This paper comprehensively summarized the development of solar technology, across-the-aboard analyzed the application of solar technology in the architectural design. According to the practical application of solar technology of the world, particularly China, it systemically described a variety of experience, trends and the key issues of the technology applications. It described three stages of technology development in detail, and specifically in-depth analyzed the solar photovoltaic devices and the building integration, put forward the feasible development strategy. This was very significant for erecting a low-carbon world.

Today the energy crisis is increasingly tense, because the solar building has the advantages of ecology and sustainability, it has broadly prospects for development, and it is increasingly becoming a new architectural concepts and methods. The paper systematically described the experience of BIPV technology applications, forecast the development trends, discussed the key issues needing to dispose and put forward a viable development strategy. Through specific examples, this paper carried out in-depth study and conducted a comprehensive discuss about the relevant issues. This is very meaningful to solve the global energy crisis and establish a low-carbon world.

Old downtown areas are faced with numerous threats such as removal and rebuilding. The purpose of this research is to reinvigorate the old downtown by low-carbon method rather than the elimination. The article elaborates the understanding of design in the respect of old downtown area renewal with case study of the renewal design of the old industrial district beside Xietang River. And it is pointed out that architectural design and landscape plan should revitalize the site in the city with a combination of retaining site’s history and context with modern language and new technology, which meets the needs of the citizens and realizes the site’s sustainable development.

Energy saving and low carbon footprint are becoming key issues in recent architectural design. It's necessary to develop new materials and new building forms for this purpose. After introducing some famous model projects appling ETFT air pillows, this paper lists major physical properties of this new product and puts forward some design measures such as passive solar heating, great span structure system, natural lighting and cavity ventilation for energy saving and low carbon footprint buildings.

The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.

Some strategic environmental assessment (SEA) pilot cases in China strive to integrate environmental issues into the planning from the beginning. One of them is the SEA for development strategy of Tianjin Binhai New Area. The SEA adopted an interactive assessment mode with the decision-making process and predicted the environmental impacts of the development strategy on land resource, water resource, energy, surface water, atmospheric environment, and ecosystem of land area and offshore area. The future development strategy of circular economy and low-carbon economy in Tianjin Binhai New Area was also analyzed. Finally, experience from the SEA case was discussed. The case study shows that support from non-environmental agencies, early integration of SEA process and planning process, interactive assessment mode, and sensible environmental protection strategy facilitate the integration of environment into decision-making.

The low-carbon urban construction is an important carrier of the energy saving and emmission reduction,which will lead to an new trend of future city construction.while regarded as the important component of low-carbon construction, low-carbon ecology community will promote city sustainable development. And it is characteristic of the naturalness, economy and sociality. Based on present situation of chinese ecology community construction, some strategies are presented, incuding that the first is urban planning at macro-level; the second is spatial plan, transportation system, service facilities and green space system at medium measure; the third is water environment plan, energy plan, architectural design from at micro level; the fourth is community housing structure and public participation from social policies.

This article proposes a strategy for agricultural technology development for semi-arid West Africa. The strategy evaluation consists of two aspects: a) a review of the successes in the region; and b) analysis with mathematical programming of the potential impacts and constraints to various new technologies tested in the region. The technology development strategy indicates how further productivity gains can be made by responding to the two principal constraints of water availability and soil fertility. These constraints must be simultaneously resolved but the strategy needs to be adapted for different soil characteristics and economic environments. The major emphasis is on the importance of the rapid introduction of inorganic fertilizers combined with techniques to increase water availability; organic and inorganic fertilizers need to be considered complements in the semi-arid regions. Farmers are already introducing labour intensive variations of these techniques in the most degraded regions. The policy concern is to encourage government policymakers to put a high priority on fertilizer and increase the availability of inorganic fertilizer while research efforts continue to develop improved methods for complementary use of organic fertilizer.

Based on the input-output theory, the paper using the comparable price energy input-output table,quantitatively estimates the implicit carbon emissions of each industrial department,and analyzes the growth of the implicit carbon emissions of the resident consumption through the structure decomposition.Conclusion indicates:From 1992 to 1997, the mean of the implicit carbon emissions of each industrial department in Xinjiang had been rising; From 1997 to 2007, the mean of the implicit carbon emissions of each industrial department had been declining;The implicit carbon emissions of Hydropower industry, the fire power and other seven similar industrial department were higher than that of each industrial department so that Xinjiang should strengthen monitoring on the high energy consumption.The implicit carbon emissions of the resident consumption was still in the trend of ceaseless growth and all of that states clearly that the economic grows at the cost of the increase of the greenhouse gas emissions.Xinjiang should introduce foreign advanced production technology,further optimizing the structure of the resident consumption.
