Post-Earthquake Damage Assessment Process and Problems in Turkey – A Case Study in Van Province

This paper presents the current post-earthquake damage assessment procedure in Turkey, and is based on the authors experience in the province of Van after the earthquakes in late 2011. The damage assessments were conducted mainly by the state with the collaboration of the Chamber of Architects in Turkey. It is aimed at explaining how the damage surveys are conducted and what problems occurred during and after the completion of the assessments. The differences and similarities between other countries post-earthquake damage assessment practices are also examined by comparing them and giving some examples.

In the wake of recent strong earthquakes in Croatia, there is a need for a detailed and more comprehensive post-earthquake damage assessment. Given that masonry structures are highly vulnerable to horizontal actions caused by earthquakes and a majority of the Croatian building stock is made of masonry, this field is particularly important for Croatia. In this paper, a complete assessment of an educational building in Zagreb Lower Town is reported. An extensive program of visual inspection and geometrical surveys has been planned and performed. Additionally, an in situ shear strength test is presented. After extensive fieldwork, collected data and results were input in 3Muri software for structural modeling. Moreover, a non-linear static (pushover) analysis was performed to individuate the possible failure mechanisms and to compare real-life damage to software results.

This issue describes the Assessment 360° process, which takes a panoramic approach to the language assessment process with school-age English Language Learners (ELLs). The Assessment 360° process guides clinicians to obtain information from many sources when gathering information about the child and his or her family. To illustrate the process, a bilingual fourth grade student whose native language (L1) is Spanish and who has been referred for a comprehensive language evaluation is presented. This case study features the assessment issues typically encountered by speech-language pathologists and introduces assessment through a panoramic lens. Recommendations specific to the case study are presented along with clinical implications for assessment practices with culturally and linguistically diverse student populations.

Abstract. Recent studies have shown high resolution satellite imagery to be a powerful data source for post-earthquake damage assessment of buildings. Manual interpretation of these images, while being a reliable method for finding damaged buildings, is a subjective and time-consuming endeavor, rendering it unviable at times of emergency. The present research, proposes a new state-of-the-art method for automatic damage assessment of buildings using high resolution satellite imagery. In this method, at the first step a set of pre-processing algorithms are performed on the images. Then, extracting a candidate building from both pre- and post-event images, the intact roof part after an earthquake is found. Afterwards, by considering the shape and other structural properties of this roof part with its pre-event condition in a fuzzy inference system, the rate of damage for each candidate building is estimated. The results obtained from evaluation of this algorithm using QuickBird images of the December 2003 Bam, Iran, earthquake prove the ability of this method for post-earthquake damage assessment of buildings.
