In order to promote the sound development of urban public transport industry, government administration needs to enhance quality supervision of operational service to public transport enterprises, while taking scientific and effective strategy of financial subsidies. So service supervision and subsidies evaluation system for urban public transport are designed. First of all, system construction demand was analyzed based on enterprise operation cost accounting, subsidies evaluation and service quality supervision. And then the idea and workflow of system construction are proposed. Furthermore, public transport enterprises cost accounting, supervision and evaluation of public transport enterprise services, compensation scope and methods of financial subsidies to public transport enterprises, audit and evaluation of compensation mechanisms for financial subsidies are analyzed and researched separately. Based on the above, functional architecture of service supervision and subsidies evaluation system for urban public transport for government sector management is proposed. The system is composed of four function modules: basic database of public transport operation, cost of ticket revenue accounting system, service quality evaluation system, and subsidies compensation evaluation system. The ideas and methods are provided for service supervision and subsidies evaluation system for urban public transport and industry management information platform construction.

In recent years, to alleviate and resolve the traffic problems in China, the government introduced a series of policies to subsidize public transportation. Accordingly, to effectively implement these financial subsidies, the formulation of a scientific model of urban public transport subsidy calculation, strict control of the total amount of financial subsidies, and clear identification of subsidy targets are necessary. In this study, a linear dual model is developed based on the principle of resource allocation and the economic meaning of shadow prices. The public transportation system of a city in China is considered an example, and both public transport operators and public interest stakeholders are considered. The subsidy calculation for service quality improvement is established for public transportation operations and vehicle transformation. Based on the validation using the above example, the calculation result is found to approximate the actual value, indicating the feasibility of the proposed model. Finally, this article presents suggestions pertaining to subsidy mechanism, operating environment, and service quality as a reference for urban public transport subsidies.

AbstractThe issue of sustainable city logistics has steadily been developed over the last decades. Urban public transport companies can make a significant contribution to the concept of sustainable city logistics. The customers’ perception and satisfaction regarding urban public transport companies can be associated with the increased use of their services. The preference for urban public transport reduces the use of individual car transport, which is linked to the environmental pillar of sustainability. For the customers, the level of the provided service is very important. The article is focused on the evaluation of the outcomes from the primary research concerning the service quality performed by the urban public transport companies in the Hradec-Pardubice residential agglomeration. The goal lies in identifying gaps in service quality. The method used in this article is representative primary research. The primary research was carried out in the form of structured personal interviews with a representative sample of respondents. Selected statistical methods were used to evaluate the data. The results are discussed in the context of published research studies. Research in this article found that respondents are more satisfied with the quality of services performed by the urban public transport companies, but the perception of individual service quality factors varies from one user group to another. The research also confirms a different perceptions regarding customer care and comfort by different age groups of respondents. The article implies that public transport companies should pay attention to setting fare prices for different groups of passengers.

AbstractThe paper deals with ordinal response models to evaluate urban public transport systems with the purpose of interpreting consumers’ responses with reference to their profiles. New methodological developments provide opportunities for a more thorough and accurate analysis of perceived service quality. The evaluation of the uncertainty component accounts for accuracy in the assessments. Diagnostic procedures allow to evaluate model specification, with respect to the proportional odds assumption, the adequacy of the mean structure and the occurrence of heterogeneity. The impact of the covariates on the discrete distribution of the observed response is appraised through their marginal effects. The selection of the appropriate covariates leads to the identification of clusters of users, which are compared through ordinal superiority measures. Consequently critical situations are detected.

Real-time broadcast system of public transport crowding index belongs to the broadcast system of urban public transport environment in ITS. The remaining seats and vehicle weight of the bus can effectively reflect the current crowding of public transport. This paper proposes a real-time broadcast system about the crowding index in public transport based on the Internet of things. The system can be divided into four submodules: wireless sensor network node, Sink node, terminal analysis and evaluation system and site display platform.Operating datas in public transport collected by wireless sensor networking node are sent to terminal analysis and evaluation system by GPRS wireless communication mode. This system can help people choose the best travel route. It may be helpful for managers to make a better traffic assignment.

The two indices of the supply level of urban public transport facilities resource and the public transport-private cars traveling time ratio are used to evaluate the public transport accessibility in urban networks. An evaluation method for urban public transport facilities resource supply is proposed based on accessibility by taking Shenzhen as the research area and by using the London PTAL evaluation system. The method takes into account the walking time outside the public transit station and the spatial layout of public transit stations, reflects regional development opportunity, and can reflect regional differences regarding public transport facilities resources in various spatial scales. This paper evaluates the relative service competiveness of public transports and private cars in the entire travel of individuals based on the public transport-private cars travelling time ratio, which lays a foundation to judge the service level of public transport and to make a purpose-specific transportation policy and public transport development scheme.

For city buses, the costs of operation and maintenance are critical in the overall purchase and operation cost analysis. That is why the scientists from the Institute of Combustion Engines and Transport have taken up the subject of economic balance on the example of urban public transport operators. For an objective assessment of the fuel consumption it is necessary to determine all the variables. Hence, driving tests are developed that characterize the actual operating conditions and stringent procedures of their realization are set out. The paper presents the results of the fuel consumption tests carried out on public transport buses (SORT Standardized On-Road Tests Cycles).
