This paper builds a competitiveness index system for airlines, utilize the thought way of Extenics and AHP, apply matter-element model into the competitiveness of airlines and conduct evaluation and analysis on the competitiveness level of sixteen domestic and foreign airlines which are relatively good. This approach reflects the competitive rating, advantages and disadvantages of airlines’ competitiveness within the evaluation range. Through the evaluation analysis, this paper shows that the competitiveness level of China's four major airlines is in a middle place compared with the competitive level of United States, Europe and other developed countries and needs to be further enhanced through improving management and other measures

In view of the current situation that lacking of the guidance method on evaluation emergency ability for construction enterprises,This article uses the extension matter-element model to evaluate construction enterprise accident emergency ability. According to the time node characteristics of accident emergency ability,Using AHP for constructing the evaluation index system of accident emergency abilities of construction enterprises and determining the weight coefficient of each index ,Using extension theory to establish the evaluation model of construction enterprise emergency ability,and taking an example conducted evaluation and determined the accident emergency ability grade.

Relevance of the selected topic is justified by the importance of the institution of liability for the current tax systems, since taxpayers are not always willing to voluntarily part with their earnings. Drawing on the experience of the developed countries can be valuable in determining advantages and disadvantages of the models of the institution of liability for violations of tax legislation, with future consideration in reforming the corresponding sphere of social relations in Russia. The goal of this work consists in examination of peculiarities of the institution of liability for violation of tax legislation in the United States, jurisdiction with one of the most effective tax systems in the world. For achieving the set goal, the author sets a number of scientific tasks, among which is consideration of the types of liability for violation of tax legislation in the United States and questions of their demarcation, as well as the forms of penalties for violating tax legislation. The following conclusions were made: 1) liability for violation of tax legislation in the United States can be either criminal or civil; 2) both types of liability are established in the same legislative act – the Internal Revenue Code; 3) demarcation of liability is rather conditional, depending on the type of offence, severity of penalties for its commission, as well as procedure of implementation of liability; 4) civil liability for violation of tax legislation in the United States has no parallels with the Russian law, and essentially incorporates the features of administrative and civil liability; 5) since in the United States law, civil penalties can have restorative justice nature, a person can be subject to both administrative and criminal liability for the same offence.

A TOPSIS evaluation index system of entropy weight of enterprise internal control quality based on fuzzy matter-element model was established to master the enterprise internal control quality comprehensively and analyze its influences on enterprise innovation performance accurately. Firstly, a composite fuzzy matter-element model was established based on the fuzzy matter-element theory. Secondly, weights of evaluation indexes were determined by the entropy weight method. Thirdly, the concept of relative closeness was developed by comparison with positive and negative ideal indexes. Finally, the internal control quality levels of 781 listed companies in Chin were measured by TOPSIS method. Results show that: weights of five level-1 indexes for enterprise internal control quality evaluation are different. Specifically, weights of Law & Regulation, Operation and Strategy are higher than those of Financial Statements and Assets Safety. In the level-2 index system, weights of “major litigation and arbitration cases”, “turnover of total assets” and “Tobin’s Q” occupy 66% of total weights. Listed companies which occupy the top10 position in term of internal control quality mainly belong to industries requiring strict monitoring and control over safety production. Enterprise internal control quality differs significantly among different industries. Research conclusions can provide methods and practical references to evaluate internal control quality of Chinese enterprises.

To solve the existing fuzziness in the grading of stability evaluation of geocell protected slope and inconsistent between evaluation result by single index and the fact, this paper establishes index system of the stability evaluation of geocell protection of slope and propose a method. First, two-grade Fuzzy Matter-element Model is established based on the index system. Second, factor weights of evaluation index are calculated by AHP. Finally, the grade of the stability of geocell protection of slope is obtained based on Correlation Degree. Analysis results show that based on comprehensive consideration of subjective factors and objective factors, this method is effective and agrees well with engineering practical.

Abstract With the increasing complexity of power system grid structure and development environment, the dimensions and factors that need to be considered in the power grid statu analysis also become complex. It is necessary to judge the aspects of power grid that need to be improved through the analysis results. This paper constructs an evaluation index system of power grid, including safety reliability, operation efficiency, operation margin of power grid, power grid structure and equipment level. Based on the index system, an evaluation model combining matter-element model and entropy weight method is proposed. Matter element model can not only quantitatively judge the development level of power grid, but also find out the weakness of power grid and put forward the direction of its improvement. Finally, a case study is proposed to show that the matter element model analysis in power grid comprehensive evaluation is feasible and has a good evaluation accuracy.

Subject. In the twentieth century, the most developed countries formed a permanent military economy represented by military-industrial complexes, which began to perform almost a system-forming role in national economies, acting as the basis for ensuring national security, and being an independent military and political force. The United States is pursuing a pronounced militaristic policy, has almost begun to unleash a new "cold war" against Russia and to unwind the arms race, on the one hand, trying to exhaust the enemy's economy, on the other hand, to reindustrialize its own economy, relying on the military-industrial complex. Objectives. We examine the evolution, main features and operational distinctions of the military-industrial complex of the United States and that of the Russian Federation, revealing sources of their military-technological and military-economic advancement in comparison with other countries. Methods. The study uses military-economic analysis, scientific and methodological apparatus of modern institutionalism. Results. Regulating the national economy and constant monitoring of budget financing contribute to the rise of military production, especially in the context of austerity and crisis phenomena, which, in particular, justifies the irrelevance of institutionalists' conclusions about increasing transaction costs and intensifying centralization in the industrial production management with respect to to the military-industrial complex. Conclusions. Proving to be much more efficient, the domestic military-industrial complex, without having such access to finance as the U.S. military monopolies, should certainly evolve and progress, strengthening the coordination, manageability, planning, maximum cost reduction, increasing labor productivity, and implementing an internal quality system with the active involvement of the State and its resources.

Abstract More than 200,000 people in the United States annually undergo knee replacement as a means of diminishing pain and stiffness and restoring mobility, and the number is expected to increase with further advancements in joint replacement procedures [Duke, 1999]. Total knee replacement is performed on people with severe degenerative joint disorder such as osteoarthritis in which the articular surfaces of the knee deteriorate, leading to severe pain, limitation or loss of function and/or deformity of the joint.
