Rural urbanization is a process of population agglomeration catalyzed by industrialization. At present, China’s urbanization process is accelerating against the backdrop of rapid social development. However, in some areas, economic development is emphasized, while the protection of the ecological environment is neglected, leading to the increasingly obvious contradiction between urbanization and rural ecological environment and is not conducive to economic development. In this paper, the development trend of China’s rural urbanization, the current situation of environmental pollution, and the progress of important environmental treatment projects are analyzed. Accordingly, the main problems in rural environmental protection and the impact of urbanization are explored. The problems led by industrial and domestic pollutants have been amplified by urbanization, while the improved connection between urban and rural areas will benefit the improvement of environmental infrastructure in rural areas. The government-led projects of rural water improvement, sanitary toilet penetration, methane gas production, and solar water heater have made great progress during the past two decades. Based on these understandings, we put forward feasible countermeasures to implement rural ecological environment protection during the process of urbanization to promote the benign development of rural urbanization. Our results will be helpful in providing some useful references for environmental protection in rural areas and promoting the coordinated development of the economy and environment during the process of urbanization in China.

This paper proposes a conceptual framework and a strategic idea for China’s green urbanization from the perspective of ecological civilization. The existing urbanization model — whether the activities carried out in the city or the city’s organization form — is largely a product of the traditional industrial era. China must think outside the traditional industrial box and promote green urbanization based on ecological civilization which is the fundamental solution to address the unsustainable development of cities. Green urbanization is more like “building cities in (natural) parks”, rather than “building parks in existing cities”, that is, creating a prosperous economy without destroying but making full use of the natural ecological environment. This means there will be profound changes to the development concept, the activity carried out in the city, the city’s organizational logic, and the implications of the regional economy. China’s green urbanization based on ecological civilization should focus on three basic tasks and two strategies. The three tasks are to reshape the existing cities, urbanize the newly added population in a green way, and redefine the rural areas. The two key strategies are to realize green urbanization of urban clusters that account for more than 90% of the national GDP, 70% of the total population, and 30% of the land area; and to urbanize county-level areas where about 60% of the national population resides.

AbstractThis paper aims at identifying the extent to which Romania has accessed European funds for agriculture and rural development in the 2014-2020 period. During this financing period, Romania has received more than 8.12 billion euros from the European Union budget, more precisely from the Agricultural Fund for Rural Development (EAFDR), through the National Rural Development Programme (NRDP). Five percent of the available amount was allocated to the Leader approach at local level and at least 30% was allotted for environmental protection measures. This paper will analyze the number of projects which were submitted, selected and contracted and the payments made until 2019. Subsequently, an analysis will be carried out of the NRDP sub-measures in order to prove the usefulness and necessity of this type of structural programme. The rate of absorbtion of European funds will be closely correlated with indicators such as the evolution of the GDP / inhabitant, the population and the number of enterprises in rural areas, the employed population and the number of enterprises in agriculture, forestry and fisheries, the development of villages through the construction or modernization of roads, sewage infrastructure, water and gas. To conclude, the positive and negative aspects regarding the implementation of European funds will be listed, especially in the fields of agriculture and rural development in Romania.
