As the world population grows, fisheries practitioners will be under increased pressure to address global challenges in data-limited fisheries management. With a focus on addressing localized and case-specific management needs, we provide a practical guide to the design and development of multi-indicator frameworks for fishery management. In a data-limited context, indicators are observations or estimates of the state of the fishery resource that are typically proxies for variables of interest, rather than quantities such as stock biomass estimated from data-rich stock assessments. Indicator frameworks structure the integration and interpretation of indicators to guide tactical fishery decision-making, often when the application of more formal analytical assessments is not feasible, yet where indicators in combination provide insight into stock status. With a focus on multi-indicator frameworks, we describe a pragmatic approach for their development via a set of organizational steps, considering a wide spectrum of types and severity of information limitations. We highlight where multi-indicator frameworks can be insightful and informative in relation to single indicator approaches but also point to potential pitfalls, with emphasis on critical evaluation and detection of performance flaws during the design phase using methods such as management strategy evaluation.

The community-based ecotourism (CBET) is a new paradigm of tourism to encourage
the preservation of nature and culture, as well as improve the economy of local people. The development of CBET “Taman Beji Griya” in Punggul Village which is managed by the extended family community, “Griya Gede Manuaba Punggul”, is the main focus of this study. This CBET combines natural attractions such as waterfalls and caves with malukat and tirtayatra rituals, without changing its socio-religious function. Through a management strategy and a SWOT analysis approach, the development pattern and the potential and constraints of this CBET can be identified. This study found that the development pattern of CBET “Taman Beji Griya” includes the environment scanning, formulation strategy, implementation strategy, evaluation and control. The potential and constraints for the development of CBET “Taman Beji Griya” include internal and external factors. The internal potential includes land ownership status, management competence, and family support. Its external potential includes positive responses from tourists, community support, and the influence of social media. Internal constraints include limited financial capital, human resources, and management. Externally, the constraints include government regulations, relationships with traditional institutions and local agencies, as well as uncertain sources of income.

The research aimed to examine the relationship between human resource strategy evaluation and the performance of human resources in universities in Kenya. A sample survey cross-sectional design was employed where the target population was the registrars from the administration department that has oversight over the human resources. The data was then processed using the SPSS version 25 and analysed with descriptive and inferential statistics. Frequency distributions indicated high utilisation of the principles of business strategy evaluation in human resources. The correlation between the Human resource Strategy Evaluation and performance was positive and significant, and regression analysis confirmed the predictive power of human resource strategy on performance. The study concluded a positive and significant relationship between the utilisation of human resource strategy evaluation and the performance of human resources in universities in Kenya. ObjectiveNurses are vital in providing and improving quality of care. To enhance the quality improvement (QI) competencies of nurses, hospitals in the Netherlands run developmental programmes generally led by internal policy advisors (IPAs). In this study, we identify the roles IPAs play during these programmes to enhance the development of nurses’ QI competencies and studied how these roles influenced nurses and management.DesignAn exploratory ethnographical study comprising observations, informal conversations, semistructured interviews, focus groups and a strategy evaluation meeting.SettingA teaching hospital in an urban region in the Netherlands.ParticipantsIPAs (n=7) in collaboration with four teams of nurses (n=131), team managers (n=4), senior managers (n=4) and the hospital director (n=1).ResultsWe identified five distinct advisory roles that IPAs perform in the hospital programme: gatekeeper, connector, converter, reflector and implementer. In describing these roles, we provide insights into how IPAs help nurses to develop QI competencies. The IPA’s professional background was a driving force for nurses’ QI role development. However, QI development was threatened if IPAs lost sight of different stakeholders’ interests and consequently lost their credibility. QI role development among nurses was also threatened if the IPA took on all responsibility instead of delegating it timely to managers and nurses.ConclusionsWe have shown how IPAs’ professional background and advisory knowledge connect organisational, managerial and professional aims and interests to enhance professionalisation of nurses.
