In recent years, to alleviate and resolve the traffic problems in China, the government introduced a series of policies to subsidize public transportation. Accordingly, to effectively implement these financial subsidies, the formulation of a scientific model of urban public transport subsidy calculation, strict control of the total amount of financial subsidies, and clear identification of subsidy targets are necessary. In this study, a linear dual model is developed based on the principle of resource allocation and the economic meaning of shadow prices. The public transportation system of a city in China is considered an example, and both public transport operators and public interest stakeholders are considered. The subsidy calculation for service quality improvement is established for public transportation operations and vehicle transformation. Based on the validation using the above example, the calculation result is found to approximate the actual value, indicating the feasibility of the proposed model. Finally, this article presents suggestions pertaining to subsidy mechanism, operating environment, and service quality as a reference for urban public transport subsidies.

RESUMO: Com base nos indicadores de qualidade do sistema de transporte coletivo urbano em Belém - PA, medidos pela opinião dos usuários, esta pesquisa analisa a qualidade do sistema de transporte coletivo realizado por ônibus em um sistema não integrado. Por meio da aplicação de uma pesquisa de opinião com uma amostra dos usuários e, levantamento de critérios de qualidade do serviço, essa pesquisa analisou o grau de percepção de qualidade desse meio de transporte, tendo como referencial básico, parâmetros utilizados na biografia já publicada. Por meio da análise dos resultados determinou-se o nível do serviço ofertado pelas empresas operadoras do transporte coletivo em Belém. Fornecendo, assim, um diagnóstico a respeito da qualidade deste serviço que pode servir de subsídio na formulação de políticas públicas que visem melhorar o transporte público urbano em Belém - PA. ABSTRACT: Based on the quality indicators of the urban public transportation system in Belém – PA, measured by the opinion of users, this research analyses the quality of public transport system of the bus modality, in a non-integrated model. Through the application of a opinion survey, with a sample of the users and the determination of service quality indicators, this research analyzed the level of user perception about the quality of the service provided by this typology of transport, taking as a reference for the development of this research, parameters used in the published biography. Through the results analysis, it was determined the service quality level offered by the public transport companies in Belém. Thus, the main contribution of this research is to provide a data base for public policy formulation allowances to improve urban public transport in Belém – PA.

Currently, the trends in urban public transport have been changing over the years in developing countries for mobilization and accessibility development. Urban public transportation systems are the most popular in Selangor State, including big cities such as the Klang Valley Region. Objective measures of spatial pattern and hotspots have been used to understand how urban public transport development relate to open access. This method relies on specific spatial information and available web-based tool that shows the pattern primarily based on given vicinity and statistics connectivity. To date, several studies have finished tested in developed countries. In this study, we use Geographic Information Systems to analyse and consider hotspots identification precisely and efficaciously. Therefore, in this paper, we focus on two types of point sample evaluations – Gi* hot spot and point density analysis evaluation as statistical operations. Public rail transport was evaluated as a validation to describe the percentage of distribution of open access. The final result, GIS mapping capabilities to show that GIS's technology offers to the variation of urban public transport relate to public services, is to create maps and spatial interpretations.

