Exploring the Characteristics of Organizational Factors on Safety Climate in Taiwan

This study investigated the characteristics of organizational and management factors of safety climate and explored possible important factors on safety self-efficacy and safety practices in steel refinery plants of Taiwan. The safety climate of the company we studied can be characterized as having management committed to workplace safety and took used activities to improve workplace safety and employees who were relationship-focused and low awareness-behavior congruence. Our regression model suggested that team communication, interpersonal interaction, and supervision contribute significantly to predict safety self-efficacy. And safety practices can be significantly predicted by management commitment, team communication, and safety reporting system. The results of the present study have important practical implications for organizational researchers as well as for safety researcher.

<p>Nowadays, workplace safety is a clear concern for both individuals and organizations, particularly in developing countries such as Jordan. This is evidenced by the expanding body of safety-related literature published on this regard. This paper develops a conceptual framework of safety management based on perceived organizational support theory. The main aim of this framework is to disclose the causal links between a physiological empowerment, respect, perceived management commitment to safety and safety performance based on previous studies. Such framework could have impact on practical issues in healthcare industry, as well as enhancing the body of related literature on perceived management commitment to safety. Consequently, this framework presents a new trend concerning perceived management commitment to safety through investigating each dimension of safety climate individually.    </p><p> </p>

Abstract Background Previous researches demonstrated that workplace safety and health (WSH) management plays a major role in promoting worker’s health and well-being. However, organizational factors hinder promoting WSH management program. The main aim of this study is to explore the probable existence of barrier from WSH supervisor’s perspective. Methods This study employed a qualitative design to gain an in-depth and holistic understanding of WSH from the supervisor’s perspective. Eight focus groups were conducted in Taiwan. A total of 81 supervisors (employer, human resource section, environmental safety section) from the manufacturing industry, construction industry, and service industry participated in this study. All interview contents were transcribed and coded. Matrices were constructed to identify themes and evolving concepts. Results Three main barriers were identified1. Lacking of top management commitment and support (e.g., top management focused more on employees’ work performance than their safety and health, top management commitment was just a declaration but with no action, and top management only conducted the traditional occupational hazards control to fit the minimum standards of national policy, and ignored employees’ mental health and well-being); 2.Lacking of employee’s safety awareness (e.g., employee lacked the motivation to attend training program; 3.Organizational resources were not enough to implement occupational safety and health management (e.g., the supervisor lacked professional skills in promoting WSH program). Conclusions The study findings provide an integrated basis for practical application and further research. The workplace supervisor should be trained the professional skills in workplace safety and health management. Then, the workplace psychosocial safety climate can be built while top management and employee have higher workplace safety and health awareness. Key messages This study contributes to occupational health research from the supervisor’s perspective. This study also hints at the potential role of top management promoting employee’s health and well-being.

Purpose: Studies find that psychosocial safety climate is positively associated with workplace safety behaviors. However, the mechanism through which psychosocial safety climate exerts its effect needs further investigation. Therefore, this study investigated the indirect effect of work self-efficacy in the relationship between psychosocial safety climate and workplace safety behaviors. Methodology: Participants, who were 155 bank workers (F=66.5%; mean age= 33.9, SD=6.4), responded to an online survey of workplace safety behavior scale (WSBS), psychosocial safety climate scale (PSC-12), and work self-efficacy scale (WSES). Results: Results from correlational analyses revealed that psychosocial safety climate positively related to workplace safety behaviors. Moreover, work self-efficacy positively correlated to workplace safety behaviors. The mediation analysis using Hayes Process Macros indicated an indirect effect of work self-efficacy in the relationship between psychosocial safety climate and workplace safety behaviors. Creating a psychosocially safe climate may enhance bank workers’ safety behaviors in the period after the Covid-19 pandemic.

