The Road Traffic and Transportation Forum (FLLAJ) is a prerequisite for the Regional Road Grant Program to increase community involvement and transparency of the quality of road maintenance work, through cooperation and participation of all stakeholders. FLLAJ's duties include receiving input or complaints from the public regarding roads, traffic and road transport. The purpose of writing this paper is to determine the number of community complaints that have been submitted through the FLLAJ website and whether the problems with these complaints can be resolved. The problem limitation in this study is the Provincial FLLAJ, namely the Bangka Belitung Islands Province, West Nusa Tenggara Province, and East Java Provinces. Complaints that are entered through the respective FLLAJ's website, not through other social media which cannot be accessed by the public freely. The method used in this analysis is descriptive method. The result of this analysis is that the most complaints came from West Nusa Tenggara Province with a total of 81 complaints. As stated on the website, no one has uploaded any follow-up on these complaints, so for the second problem, it cannot be analyzed whether the problem has been can be resolved or not, because there is no detailed information regarding the resolution of the complaint. In conclusion, the FLLAJ plays a role in the Regional Road Grant Program, with many complaints being made on the FLLAJ websites of each province.

Currently, the urban road traffic congestion is serious and the traffic accident is happening at a high frequency; thus it has not satisfied the travel needs of security and affects the quality of urban trips. In order to effectively relieve the confliction of people and motor vehicle, to make sure of the safety of pedestrians crossing the road, and to improve the capacity of urban roads, this passage focuses on studying the influence of pedestrians crossing the roads on the capacity of urban roads in three pedestrian crossing approaches including freely crossing the street, uncontrolled crossing of the pedestrian crosswalk, and controlled crossing of the pedestrian crosswalk. Firstly, it confirms the general formula of the road capacity when pedestrians are crossing the road based on three preassumptions, combined with the survey data, and then constructs the empirical mathematical model of pedestrian crossing on the capacity impact. Lastly, it takes the step of case calculation and simulation evaluation and calculates errors between them, finding that the error between the model calculation and software simulation is small. The efficiency of the model is validated and improved.

To assess the quality of road traffic organization on environmental indicators, two methods of five regulations operating in the Russian Federation, which take into account the parameters of traffic flow, affecting the volume of emissions Pollutants. The parameter that affects the results of calculations in both methods is the average speed of movement. In real-world conditions on urban highways there are areas where the traffic flow is uneven (braking, acceleration, stopping), which entails an increase in the amount of pollutants from vehicles. At the same time, this uneven traffic is largely due to the existing the road design and traffic engineering on certain elements of the road network. This is the basis for the development of a methodology for calculating pollutant emissions to assess the quality of the traffic engineering, taking into account the uneven flow of traffic.

The road traffic problem is growing worse and worse, its roots in the imbalance of road transport supply and demand. This article analysis the characteristics of traffic supply, traffic demand and supply-demand balance to make sure that the interval of supply-demand balance is exist, meanwhile make the total length of road net as a parameter then work with the level of service of the road net to built a interval model to work out the interval, then get the internal development law of supply-demand balance by the combination of qualitative and quantitative. After get the law, people can use it to optimizing the limit traffic resource of city, consummating the knowledge frame of transportation planning, at last to remitting traffic congestion and making it convenient for people to travel.

The adjustment of road toll is an important measure that can alleviate road traffic congestion by convincing car travelers to travel during off-peak times. In order to reduce congestion on the expressway on the first day of a holiday, factors that affect the departure times of holiday travelers must be comprehensively understood to determine the best strategy to persuade car travelers to avoid peak travel times. This paper takes holiday car travelers as the research object and explores the characteristics and rules of departure time choice behavior for different holiday lengths. Based on Utility Maximization Theory, a multinomial logit (MNL) model of departure time choice for a three-day short holiday and a seven-day long holiday was established. Model calibration and elastic analysis were carried out using Revealed Preference/Stated Preference (RP/SP) survey data. Additionally, the influence of the highway toll policy on departure times for long and short holidays was analyzed. The results show that the rate of first-day departures is much higher than that of other departure times for both short and long vacations under the current policy of free holiday passage on highways. Factors such as trip duration, size of the tourist group, the number of visits, travel range, travel time, monthly income, occupation, age and road toll have a significant influence on the departure time decisions of holiday car travelers, and the effect and degree of influence are markedly different for different holiday lengths. The effects of tolls for each departure time and different pricing scenarios on the choice behavior of travelers are different between long and short holidays. Furthermore, the effectiveness of the road toll policy also varies for travelers with different travel distances. This study can provide useful information for the guidance of holiday travelers, the management of holiday tolls on expressways and the formulation of holiday leave time.

There are many cities on the west coast of the Sumatra, which are at high risk of the Tsunami disaster. Regional Regulations on Regional Spatial Planning for each City/ Regency have compiled disaster mitigation by constructing several evacuation roads. This study wants to illustrate: what are the volume of traffic generation and road performance, if there is a Tsunami disaster. The simulation is developed by predicting traffic volume based on parameters, population density, vehicle ownership, land use, and activities in the area around the road. The assessment was carried out on two tsunami evacuation roads in the city of Padang, West Sumatra Province. The results show that the highest traffic volume occurred in the period from 06.30 a.m until 3:00 p.m., during school activities. One of the roads will not be able to accommodate the volume of traffic during a disaster, due to significant traffic congestion. This study shows that: (1) the period of activity and land use are two main parameters, which must be considered in designing tsunami evacuation roads, (2) The degree of saturation ratio and the ratio between the capacity of sections of Tsunami evacuation routes can be proposed as a parameter for assessing the performance of Tsunami evacuation roads in urban areas.

The social cost, as one of the factors determining sustainability of socio-economic development, is strongly dependent upon a number of casualties and mortality in road accidents. The condition of car tires appears to be one of the important factors determining the occurrence of accidents. The vast majority of vehicles are tested every year at vehicle inspection stations. One of the elements affecting the result of the technical condition test and basically the quality of vehicle braking is the technical condition of the tires. Their technical condition is a very important factor responsible for the quality of acceleration, braking, maintaining, or changing the direction of driving. As a consequence, it has a significant impact on road safety. The aim of the study is to examine the impact of tires on the results of tests performed at a vehicle inspection station. The study presents the results of bench measurements of the impact of selected features of tire condition of two vehicles during routine periodic inspections at a vehicle inspection station (VIS). The focus was on an attempt to assess the impact of inflation pressure, age, and tire tread wear on the braking process. The technical studies performed might be a source for legal steps assuring better management of road safety. It can also be expected that the tire choice and condition may affect fuel consumption, and therefore the amount of energy consumed by the road transport.