The purpose of the article is to assess the practice of attracting international sources of financial support for public transportation at the regional level, to identify problems with insufficient effectiveness of the implementation of international financial support projects and the formation of solutions at various system levels. It is determined that the main sources of financing of transport entities are self-financing, lending, state and international financial support. The preconditions for the use of credit funds of international financial donors for financing public transport and the conditions for lending to transport entities are described. Peculiarities of public transport lending by way of implementation of the project "Ukraine Urban Public Transport" are analyzed, and it is highlighted that its purpose is to realize the strategic priorities of the transport industry, institutional reforms and informatization. It is clarified that the responsibility for the performance gaps under the project, defined in the assistance agreements, is allocated to the City Councils and / or public transport entities. An assessment of international financial support is made and the reasons for short receipt of funds by transport companies from international financial organizations are specified. The amount of losses on incomplete implementation of the plan of expenditures and provision of credits for the realization of projects in the transport sector of Ukraine is clarified. Inefficiency in finding additional sources of financing of the project "Ukraine Urban Public Transport" is justified due to the impossibility to allocate financial responsibility to a certain project group in case of delay in non-implementation of the project plan at all levels. The organizational and financial mechanism of providing international financing for urban public transport by the European Investment Bank is proposed. It is argued that the mentioned mechanism, in contrast to the existing ones, identifies control points for the flow of financial resources, which provides an opportunity to suggest ways to intensify control activities by observers of the European Investment Bank and the public. The main disadvantage of receiving financing from the European Investment Bank in the framework of the project "Ukraine Urban Public Transport" is identified: obligations to pay VAT to the State budget are allocated to the business entity of the transport sector. The problems of inefficiency of implementation of financing sources of international financial organizations (on the example of the European Investment Bank) are identified and the directions of their solution are offered. The need for coordination of bodies of state supervision at the regional level with the observers' control activity is identified to promote the efficient and meaningful use of international financial sources by economic entities in the transport sector. It is proposed to supplement the state and supranational control with public control functions through the following options for establishing cooperation: 1) interaction of public councils at local self-government bodies with independent observers of international organizations involving auditors of the Accounting Chamber; 2) control of the process of implementation of the credit project of important infrastructure projects, including public transportation, by public organizations of the regional level. Methodology. In accordance with the purpose, the following research methods were used: a systemic approach (in identifying the components of the organizational and financial mechanism of international financial projects and their relationship), methods of comparative and statistical analysis (in assessing the receipt of financial resources from international financial sources). Results. The problems of inefficiency of implementation of financing sources of international financial organizations (on the example of the European Investment Bank) are identified and the directions of their solution are offered. Practical implications. Improving efficiency of using the international sources of financial support at the regional level will contribute to the renewal of the rolling stock of urban public transport, ensure its sustainable operation and development, save jobs at utility enterprises, increase revenues of utility enterprises from the provision of transportation services to the population. Value/originality. The organizational and financial mechanism for providing international financial support for urban public transport by the EIB has been developed, which, unlike the existing ones, identifies control points for grant flows, providing an opportunity to suggest ways to intensify control activities by the EIB observers and the public.

The increasing number of urban centers and the increasing number of vehicles caused by industrialization caused problems such as lack of infrastructure in traffic, environmental pollution and an increase in energy requirements. This situation led the city administrators to search for solutions in order to improve the efficiency of public transportation systems and increase their efficiency. In this study, it is aimed to determine the functional efficiency of the bus lines used in urban public transportation. For this purpose, the lines are classified according to their functional activities by using the functional data of the lines. Both classical cluster analysis and self-organizing mapping (SOM) method were used for classification. Data from Erzurum main public transport lines were used to implement the methods. According to the findings of this study, it was determined that the two methods achieved similar results. As a result, it has been determined that classification of public transportation lines used in cities according to their functional efficiency will be beneficial for decision makers to make correct planning. With the right planning in public transport lines, significant economic and environmental benefits will be obtained.

Many public transport drivers in City of Dili do not apply various regulations from the government. Located on Becora-Baidi, Becora-Bidau, and Tasi Tolu-Bidau Road. This causes congestion and traffic accidents, and impact on economy. The purpose of study is to determine the trip generation model and its factors, city transportation service performance, and how to formulate TDM concept in public transport. The survey conducted was daily volume of public transport, questionnaires, and interviews 2020. Looking for value of angkot generation with instrument test and multiple regression (IBM SPSS 22). To analyze services used parameters and Severy Index. Then, concept of Transportation Demand Management (TDM) with Guttman Scale. After analyzing, the trip generation value, Y = -1,3920 + 0,0275.X1 + 0,4958.X2 + 0,1734.X3 – 0,0601. X4 - 0,0657.X5 - 0,0001.X6 - 0,0193.X7 - 0,7670.X8 + 0,8801.X9 + 0,6721.X10 + 0,1058.X11, positive value is factor that most influences the respondent's decision to trips using public transportation: gender (X1), age (X2), job (X3), duration of trip (X9), number of passengers (X10), and waiting time for public transportation (X11). However, in service level is still “low” category. Then, for TDM concept gets 87% in 51%-99% range. Means that angkot users agree, if TDM concept is propose to the government of Dili City, and public transportation will be better in the future. Flood disaster in the urban area can have an impact on the transport of people, goods, and animals. It will certainly result in the disruption of public transportation activities because the road and utilities are probably cannot be passed by vehicles. The objective of the research is to contribute to the analytical basis related to urban public transport services resilience evaluation during the flood. The simulation model is based on the assumption that the primary objective of an urban public transport service during a flood disaster is to continue serving passengers on a predefined service corridor. An example of the application and analysis of this simulation model, simulated for three floods condition, i.e. the first is a high flood prediction that may occur in Padang city (based on The Padang City Development Planning document) and two floods that hit in the year 2016 and 2017. These simulations showed that urban public transport service in Padang city is relatively vulnerable to flood disaster. Lesson learned here have implication for urban public transport services. An interesting outcome of this simulation model has obtained the deviation of urban public transport service route during the flood. There are many parameters that affect the resilience of urban public transport services in the face of floods, and these parameters could be a topic for future research

