Video quality impairments mainly caused by noisy transmit channel. No-Reference evaluating method is an important way to predict the video quality due to without any other loader to the transmit channel. Aiming at improve the accuracy and effectiveness of No-Reference video quality evaluating model, a novel variable-weight evaluating model is proposed. Motion intensity is introduced to qualify the variation of video content. And a weight control function is obtained based on the statistic studying method. Then the weight of clearness and smoothness can be adjusted in real time through the weight control function. The variable-weight evaluating model takes into the human perceptual properties. The experimental results show that the variable-weight evaluation model outperforms the existing evaluation models and achieves high correlation with the subjective test results.

Purpose – The purpose of this paper is to present two novel grey cluster evaluation models to solve the difficulty in extending the bounds of each clustering index of grey cluster evaluation models. Design/methodology/approach – In this paper, the triangular whitenization weight function corresponding to class 1 is changed to a whitenization weight function of its lower measures, and the triangular whitenization weight function corresponding to class s is changed to a whitenization weight function of its upper measures. The difficulty in extending the bound of each clustering indicator is solved with this improvement. Findings – The findings of this paper are the novel grey cluster evaluation models based on mixed centre-point triangular whitenization weight functions and the novel grey cluster evaluation models based on mixed end-point triangular whitenization weight functions. Practical implications – A practical evaluation and decision problem for some projects in a university has been studied using the new triangular whitenization weight function. Originality/value – Particularly, compared with grey variable weight clustering model and grey fixed weight clustering model, the grey cluster evaluation model using whitenization weight function is more suitable to be used to solve the problem of poor information clustering evaluation. The grey cluster evaluation model using endpoint triangular whitenization weight functions is suitable for the situation that all grey boundary is clear, but the most likely points belonging to each grey class are unknown; the grey cluster evaluation model using centre-point triangular whitenization weight functions is suitable for those problems where it is easier to judge the most likely points belonging to each grey class, but the grey boundary is not clear.

Purpose of the study: This article reviews the comparative efficacy, theoretical and practical background of three program evaluation models (Stufflebeam’s CIPP model, Kirkpatrick’s model, and outcome-based evaluation models) and their implications in educational programs. The article discusses the strengths and limitations of the three evaluation models. Methodology: Peer-reviewed and scholarly journals were searched for articles related to program evaluation models and their importance. Keywords included program evaluation’, ‘assessment’, ‘CIPP model’, ‘evaluation of educational programs, ‘outcome-based model, and ‘planning’. Articles on Stufflebeam’s CIPP model, Kirkpatrick’s model, and outcome-based evaluation models were particularlyfocused because the review aimed at analysing these three models. The strengths and inadequacies of the three models were weighed and presented. Main Findings: The three models –outcome-based evaluation model, the Kirkpatric model, and the CIPP evaluation model –discussed in this review, have some strengths and weaknesses. Among the compared models, the CIPP model seems more appropriate for its implantation in evaluating educational programs because it is broader, comprehensive, flexible, cost-effective, and feasible. Applications of this study: Like other programs and projects, evaluation of educational programs is necessary to achieve high standards, better outcomes, and meet the objectives. Evaluation is employed before designing a particular educational program or during the already designed program. This review concludes that among different evaluation models, the CIPP evaluation model is more appropriate in evaluating educational programs because it is more comprehensive, efficient, and feasible.Employment of the CIPP model for evaluating educational programs can achieve plausible results about the overall progress of the educational programs. Novelty/Originality of this study: This review highlights the importance of different program evaluation models. It concludes that the CIPP evaluation model offers an excellent mechanism to evaluate educational programs at different stages.

As we all know, the factors affecting the price of equipment are more complicated, but these factors still have a great correlation. How can we accurately predict the price of equipment? Based on the study of the tight support and smoothness of wavelet function, this paper proposes a correlation variable weight wavelet neural network algorithm to predict the price of 162 devices. The test results show that if the weight is not reduced, the predicted price is 0, and the error is still large. However, by arranging the data from small to large, the variable weighted wavelet neural network algorithm is used to predict the result closer to the auction price, which overcomes the incompatibility of the algorithm iteration and provides a reference for accurately predicting the price of the device.

