In recent years, the abrupt public affairs occur frequently. Emergency resources as a kind of special resource which have a key role in the rescue after disaster happen suddenly. Then whether emergency resource management is high efficiency directly affect the emergency rescue work can achieve the desired results. In this article we analysis each phase of emergency resources supply chain based on the four stages of emergency rescue process theory. Then integrate the emergency resources management with various stages. At last, we will find a way which satisfying emergency management in different stages and the whole process of emergency resource management. Meanwhile, we combine the current situation that emergency resource often more than enough for the emergency rescue arousing the public’s attention and mainly analysis how to recycle the resource that is in the recovery stage.

In this paper, a novel multi-stage trajectory transfer and fixed-point landing time optimal guidance method for the lunar surface emergency rescue mission is proposed. Firstly, the whole process motion and dynamics model for the lunar surface emergency rescue with four stages are established. Then, in the initial orbit transfer phase, the Lambert algorithm based on "prediction + correction" is designed for the non spherical gravitational perturbation of the moon. In the powered descent phase, the Hamiltonian function is used to design a time suboptimal explicit guidance law that can be applied in orbit in real time. Finally, aiming at the multi-stage global time optimal guidance, the whole time process guidance law is obtained by establishing the allowable control set for each stage in the whole process. The simulation results show that compared with the piecewise optimal control method, the present method has better optimization effect and shorter whole process time. It is of great significance to the possible emergency rescue mission of manned lunar exploration in the future.

In order to strengthen informatization for forest fire emergency resources management, a framework of resource integration and information sharing was put forward. The construction goal, software and hardware structure and its function, emergency platform cantacting with other government and information update process were researched. Forest fire emergency resources in departments of interconnection and interflow, information sharing and emergency linkage were achieved.

Emergency Resources Management System is an important part of emergency management system. There are many classification systems of emergency resources, which lead to inaccurate description of the structure of emergency resources and negative impacts of the emergency resources sharing and configuration scheduling. In this paper, we compared the strengths and weaknesses of existed emergency resources classification systems, constructed a emergency resources classification system suitable for the whole process of emergency rescue, built an upper emergency resource and domain ontology model rested on SUMO ontology, formally described the concepts in the field of emergency resources and the relationships between these concepts, and satisfied the emergency resources demand of quickly crisis dealing.

In this article authors focused on problems, which transnational corporations come across in the area of resource management human, in particular in managing the development of employees and pointed, in what way application of cloud computing lets them reduce these problems and make the whole process more transparent. First two sections presented theoretical dissertations about problems of human resources management in transnational corporations and the application of cloud computing as the tool for increasing the flexibility and better employers management. A next part of the text is an analysis made on the basis of observation and documentation of causes and effectiveness of application of the cloud as a toll supportinghuman resources management in the international corporation.

Composting food waste is a delicate procedure that requires specific infrastructure and machinery that can gradually transform the wastes to nutrient-rich manure. Nevertheless, it also desires a constant attention by experts to achieve a quality outcome. Therefore, automatic composting machinery is a promising new idea as modern technology is taking over the world with it high efficiency. The objective of this paper is to build a fully automated composting machine that can help to reduce food waste using a more efficient and environmentally friendly method. This machine has its special features of heating, cooling and grinding which is simple and easy to use for every consumer at just one touch of a button. In addition, it uses a special filter to eliminate unpleasant odor to ensure consumer’s space of mind. The composting process uses node microcontroller (MCU) to run its operation and Internet of Things (IoT) with a developed mobile application to measure the amount of food waste, current process and its moisture content before turning the waste into high nutrient flakes at around 10% of its original volume. It will also notify the consumer when the whole process is done and the final product is ready to use. The produced flakes are good for nurturing soils, use as fertilizer, and renewable source of energy or animal feed. The benefit is to help reduce handling cost of waste at landfill. Excessive logistical energy is required to send food waste to landfill if conventional equipment is applied. This product has a high potential to penetrate the end users who usually cooks at home and also the industrial food manufacturers whether from medium to large which produces a lot of raw waste. Essentially, this machine allows food waste, through implementation of IoT to be converted to usable fertilizer.

In the context of the Moscow healthcare reform that has been carried out in recent years, the issues of evaluating the effectiveness of financing the healthcare system and the performance of medical organizations in providing medical care to the population are particularly relevant. Given the limited public resources allocated to the health sector, the quality of management of available financial, human and material resources is becoming more important. The article considers the application of the method of assessing the quality of resource management, introduced in Moscow since 2016, and its results in terms of evaluating the effectiveness of financial resources. It is revealed that the effectiveness of financial resources management is influenced by certain indicators that characterize the organization of management of the main activities of a medical organization.

The authors consider the issues of forming a procurement strategy for enterprises of the fuel and energy complex (FEC) as a management tool. The study begins with a review of the categories of strategy, purchasing, and risk. Based on the generalization and interpretation of the obtained knowledge, the author's model of procurement strategy for enterprises of the fuel and energy complex is proposed, which differs from the existing ones in that it simultaneously acts as a means of connecting the enterprise with the external market environment. The strategy has a complex multi-stage character with many elements. Through detailed strategic planning can be achieved high efficiency of the procurement activities of enterprises of fuel and energy. The proposed algorithm can form the basis of an unlimited number of branches of the national economy.

The management of a controllable production in the manufacturing system is essential to achieve viable advantages, particularly during emergency conditions. Disasters, either man-made or natural, affect production and supply chains negatively with perilous effects. On the other hand, flexibility and resilience to manage the perpetuated risks in a manufacturing system are vital for achieving a controllable production rate. Still, these performances are strongly dependent on the multi-criteria decision making in the working environment with the policies launched during the crisis. Undoubtedly, health stability in a society generates ripple effects in the supply chain due to high demand fluctuation, likewise due to the Coronavirus disease-2019 (COVID-19) pandemic. Incorporation of dependent demand factors to manage the risk from uncertainty during this pandemic has been a challenge to achieve a viable profit for the supply chain partners. A non-linear supply chain management model is developed with a controllable production rate to provide an economic benefit to the manufacturing firm in terms of the optimized total cost of production and to deal with the different situations under variable demand. The costs in the model are set as fuzzy to cope up with the uncertain conditions created by lasting pandemic. A numerical experiment is performed by utilizing the data set of the multi-stage manufacturing firm. The optimal results provide support for the industrial managers based on the proactive plan by the optimal utilization of the resources and controllable production rate to cope with the emergencies in a pandemic.
