Disaster Prevention and Mitigation Practice in small towns shows that Comprehensive and in-depth disaster prevention and mitigation behavior is an important way to reduce disaster losses, At the same time, the Disaster Prevention and Mitigation of small towns is to ensure the steady development of agriculture, to meet the objective requirements of social reproduction and human survival needs. Because of this, Disaster prevention and reduction of small towns will become the only way for the sustainable development of society. This article is intended to improve Disaster Prevention and Mitigation System of small towns by new planning ideas.

Regional comprehensive disaster prevention and mitigation planning is to evaluate the disaster risk and disaster resistance capability of a region based on the investigation and prediction of existed or potential disasters in this region, and after that the planning will construct a comprehensive defense system to avoid or reduce the economic loss of disaster and improve the disaster prevention capability. Tanghai County comprehensive disaster prevention and mitigation planning evaluates disaster resistance of all units of county and disaster mitigation of disaster-prevention projects, and it emphasizes on comprehensive disaster prevention and mitigation planning in key regions. This planning will improve the disaster prevention capability of local government, reduces disaster risk and ensures the sustainable development of economic and environment for that county.

In recent years, the construction of small towns in China has faced many challenges, hindering the sustainable development of small towns. This paper proposes that the traditional development model of small towns no longer meets the current demands, and it urgently needs updating. In the past two years, there has been an increase in the construction of characteristic small towns in China. This is a good beginning for the transformation development of small towns and would bring new opportunities. However, some problems have developed. One example is the emergence of the “blind town”, which means the governors cultivate a featured town blindly without objectively considering the reality of that area. These decisions have a negative impact on the future sustainable development of small towns. Therefore, the governors need to consider the basic conditions of the area, perform a scientific assessment, and present a clear cultivation strategy. This paper presents a preliminary scientific method for the characteristic development mode of small towns with “explore characteristic–evaluate characteristic–nurture characteristic” as the main line, which would be conducive to the characteristic transformation for the steady and sustainable development of small towns in China.

This article presents methodology of land use change assessment in the context of sustainable development and the results of its application based on the transformations that occurred in individual areas of Europe in the years 2012–2018. This method is based on data from the CORINE (CO-oRdination of INformation on Environment) Land Cover program) and local government units presenting the degree of urbanization (DEGURBA). The transformations taking place in space were evaluated and reduced to economic, social, and environmental dimensions. We then analyzed the results in terms of space (covering almost all of Europe) and in terms of division (large cities, small towns, suburbs, and rural areas). Results indicate that development of the economic dimension most often takes place at the expense of natural resources. It was also determined that the higher the population density, the greater the sustainable development differentiation level in the analyzed dimensions, of which the social dimension was characterized by the lowest differentiation and the economic dimension was highest. The development of rural areas was found to be less sustainable than large urban centers. Interpretation of the results also leads to the conclusion that areas of Europe are very diverse in terms of sustainable development. However, the method itself, despite the imperfections observed by the authors, may be used in further or similar studies.

The need to move on the path of sustainable development is actively discussed in academic and government circles for four decades. During this time the own national concepts and methods of evaluating of the sustainability were created, both in developed and developing countries. In some cases, the number of indicators was calculated by the hundreds. Government authorities began to pay attention to issues of analysis of the sustainability but the problem is that not all the developed techniques are suitable for the practical use due to lack of the sufficient statistical data used in the calculations. It is necessary to highlight the lack of a unified methodology for evaluation of the sustainability that makes it difficult to analyse both global and regional trends and the lack of a systematic approach to the techniques analysis. The concept of sustainable development and its dimensions (economic, ecological and social) are considered in the article. Approaches to evaluating sustainable urban development, particularly at the national level are analysed. The performance indicators, indexes structures of economic, environmental and social dimensions are proposed. Based on the initial data, integral index and the degree of harmonization of sustainable development of ten small towns of Lviv region were calculated. For Ukraine, restoring and ensuring the sustainable growth of the national economy through the involvement of, first and foremost, internal factors become extremely important. Therefore, finding out the causes of unsustainable economic growth is an important task of economic science. It is shown that Ukraine’s economy entered a phase of unsustainable growth due to exhaustion of the potential of restorative growth, reduction of the flow of export earnings and foreign capital and increase of external debt. The nature of recessions and upsurges in various economic models is researched. It is found that the national economy is in a state of prolonged recession replaced by minor upsurges, which gives rise to the illusion of overcoming the crisis. It is proved that for Ukraine’s economy there persists a threat to remain in the parameters of stagnation and small growth. The nature of transformation cycle, which includes two phases, is disclosed. Such a cycle determines the boundaries of transition period. The completion of recession and the transition to a stage of sustainable growth are possible only when the mechanism of the capitalist reproductive cycle of industrial capital is launched. It is concluded that the industrial cycle is an immanent form of development of new equipment and technology in a market economy. It is acknowledged that during the years of market transformation, the contradictions inherent in the transition period are not solved. These unresolved contradictions have become essential features of the existing model of capitalism in Ukraine, which give it a specifically historical identity. It is noted that the deep causes of the crisis of the Ukrainian model are embodied in the system of social reproduction of industrial capital, which, under conditions of market mechanisms, caused a sharp contraction of manufacturing industries and expansion of the raw material sectors. The proposition is justified that a way out of current problems and transition to the sustainable development trajectory are possible on the basis of a new model that would combine market and state-regulated principles. The necessity to develop the comprehensive plan for updating the material and technological structure of the national economy is substantiated.

Education management of life skills to cope with climate change and calamity disaster prevention for the sustainable development of ethnic minority students at ethnic minorities boarding high schools in the Northwestern region is conducted mainly through integrating the content of life skills education in response to climate change and preventing natural disasters for ethnic minority students into teaching basic subjects, through extra-curricular educational activities, through Extracurricular activities, labor and collective activities. Education on life skills to respond to climate change and disaster prevention for the sustainable development of ethnic minority students in recent years has just stopped at the implementation of the documents of Ministry of Education and Training (MOET), Departments of Education and Training (DOET). Some ethnic minority boarding high schools have not been proactive in developing a plan to implement the task of educating life skills to cope with climate change and prevent natural disasters for the sustainable development of ethnic minorities students, not well directed education forces in schools and diverse forms of life skills education to respond to climate change and disaster prevention for the sustainable development of ethnic minorities students. Through the in-depth analysis of research results in the period of 2013-2019, the author of this paper has presented a system of effective management solutions for education of life skills to cope with climate change and avoid natural disasters for the sustainable development of ethnic minority students in ethnic minorities boarding high schools in the Northwest region in the current period.

We can make energy-saving plan through application of scientific and reasonable planning techniques of siting, layout, and renewable energy. We can construct energy-saving residential district under the guidance of plan. The popularity of this energy-saving plan mode will contribute a lot to the sustainable development and improvement of environment.
