering (1964), and the National Academy of Education (1965) were established. The characteristics of state, monitoring and development policy of the URP and educational and research context in the US is a guideline for the improvement of Ukrainian Universities.

Higher education system in India has been expanded in a remarkable way, particularly in the post-independence period, to become one of the largest systems of its kind in the world. However, the Gross Enrollment Ratio (GER) is far below when compared to developed and many developing countries. The Government of India has focused on increasing the access and ensuring equity during successive plan periods. The resultant growth, though impressive, failed to ensure desired Quality in Higher Education. Only a few Higher Education Institutions earned reputation for high quality services. Globalization has resulted in significant changes in the knowledge economy and ushered new conditions for the provision of higher education to cater the skill requirement all across the globe. Under these circumstances, focus on quality enhancement of higher education in India assumes greater significance. This paper analyses the growth of higher education in India, the major quality concerns, the government initiatives and challenges for enhancement of quality of higher education in India.

Abstract The article deals with the experience of the use of the system of internal monitoring of the quality of higher education in UK Universities. There has been analyzed the existing model of the system of higher education monitoring at the level of a higher education institution within the scope of the British higher education model, discovered by a famous American education philosopher P. Monroe. There has been characterized the new document “The UK Quality Code for Higher Education”, which regulates the internal procedures of providing and monitoring the quality of UK universities. There have been provided the data of the comparative analysis of the trends of the internal monitoring of the Higher education quality of some UK universities. The monitoring trends, inherent in all higher education institutions, are the reports of external examiners, feedback of the students, reports of the institutional checkups. Other internal monitoring trends depend on the status, mission of an academic institution and are related to the polling of employers, higher education institutions’ alumni, analysis of the reports of the experts of the new curricula evaluation boards, etc. There has been analyzed the cyclic model of higher education monitoring in UK universities.

Purpose. The aim of the article is substantiation and development of theoretical and methodological bases for improving the management of the system of improving the quality of higher education institutions. Methodology of research. Methods of dialectical cognition, analytical information processing, methods of comparison, grouping, graphic methods, etc. are the methodological basis for the development of theoretical and practical provisions. The following methods are used in the study: structural and logical analysis – to build the logic and structure of work; system analysis and synthesis – to study the essence of the subject of study; system approach – to improve the system and targeted approach to the management of the system of improving the quality of higher education institutions. Findings. Peculiarities of interpretation of the concept of quality system of activity of higher education institutions are investigated. The conceptual bases of management of the system of improving the quality of higher education institutions are substantiated. Theoretical and methodological bases of management of the system of improving the quality of higher education institutions are revealed and the strategy of such management is improved. The components of the system of measures and procedures in the process of ensuring the quality of higher education are presented. Originality. Provisions for the management of the process of ensuring the quality of higher education institutions in terms of developing formalized: the concept, algorithm and system of such management from a theoretical and methodological standpoint in order to more clearly implement in practice. The symbiosis of modern innovative technologies of educational process management with emphasis on effective use of intellectual capital of all employees of higher education institutions will help to improve the quality of their activities. Practical value. The theoretical and methodological principles proposed in the work on the quality management system of higher education institutions are designed to enhance the competitiveness of domestic education and can be applied by higher education institutions of all forms of ownership. The evolution of a modern society largely depends on the essence of quality higher education. In a developing country, higher education has enormous potential to foster its development. Universities all over the world are changing actors of culture and remain the center of transformation and growth. Different Education Commissions have been formed in Bangladesh to explore the potentialities and create highly skilled human resources to contribute the national development (Topader, 2021). Due to the economic and globalization change emphasis on the quality education in education policy across the world. As a result, policymakers, academicians, and professionals in Bangladesh have expressed various issues regarding the quality of higher education. Over the last two decades, the standard of higher education in Bangladesh has steadily deteriorated (Rabbani & Chowdhury, 2014). In this regard, the government, ministry, and UGC have taken various initiatives to ensure quality higher education, especially at the tertiary level, to meet global demand. In this regard, this research aims to learn more about a particular scenario of higher education quality and investigate policy options for higher education in Bangladesh. In this connection, this study tried to determine the specific design of quality higher education and analyze the policy options for higher education in Bangladesh.

The article discusses the current state of professional training of engineers, in particular, electronics engineers in Ukrainian higher education institutions (HEIs) and explores best practices from US HEIs. The research outlines the features of professional training of electronics engineers and recent changes in Ukrainian HEIs. Such challenges for Ukrainian HEIs as lack of collaboration between higher education and science with industry, R&D cost reduction for HEIs, and downsizing the research and academic staff, the disparity between the available quality of human capital training and the demanded are addressed. The study attempts to identify successful practices of US HEIs professional training of engineers in order to suggest potential improvements in education, research, and innovation for training electronics engineers in Ukraine.

Higher education institutions face the challenge that their graduates have the competences that allows them to quickly enter to the labor market and obtain an adequate economic remuneration. us graduate satisfaction is a key element in the assessment of the quality of institutions, since it allows us to know their perception regarding the quality received in their professional training. e objective is study the quality of higher education institutions and the satisfaction of the graduate in the Autonomous University of Tamaulipas. e methodology is descriptive and transversal  based on graduates information and satisfaction. As a result, Students are satisfied with their professional training received and their expectations were met since the academic level of the institution is good. It is concluded that studies on student satisfaction are useful for higher education institutions to identify educational and administrative priorities about the service they provide.

The present study aimed to map the evidence to provide an overview of actions implemented/executed and scales used in public higher education institutions to promote worker health. A scoping review based on the PCC (Population, Concept, and Context) mnemonic was conducted in PubMed, CINAHL, Scopus and Virtual Health Library (VHL). Population included workers from a higher education institution, the concept referred to studies focusing on the assessment of quality of life and health promotion actions and the context to higher education institutions. Electronic searches were held on December 2019. A qualitative synthesis of the data extracted from included studies (i.e. author, year, study design, sample, country, aims, action implemented/performed, thematic focus, evaluation) was performed. Electronic searches retrieved 3,330 articles that were screened by tittles and abstracts. Of these, 34 studies were fully appraised, of which four reported that actions implemented/executed related to sedentariness, posture and stress. The studies show 49 scales were identified to measuring at least one quality of life item. Through this scoping review the available evidence to provide an overview of actions implemented/executed and scales used in public higher education institutions to promote worker health. Future studies should consider more rigorous designs and objective measures to measure the quality of life of these professionals, and develop target interventions based on factors associated with the work. It is also necessary to evaluate whether the strategies work.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.
