Industrial circular economy is based on industry chain and realized through the coordination of upstream and downstream, with the purpose of comprehensive utilization of coal and other byproducts. This paper analyzes the circular economy development mode from the perspective of industry (industrial cycle economy), with Shenhua Ningxia Coal Industry Group as an example, which constructs Ningdong coal base mainly based on coal industrial circular economy. Its experiences provide certain reference for coal industry and other interrelated industries.

The coal-dominated energy structure in China will not be changed for a long period of time due to the resource situation. The Chinese government officially released the first "Coal Industry Policy” on November 29, 2007, which made ​​it clear that 13 large coal bases would be constructed in China, and circular economy and resource comprehensive utilization would be priority developed. Therefore, environmental protection guide for developing circular economy in energy (coal) chemical industry base should be established to ensure the development of circular economy, protect the consumption of resource and energy, reduce emission of pollutants, and guide the development of energy (coal) chemical industry base. Based on the results of the present study, the article describes the methodology, framework, technical infrastructure and basic content of the “Environmental Protection Guide for Developing Circular Economy in Energy (coal) Chemical Industry Base”.

The low carbon economy is the basic way to realize the sustainable development. At present, the comprehensive utilization of coal resources is the important content to promote the low carbon economy development. This paper analyzes the external conditions of coal resources comprehensive utilization. First, the economy development needs a large quantity of coal in China, and the coal-dominant energy consumption pattern will not change in the short term. Second, there is a certain delay in adjusting the industrial structure. Third, the sunk cost is higher in the transformation of coal industry. The paper believes that comprehensive utilization of coal resources is the important segment to promote the development of China's low carbon economy under the restriction of the objective conditions.

This paper analysis and deals with these problems by using wastes comprehensive utilization model based on circular economy theory and provide suggestions on ways to improve the utilization efficiency of resources, energy and waste, give an optimization process designed as well as resource processing depth by empirical research.

As the effective and efficient means of resources utilization, biomass energy has become a very valuable and reliable source of alternative energy in China, especially for remote areas and countryside. First, in order to facilitate the development of biogas applications and promote the economic, social and ecological benefits from comprehensive utilization of biogas in rural areas in Urumqi (Capital of Xinjiang Uygur Autonomous Region, XUAR), the biogas potential was estimated, the biogas engineering construction and biogas comprehensive utilization were evaluated, and the existing problems of biogas development were analyzed, in this study. Second, countermeasures and recommendations were proposed in trying to resolved existing problems, based on international practical experience. And, according to local climatic situation and regional characteristics in Urumqi, ecological agriculture was proposed in this study as the development mode for the rural areas in Urumqi, based on the development of biogas technologies and international practical experience.

At present, the circular economy of China's coal industry achieved remarkable results, but there are many problems: extensive coal mining and utilization, corporate tax burden heavier, lack of funds of the circular economy development, the policies of the circular economy development absence. The main reasons for these problems are: lack of funds of circular economy development of coal industry, lack of professionals of circular economy development of coal industry, lack of technical support of circular economy development of coal industry, absence and not in place of policy of circular economy development of coal industry, industry and local protective effects of restricting the development of circular economy, industry regulations and standards are not perfect. To solve these problems, China should improve Industrial policy, vigorously promote technological innovation of the coal industry, should improve the tax policy, the investment budget policy and the government procurement policy.

Coal gangue is a kind of solid waste which is discharged from coal mining and coal washing. Dumped gangues do not only take a large land occupation but also pollute air and water. Treatment and utilizing of coal gangues has become the major issue for the coal industry to resolve. As major experimental material in this study, the coal gangue from Dawukou, Shizuishan, Ningxia province, China had been analyzed to have high-alumina content, and it could been used as alumina constituent for the preparation of sulphoaluminate cement. In this paper, alite-sulphoaluminate cements were prepared at 1330°C using coal gangue, limestone and gypsum as major main materials, fluorite and barite as minor materials. The result shows that major clinker minerals of the cement are sulphoaluminate, alite and belite, while major hydrate is ettringite, compressive strength of the cement is 48.9MPa after 7d. These experiments provide a new method of coal gangue comprehensive utilization.

The article introduces the detailed standard and existing obstacles in classifying municipal living waste in China, and analyzes the industry chain of recycling municipal living waste. Then the article proposes the measures for promoting detailed classification, which is significant to efficient disposal and utilization for municipal living waste, as well as circular economy.