Due to a dearth in the literature, this study was conducted to explore the lived experiences of telecommunication field technicians who have experienced near miss and injurious accidents. Using protection motivation theory (PMT), we sought to explore if, after an accident, a technician would alter behaviors and insights regarding safety practices while executing their job duties. Participants for this qualitative phenomenological study included six telecommunication technicians with an average of 19 years’ experience and who had experienced an injurious or near miss accident at work. Findings suggested that after experiencing such an event, technicians demonstrated PMT characteristics including a heightened perception of the severity and probability of a threatening event. Technicians also hold themselves and crew members accountable for safety, believe the industry views worker safety as inconsequential, and that companies and oversight entities should be accountable for enforcement of workplace practices. While many factors influence workplace safety, adopting and enforcing a safety climate that encourages safety practices, quality training, and employee input into the safety climate of the organization, could result in lower injurious accident or near miss accident rate, larger profit margins, and also create a culture of safety that is supported and sustained by employees.

Construction occupational accidents are often attributed to workers’ having an insufficient perception of how their actions influence safety in the construction site. This research explores the relationship between safety climate (SC) and personnel safety behavior (SB) of construction workers operating on building construction sites in Taiwan. The study discovered a significant positive relationship between SC and SB of Taiwan’s building construction sites, and in turn SC level had a positive impact on SB participation and overall safety perceptions. The higher the SC cognition of Taiwan’s building construction workers, the better the performance of SB was found to be. The dimension of "safety commitment and safety training" had the greatest relationship with SB. Safety training also had a deep impact on the cognition of SB. Therefore, the organizational culture and attitudes to safety coupled with the successful implementation of safety education and training can effectively enhance SC and worker SB on building construction sites in Taiwan, thereby potentially reducing the impacts of the underlying organizational factors behind safety related incidents.

Clinical education is a key component of health professional education. Clinical educators, like clinicians, are increasingly expected to access and apply evidence from clinical education theories to inform their teaching methods and approaches. Purpose: This study evaluated personal and organizational factors that influenced the ability to access and apply clinical education research evidence into clinical teaching in a group of allied health practitioners at one large metropolitan hospital in Melbourne, Australia. Method: A Cross-sectional survey based on a previously published survey of clinical physiotherapists was custom-designed to examine the factors that influence evidence based practices (EBP) of a range of allied health clinicians working as clinical educators in the hospital setting. Results: The majority of respondents were aware of the importance of evidence-based practice to their work as clinical educators. However, their positive beliefs about the value of EBP were moderated by four inhibiting factors: moderate levels of self-efficacy in accessing and applying clinical education evidence; low levels of self-efficacy in interpreting research data; uncertainty with respect to who is responsible for searching, and critically appraising research evidence; and lack of time and organisational priority for such activities. Conclusions: These results highlight a combination of factors, both intrinsic (skills of the educator) and extrinsic (organisational), that impact on the effective application and integration of evidence from the literature to inform clinical education practices. They also provide directions for increasing the use of EBP for clinical educators, including creating clinical education and workplace cultures that value and promote critical appraisal of EBP in everyday clinical education practice and the need for ongoing professional development opportunities in EBP.

This research studies the accountability and performance of public sector organizations. It provides empirical evidence about the relationship between the use of a performance measurement system and the organizational factors of accountability and organizational performance. We investigate the three roles of a performance measurement system (its operational use, incentive use, and exploratory use), and three organizational factors (contractibility, the legislative mandate, and management commitment). A mixed method approach with squential explanatory design was used to answer the research question. The hyphoteses testing used Structural Equation Modelling-Partial Least Square (SEM-PLS). Our findings were based on survey data from 137 SKPD officers in the local government of Yogyakarta Province, and showed that management commitment had a positive association with accountability and organizational performance. We also found a positive association between the legislative mandate and accountability. However, this research did not find any significant association among the three roles of the performance measurement system with accountability and organizational performance. Based on the institutional theory, our findings show substantial contributions by the institutional isomorphism, which was used in an appropriate manner to explain the context of public sector organizations, especially in the local government of Yogyakarta Province.Keywords: the use of performance measurement system, organizational factors, accountability, mixed method
