The 400-meter standard plastic runway construction included the construction of multiple itemized construction process, the plastic surface is a very important process, and its quality has a direct impact on the use of performance. This paper combined engineering practice, and focuses on the construction process and the technical requirements of the plastic surface, summed up in the plastic surface construction quality control measures to guarantee the whole quality of the plastic surface.

The compaction quality of the subgrade is directly related to the service life of the road. Effective control of the subgrade construction process is the key to ensuring the compaction quality of the subgrade. Therefore, real-time, comprehensive, rapid and accurate prediction of construction compaction quality through informatization detection method is an important guarantee for speeding up construction progress and ensuring subgrade compaction quality. Based on the function of the system, this paper puts forward the principle of system development and the development mode used in system development, and displays the development system in real-time to achieve the whole process control of subgrade construction quality.

This paper outlines methods developed to control the quality of incoming materials and finished components with emphasis on the performance that is ultimately required from them. The examples given are taken from diesel engineering but the basic ideas apply to all industries whose final products consist of an assembly of components which are complete in themselves. The quality control of materials and components fills an important role in ensuring that the technical requirements written into a specification by a designer are met by suppliers. The author outlines various techniques developed in his company to achieve this. The paper has two main sections: ( a) quality control of incoming materials, and ( b) performance control of components. The first part deals with the controls established for cast-iron components of various sizes ranging from bedplates and columns weighing about 20 tons to piston rings weighing less than one pound. Ultrasonic testing is briefly discussed as also is the material specification for white metal bearings. The second part of the paper gives examples of performance testing of a number of diesel engine components together with brief details of some of the test rigs that have been developed to carry out the tests. Some of the components discussed in this section are piston rings, crankshafts, camshafts, cams, and fuel injection equipment.

Introduction: This article presents some of the results of a year-long project in the Republic of Ireland to review the quality of the hospital inpatient enquiry data for its use in activity-based funding (ABF). This is the first of two papers regarding best practice in the management of clinical coding services. Methods: Four methods were used to address this aspect of the project, namely a literature review, a workshop, an assessment of the coding services in 12 Irish hospitals by structured interviews of the clinical coding managers, and a medical record audit of the clinical codes in 10 hospitals. Results: The results included here are those relating to the quality of the medical records, coding work allocation and supervision processes, data quality control measures, communication with clinicians, and the visibility of clinical coders, their managers, and the coding service. Conclusion: The project found instances of best practice in the study hospitals but also found several areas needing improvement. These included improving the structure and content of the medical record, clinician engagement with the clinical coding teams and the ABF process, and the use of data quality control measures.

Secondary education occupies a unique position in the educational system of Nigeria. This level of education is the intermediary between the primary level of education and tertiary levels of education. Due to the unique position of this level of education in Nigerian Educational System, the National Policy of Education (2014), states that the broad goals of secondary education shall be to prepare individual for useful living within the society and higher education. It would be realized that the extent to which these goals can be actualized will depend on the quality of education provided in the secondary school. School supervision and inspection are carried out as an instrument for maintaining standards and quality control, so that the school system can be put on the right track in the course of achieving its goal. This paper, therefore, examines school supervision and inspection as veritable tools for ensuring quality control in selected secondary schools in Ekiti State, Nigeria. The research instrument designed for the study was a questionnaire tagged School supervision and inspection and quality control in secondary schools (SSIQCSS). The population of the study comprises teachers in Ekiti State. A total of 100 teachers were purposely selected, this formed the sample of the study. Findings revealed that supervision and inspection served as a measure for quality control in our secondary schools, school Principals also embarked on regular routine school inspection, also, routine inspection carried out by school inspectors serve as a means to maintain quality control in secondary schools in Ekiti State. Thus, based on the findings of the study, the need to embark upon more modern techniques of supervision and inspection to improve the quality of education in secondary schools was recommended. The educational system must be adequately funded so that there would be high level of quality and efficiency. Modern techniques of supervision should be adopted or replaced with old ones. Finally, there is the need for collaborative efforts on the part of all education stakeholders to devise more quality control measures that can save the educational system from total collapse. Abstract Abstract 4182 Heparin treatment may result in an adverse effect because of the formation of antibodies against heparin-platelet factor 4 (H-PF4) complexes, which in turn leads to platelet/endothelial cell activation followed by heparin-induced thrombocytopenia (HIT). Several recent publications have reported a higher incidence of H-PF4 antibodies in patients treated with contaminated heparin. The main contaminant in recalled heparin was identified to be oversulfated chondroitin sulfate (OSCS), the same compound known to have caused several deaths due to generation of bradykinin, a potent vasoactive mediator, and generation of C3a and C5a, potent anaphylatoxins derived from complement proteins. It is known that the quality-control measures in the European community and the United States are stringent; such control measures are not enforced in other countries. In our experience, that was performed prior to the global recall of contaminated heparins and the implementation of new analytical procedures, 11 of 47 cardiovascular surgery patients who have undergone heparin therapy were H-PF4 antibody positive by serotonin release assay. Of the 11 patients who showed positive H-PF4 antibody, only 5 of whom had thrombocytopenia and the remaining 6 patients did not show thrombocytopenia or any adverse effects. Even though a greater prevalence of H-PF4 antibody has also been reported with the bovine heparin preparations, the increase in prevalence of these antibodies may also be due to the quality of heparin used. Our subsequent study in another fifty cardiovascular surgery patients, who underwent heparin therapy, did not show any positive H-PF4 antibody. This demonstrates that the quality of heparin used may play a role in the generation of H-PF4 antibodies. Published reports suggest that the hypersulfated glycosaminoglycans such as the pentosan polysulfate also produces a much higher incidence of H-PF4 antibodies. Several other contaminants, such as the oversulfated derivatives of dermatan sulfate, heparin sulfate and heparin, may also be present in substandard heparin preparations. Thus, the higher generation of H-PF4 antibodies in these patients observed may be due to the heparin used; and heparin needs to be re-evaluated and subject to quality-control measures when a batch of heparin shows higher prevalence of H-PF4 antibodies. Also, to confirm true HIT in heparin treated patients, it is important to identify the functional forms of these H-PF4 antibodies. Disclosures: No relevant conflicts of interest to declare.