AbstractThe issue of sustainable city logistics has steadily been developed over the last decades. Urban public transport companies can make a significant contribution to the concept of sustainable city logistics. The customers’ perception and satisfaction regarding urban public transport companies can be associated with the increased use of their services. The preference for urban public transport reduces the use of individual car transport, which is linked to the environmental pillar of sustainability. For the customers, the level of the provided service is very important. The article is focused on the evaluation of the outcomes from the primary research concerning the service quality performed by the urban public transport companies in the Hradec-Pardubice residential agglomeration. The goal lies in identifying gaps in service quality. The method used in this article is representative primary research. The primary research was carried out in the form of structured personal interviews with a representative sample of respondents. Selected statistical methods were used to evaluate the data. The results are discussed in the context of published research studies. Research in this article found that respondents are more satisfied with the quality of services performed by the urban public transport companies, but the perception of individual service quality factors varies from one user group to another. The research also confirms a different perceptions regarding customer care and comfort by different age groups of respondents. The article implies that public transport companies should pay attention to setting fare prices for different groups of passengers.

The major western cities of China are beginning to suffer the growing traffic congestion problems, which eastern cities of China has experienced. Learn lessons from eastern cities on traffic issues as soon as possible, dealing with the diversified modes of public transportation problem of convergence effectively, providing condition for integration development of urban public transport in the west is the main goal in this paper. This paper takes Subway transit Line 6 in Chongqing as a bus connection example. On the basis of passenger volume forecast, integrated public transport optimization theory and method are used to study Chongqing subway transit Line 6 along the feeder site optimization program , it can provide the theoretical foundation and technical support for the public transport network optimization of Chongqing.

Till now, China is still short of science-based indicator system and methodology to evaluate the management and service of public transport operators. Because of this, public transport authorities and operators have no principles to follow when executing the public transport priority strategy. As a result, this paper builds up a set of evaluation indicator system in compliance with the national conditions of China, which can be used to evaluate the management of the public transport operators, to locate the problems and shortcomings of the urban public transport operators in their operations, and to help them improve their service quality. Furthermore, the evaluation indicator system can also provide basis for the government to make public transport investment decisions and allocate subsidies, balance the public transport capacity and volume, reform the make-up of the urban public transport vehicles, strengthen the supervising capacity and adopt the incentive/penalty policy for the public transport operators.

Putrajaya is a new federal administrative capital of Malaysia which has been set to achieve a 70% share of all travels by public transport in the city area. However, the current modal split between the public transport and private transport is 15 : 85. In order to understand travelers’ willingness to use the public transport, a conceptual model has been developed to determine the factors that affect them to use the public transport instead of travelling in their own cars. Various variables such as service quality, environmental impact, attitude, and behavior intention were analyzed and tested using structural equation model (SEM). Results indicate that the service quality and attitude are found to have positive effects on the behavioral intention of taking the public transport. Other than this, this study also shows that the service quality and environmental impact have some positive influences on the attitude to using the public transport. However, environmental impact has no significant, positive, and direct effect on behavioral intention. The results of this study demonstrate that the model that was developed is useful in predicting the public transport and it could provide a more complete understanding of behavioral intention towards public transport use.
