Management Development Needs in the South African Air Force: A comparative study of the perceptions of four cultural groups. The object of the study was to determine whether the perceptions of managers and supervisors from different cultural groups in the South African Air Force differ concerning their managerial skills, and to determine to what extent the perceptions of the superiors differ from those of their subordinates. A questionnaire of perceived management development needs was used to determine whether specific training needs exist. It was found that there are indeed statistically significant differences between the various cultural groups'perceptions of their management development needs and that training needs exist within all four cultural groups. Opsomming Die doel van die studie was om te bepaal of die persepsies van bestuurders en toesighouers mt verskillende kultuurgroepe in die Suid-Afrikaanse Lugmag, rakende hul bestuursvaardighede, onderling van mekaar verskil en om te bepaal in watter opsig die persepsies van bogeskiktes van die van hul ondergeskiktes verskil. nVraelys van waargenome bestuursontwikkelingsbehoeftes is gebruik om te bepaal of daar spesifieke opieidingsbehoeftes bestaan. Daar is bevind dat daar wel statistics beduidende verskille tussen die kultuurgroepe se persepsies van hul bestuursontwikkelingsbehoeftes bestaan en dat daar opieidingsbehoeftes by al vier groepe bestaan.

Western State Electricity Regulatory Commission (WSERC) a Government Regulatory Firm in India needed to enhance its human resource capabilities. It was grappling with employees who were either on contract or deputation, and were essentially temporary in nature. The younger staff was lacking in both technical and managerial skills and could not contribute to the organization’s functioning. The senior staff appeared unwilling to transfer their knowledge to the junior staff. In addition, there were various people-related challenges in terms of differences in working styles, hierarchical culture of the firm, conflict across levels and functions and preference to operate in silos. It was decided to address the people related challenges through training to create a climate of trust and sharing before initiating a mentoring intervention. It was decided to undertake customized training to address the unique context and challenges being faced by the firm; therefore, a training needs analysis (TNA) was carried out. Various tools such as the TNA questionnaire, visioning exercise, personal interviews and focused group discussions (FGD) were used to gather data to identify specific training needs of the firm. The case focuses on the process of initiating a TNA in a small firm and some of the associated challenges.

The aim of this study was to investigate the factorial validity and internal consistency of the Menon Scale for Psychological Empowerment, developed in the United States and Canada and tested in Australia and Greece, in the South African National Defence Force (SANDF). The 2231 participants in the study represented the gender and racial distribution of the military population. The South African data initially yielded a two-factor structure. A forced three-factor structure rendered acceptable alpha coefficients, but did not resemble the theoretically expected factors. The forced factor analyses were repeated for Africans, Asians and Coloureds, and Whites separately. Results for the first two groups kept the original structure, whereas the factor structure for the white participants resembled the theoretically hypothesised factors. The forced three-factor structures rendered very high internal consistencies for the total scale, but one factor for both the African and the Asian and Coloured groups showed unsatisfactory reliability, suggesting a single underlying empowerment factor. This was confirmed by high correlations between subscales. Menon’s model seemingly fits the South African data slightly better for the white participants than for their non-white counterparts. The scale thus needs to be revised for the different cultural groups.

Abstract Background: An increase in the prevalence of overweight and obesity has been reported globally amongst the general public as well as military populations around the world. No information about the prevalence of overweight and obesity as well as the lifestyle choices that influence the development is available for the South African military population. The aim of this study was too determine the prevalence of overweight and obesity at Air Force Base Bloemspruit in Bloemfontein, Free State, South Africa, as well as the dietary and lifestyle factors and physical activity which may play a role in the development thereof. Methods: A descriptive cross-sectional study was performed on active military personnel, by taking anthropometric measurements and collecting data using a self-administered questionnaire. Results: A high prevalence of overweight (38.6%) and obesity (36.1%) was identified in the study population. No significant associations were detected between lifestyle factors or physical activity and body mass index (BMI). The majority of participants (59.6%) consumed three meals per day. Meal frequency did not differ between different BMI categories, and no associations were found between meal frequency and being overweight or obese. Inadequate intakes of fruit and vegetables were observed. Conclusion: A high prevalence of overweight and obesity was observed in this study, which calls for urgent intervention. No associations were, however found between dietary and lifestyle factors and the presence of overweight and/or obesity. Further investigation is required to identify the causes of overweight and obesity and effective ways to address this health challenge.

The aim of this study was to determine the level of adherence of cultural groups to their stereotypical group orientations, i.e. White and Coloured officers tend to be more individualistic, whereas Black officers portray more collectivistic characteristics. Secondly, to determine if their cultural behavior and practices relate to their level of individual or collectivistic orientation. The Individualism- Collectivism Interpersonal Assessment Inventory (ICIAI) of Matsumoto (1992) and a self-constructed questionnaire to measure cultural practices, were administered to 88 undergraduate officer students of the South African Military Academy. The results indicated that no significant differences existed in the Individualism-Collectivism factor between the three groups studied. Only five of the twenty cultural activities (stereotypically associated with Individualism and Collectivism) correlated significantly with the Individualism- Collectivism factor. These findings, the implications thereof and suggestions for possible further research are discussed. Opsomming Die doel van hierdie studie was om die vlak van betrokkenheid van kultuurgroepe tov hul stereotipiese groepsorientasies te bepaal, met ander woorde Blanke en Kleurling offisiere is meer individualisties, waar Swart offisiere meer kollektiwisties in hul kulturele aktiwiteite is. Tweedens, om te bepaal of hulle kulturele gedrag in verband staan met hul individualistiese of kollektiwistiese oriëntasie. Die "Individualism-Collectivism Interpersonal Assessment Inventory" (ICIAI) van Matsomoto (1992) en ’n tweede vraelys, opgestel deur die skrywers om kulturele aktiwiteite te meet, is afgeneem tov 88 voorgraadse offissierstudente van die Suid Afrikaanse Militêre Akademie. Die resultate het aangedui dat daar geen statisties beduidende verskille bestaan tov die individualistiese en kollektiwistiese faktor van die drie kultuurgroepe nie. Net vyf van die twintig kulturele aktiwiteite, getoets deur die tweede vraelys, het ’n beduidende korrelasie met die individualistiese en kollektiwistiese telling getoon. Die resultate, die implikasies daarvan, asook voorstelle vir moontlike verdere navorsing word bespreek.

The efficiency and availability of financial services for the poor is a global problem, and has only recently started to attract attention in South Africa. This paper aims to examine the South African microfinance industry by comparing sector-related differences in the ranking of specific problems. Tests for the significance of differences (in the location of specific populations) indicate significant differences in perceptions regarding certain intra-industry segments within the microcredit industry. The recent arguments in favour of a single regulator imply that the financial industry as a whole (commercial and microlending sectors) is homogeneous in its priorities. However, the results in this paper suggest that there is no significant agreement between the priorities of the commercial and microlending industries.