Abstract Background TikTok is one of the most popular and fastest growing social media apps in the world. Previous studies have analyzed the quality of patient education information on older video platforms, but the quality of plastic and cosmetic surgery videos on TikTok has not yet been determined. Objectives To analyze the source and quality of certain cosmetic procedure videos on TikTok. Methods The TikTok mobile application was queried for content related to two popular face procedures (rhinoplasty and blepharoplasty) and two body procedures (breast augmentation and abdominoplasty). Two independent reviewers analyzed video content according to the DISCERN scale, a validated, objective criteria that assesses the quality of information on a scale of 1-5. Quality scores were compared between videos produced by medical and nonmedical creators and between different content categories. Results There were 4.8 billion views and 76.2 million likes across included videos. Videos were created by MDs (56%) and laypersons (44%). Overall average DISCERN score out of 5 corresponded to very poor video quality for rhinoplasty (1.55), blepharoplasty (1.44), breast augmentation (1.25) and abdominoplasty (1.29). DISCERN scores were significantly higher among videos produced by MDs than by laypersons for all surgeries. Comedy videos consistently had the lowest average DISCERN scores, while educational videos had the highest. Conclusions It is increasingly important that medical professionals understand the possibility of patient misinformation in the age of social media. We encourage medical providers to be involved in creating quality information on TikTok and educate patients about misinformation to best support health literacy.

Despite the proposal of various Information Systems (IS) evaluation models and approaches, IS evaluation has never been straightforward. There are issues and challenges in proving the business value of IS. Adding to the difficulty, a vast number of measures have been employed conveniently for evaluation purposes without going through a rigorous validation process. Recognising the complexity for IS researchers, IS specialists, and business managers to agree on a common model for the evaluation of IS business value, this chapter presents an empirically validated IS evaluation model, the IS for organisational effectiveness (ISOE) model, for planning, designing, implementing, and appraising IS. There also emerges a new theory, the Information System business value (ISBV) theory, from the ISOE model to establish that IS business value is multifaceted and are observable in the form of improvements in organisational effectiveness.

In order to make video transmission more stable, various error-resilient mechanisms are proposed on video coding in the literature. However, the redundancy mechanism behind classical redundant coding algorithms is relatively simple and is not suitable for the network environment and video content in the context of screen content sequence with multiple abrupt frames and still frames. Motivated by this, a frame-level coding selection mechanism is proposed in this paper for the error-resilience transmission of screen content, where additional code stream or redundant information is considered to improve error-resilient performance with redundant coding and acceptable video quality is obtained in the case of frame transmission error. In addition, selective allocation redundancy is conducted to take the importance of the video frame ROI (region of interest) area into account in the co-encoding process. As a result, the redundancy insertion efficiency and the reliability are improved in return. The corresponding experiments validate the effectiveness of the schemes proposed in this paper.

The traditional comprehensive evaluation is difficult to model when dealing with large data with large parameters and complex structure, and it cannot adapt to the update of data. In order to improve this situation, this paper draws on the Adaptive Learning Adaboost perspective in statistical learning to develop a data-driven integrated evaluation model that updates the weight of sample weights and weak evaluation models with data. Three specific weak evaluation models were selected: data-driven Topsis method, principal component analysis method and factor analysis method. Taking the ranking of WeChat public account as an example, the results show that the accuracy of the integrated evaluation model is 88.57%, which is 17.14%, 31.43% and 28.57% higher than the data-driven Topsis method, principal component method and factor analysis method.

P2P video streaming combining SVC and MDC In this paper we propose and evaluate a combined SVC-MDC (Scalable Video Coding & Multiple Description Video Coding) video coding scheme for Peer-to-Peer (P2P) video multicast. The proposed scheme is based on a full cooperation established between the peer sites, which contribute their upload capacity during video distribution. The source site splits the video content into many small blocks and assigns each block to a single peer for redistribution. Our solution is implemented in a fully meshed P2P network in which peers are connected to each other via UDP (User Datagram Protocol) links. The video content is encoded by using the Scalable Video Coding (SVC) method. We present a flow control mechanism that allows us to optimize dynamically the overall throughput and to automatically adjust video quality for each peer. Thus, peers with different upload capacity receive different video quality. We also combine the SVC method with Multiple Description Coding (MDC) to alleviate the packet loss problem. We implemented and tested this approach in the PlanetLab infrastructure. The obtained results show that our solution achieves good performance and remarkable video quality in the presence of packet loss.

Asembling factors is analyzed, and a matter-element model is deduced, the evaluation model of products design for assembling is established according to the extensive theory and superiority evaluating method, and the process of this method is discussed in detail. The example confirmed that the evaluating method is advanced and practicality. The present analysis is qualitative combining.
