Making plan is the first step of construction. This article demonstrates and illustrates how to make residential district energy-saving plan of villages and small towns. We can make energy-saving plan through application of scientific and reasonable planning techniques of siting, layout, and renewable energy. We can construct energy-saving residential district under the guidance of plan. The popularity of this energy-saving plan mode will contribute a lot to the sustainable development and improvement of environment.

The paper outlines major preconditions of development of energy efficiency programs and the process of their introduction from the perspective of sustainable development concept. Energy saving measures of European Union are examined, its experience and results, like green books and Thermie programs, etc are analyzed. The paper also specifies relevant activities and responsibilities undertaken by Member States by 2030 and the rates planned to be achieved. The experience of neighboring Poland in energy efficiency promotion is analyzed, as far as the country most closely resembles Ukraine by the initial rates in 1990. We calculated conditional losses of Ukraine in 2017 as the gap between the rates of energy efficiency of Ukraine and Poland (similarity of climate conditions and the state of housing funds allowed us to assume that the comparison will be the most correct regarding Ukraine). The results of calculations make us conclude that the funds are used most efficiently if the money designated, for example, for subsidizing of population are directed at strengthening of energy efficiency (at least up to the level of neighboring country). It will result in saving of about 40 billion. This is the amount defined as Ukrainian capacity in terms of improvement of energy saving and possible results of its realization. The paper determines the stage Ukraine is at in introduction of energy efficiency measures and programs: “warm loans” program; conditions regarding energy saving in Ukraine enshrined in the EU-Ukraine Association Agreement; creation of legal basis, namely the Law of Ukraine “On Energy Efficiency Fund” as of 8 June 2017. The role of newly created Energy Efficiency Fund is analyzed. Special attention is paid to the fact that energy efficient construction is one of international liabilities undertaken by Ukraine. The presence of The Active House Alliance at Ukrainian market is an important achievement in this sphere as it is the non-profit association aiming at creation of housing concept corresponding to the sustainable development principles.

Disaster Prevention and Mitigation Practice in small towns shows that Comprehensive and in-depth disaster prevention and mitigation behavior is an important way to reduce disaster losses, At the same time, the Disaster Prevention and Mitigation of small towns is to ensure the steady development of agriculture, to meet the objective requirements of social reproduction and human survival needs. The article is aimed at developing strategic directions and introducing regulatory measures for the formation of Ukraine’s energy policy on the principles of energy saving and the development of renewable energy industry. On the basis of scientific works, the main organizational-economic vectors of energy industry sector development are systematized, which are associated with the formation of a favorable socio-political climate regarding the priority of using renewable energy sources in the fuel and energy complex; development of effective methods of both the State-based and the market-based regulation by the world community; coordination of the strategy of sustainable development of the world economy. It is determined that the energy saving policy should be based on a flexible combination of the State-based regulation and the market environment for the formation of the most acceptable stimulation mechanisms in the specific economic and political situations, which allows for the greatest economic benefit. It has been found out that the implementation of energy saving processes is impossible without the mass use of renewable energy carriers, which are a universal resource for processing to the right types of energy, are marked by energy independence related to obtaining economic benefits and contribute to the creation of an ecological friendly environment. In the perspective, the energy saving processes, the transition of the national economy to wide implementation in the production of high-tech technologies and the use of renewable energy sources should become the determining factors of Ukraine’s energy strategy.

The Paper examines legal and financial tools which are used in Poland to succor the development of energy from renewable resources. In the first part a definition of sustainable development is given and the short history of this idea is shown. Then the concept of Sustainable energy is introduced. The second part describes main policies of European Union on sustainable policy and the Polish Legal System on Renewable Energy is described. The fifth part of the paper analyzes the sustainable development indicators provided by Eurostat for the energy produced from renewable resources. there are 6 indicators analyzed. In the end the forecasts for the development of RES in Poland is given. There are clues for development of different technologies in different provinces of Poland. There are also forecasts for the development of the renewable energy market in Poland.

In recent years, the construction of small towns in China has faced many challenges, hindering the sustainable development of small towns. This paper proposes that the traditional development model of small towns no longer meets the current demands, and it urgently needs updating. In the past two years, there has been an increase in the construction of characteristic small towns in China. This is a good beginning for the transformation development of small towns and would bring new opportunities. However, some problems have developed. One example is the emergence of the “blind town”, which means the governors cultivate a featured town blindly without objectively considering the reality of that area. These decisions have a negative impact on the future sustainable development of small towns. Therefore, the governors need to consider the basic conditions of the area, perform a scientific assessment, and present a clear cultivation strategy. This paper presents a preliminary scientific method for the characteristic development mode of small towns with “explore characteristic–evaluate characteristic–nurture characteristic” as the main line, which would be conducive to the characteristic transformation for the steady and sustainable development of small towns in China.
