This paper, based on an analysis of inherent features of scientific innovations through SUPER-SBM DEA model, constructs input and output index and conducts an empirical analysis on innovative efficiencies in industrial sectors in Shandong Province using the data from 2003 to 2008. Through the calculation of Super efficiency DEA value, the author points out that irrational structure of element input, low efficiency in the arrangement of scientific researchers and outlay use as well as the low efficiency of resource transformation are the restrictive factors that influence scientific innovative efficiency of industrial enterprises. The suggestions are finally put forward as follows: emphasis on structural adjustment of scientific innovative resources; cultivation and introduction of high-quality professionals; government’s promotion of innovative enterprises’ development, etc.

Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.

Climate change is one of the defining challenges facing the planet. Voluntary forest carbon offset project which has the potential to boost forest carbon storage and mitigate global warming has aroused the global concern. The objective of this paper is to model the game situation and analyze the game behaviors of stakeholders of voluntary forest carbon offset projects in China. A stakeholder model and a Power-Benefit Matrix are constructed to analyze the roles, behaviors, and conflicts of stakeholders including farmers, planting entities, communities, government, and China Green Carbon Foundation. The empirical analysis results show that although the stakeholders have diverse interests and different goals, a win-win solution is still possible through their joint participation and compromise in the voluntary forest carbon offset project. A wide governance structure laying emphasis on benefit balance, equality, and information exchanges and being regulated by all stakeholders has been constructed. It facilitates the agreement among the stakeholders with conflicting or different interests. The joint participation of stakeholders in voluntary forest carbon offset projects might change the government-dominated afforestation/reforestation into a market, where all participators including government are encouraged to cooperate with each other to improve the condition of fund shortage and low efficiency.

Digital platforms are expected to have the potential for a multitude of purposes forindustrial enterprises, for instance when integrated within the concept of Industry 4.0. Despite itsrelevance for industrial value creation, little research on platforms in the industrial context hasbeen undertaken so far. Owing to the lack of research in this field, the paper aims to investigate thepotentials and challenges of digital platforms in order to generate an understanding of theantecedents to the use of digital platforms by established manufacturers. In thequalitative-exploratory study, the paper uses a qualitative empirical research approach, relying onin-depth expert interviews. The sample comprises interviews with managers of 102 German andAustrian industrial enterprises from several industrial sectors. All of the enterprises regarded havepractical experiences with digital platforms. The results show that the main potentials of digitalplatforms are reducing transaction costs, combining strengths of enterprises, and realizingeconomies of scale as well as economies of scope. Yet, digital platforms bring challenges, such as alack of trust, competitive thinking, high coordination efforts, and loss of confidential information. The paper further distinguishes between various industry sectors revealing interesting differences.Based on the results, the paper indicates possibilities for future research and provides corporatepractice with implications.

There is actualized the problem of the needfor the awareness of the peculiarities of the subjective perception of health risks in the particular social group as the first step towards the construction of an effective system for the provision of information about risks. There was noted the presence of the gap between expert and everyday knowledge about risk. On the base of materials of two representative sociological surveys of working population of the Perm region with the use of the author tools of the research, there was performed in-depth analysis of the perception of risks and were shown the features of subjective assessment of health risks related to nutrition, smoking and alcohol consumption in workers of industrial enterprises. The empirical analysis of perception of risks related to peculiarities of individual behavior of employees was pointed to be performed extremely rare. The perception of the industrial workers of the health risks related to behavioral factors was revealed to have a multilevel structure. Under the high level of awareness about behavioral health risk factors, self-protection modes of behavior were established to fail to occur widely among employees. Workers in industrial enterprises were determined to be characterized by the overestimation of the impact of environmental and occupational factors on health along with the underestimating of the significance of individual behavior. There was proved the low efficiency of the linear model for the provision of information about risks. The proposed principles of the construction of risk communications in the field of health, ensuring the successful management of the risk perception by workers in the form of transition from provision of information to communication, that means the reliance on dialogue, the abandonment of unilateral translation of knowledge from the leaders (experts) in favor of regular exchange of information with the aim of shaping of consensus on what risk factors are significant, how they influence on the human health and what should be done to minimize them.
