Objectives: Along with the exponentially-growing data produced and accumulated every day through mobile platforms, social networking services, the Internet, and other media, information is becoming increasingly important as a strategic resource. This report presents specific and clear directions and suggests empirical project plans regarding innovations in regional health information systems to promote the utilization of medical information.Methods: We reviewed and examined documents about global trends and examples of regional health information systems. The problems and solutions of health information utilization and regional health information systems in Korea were analyzed.Results: This study presented examples of the establishment of health information systems, problems in the use of local healthcare information, and an empirical project for improvement.Conclusions: The results of this study imply the need for long-term and systematic approaches for the use of medical information and the establishment of a local healthcare information system, along with implementation plans. As a first step, it is imperative to clarify the goal of building a medical information system, the information that must be provided to build the system, and the data that should be collected to provide such information, while moving away from the mentality of focusing on technology-oriented medical information services. In addition, it is necessary to consider information governance, data-based service development, and the medical innovation framework, which are ways to efficiently manage, utilize, and systemize the data to be collected.

Summary Objectives: To analyze utilization of sensor technology in telemonitoring and home care and to discuss concepts and challenges of sensor-enhanced regional health information systems (rHIS). Methods: The study is based upon experience in sensor-based telemedicine and rHIS projects, and on an analysis of HIS-related journal publications from 2003 to 2005 conducted in the context of publishing the IMIA Yearbook of Medical Informatics. Results: Health-related parameters that are subject to sensor-based measurement in home care and tele-monitoring are identified. Publications related to tele-monitoring, home care and smart houses are analyzed concerning scope and utilization of sensor technology. Current approaches for integrating sensor technology in rHIS based on a corresponding eHealth infrastructure are identified. Based on a coarse architecture of home care and telemonitoring systems ten challenges for sensor-enhanced rHIS are identified and discussed: integration of home and health telematic platforms towards a sensor-enhanced telematic platform, transmission rate guarantees, ad hoc connectivity, cascading data analysis, remote configuration, message and alert logistic, sophisticated user interfaces, unobtrusiveness, data safety and security, and electronic health record integration. Conclusions: Utilization of sensor technology in health care is an active field of research. Currently few research projects and standardization initiatives focus on general architectural considerations towards suitable telematic platforms for establishing sensor-enhanced rHIS. Further research finalized by corresponding standardization is needed. Part 2 of this paperwill present experiences with a research prototype for a sensor-enhanced rHIS telematic platform.

Digital radiovisiography is widely used X-ray technology in the dentistry practice for the diagnostics currently. The brief overview of the market of the digital radiovisiographs and related radiology information systems is given. High hardware and software prices are often combined with insufficient and low-quality support services. The Dr.Suni 1800 intraoral radiovisiograph installation problems due to the outdated software are described. The abilities of the open-source free software usage in the radiology diagnoses tasks are shown. The existing methodology of the Dr.Suni 1800 intraoral radiovisiograph and the OpenDental medical information system integration is improved. An updated step-by-step integration procedure is presented. The Windows 7 (32-bit edition) compatibility is confirmed.

The aim is to analyze the advantages of introducing medical information systems in the healthcare institution in order to improve work on the prevention of NCDs through the example of the State Institution of Science “Scientific and Practical Center of Preventive and Clinical Medicine” of the State Administrative Department (hereinafter referred to as SIS “SPC PCM” of the SAD). Materials and methods. The method of structural and logical analysis and the bibliosemantic method of research have been used in the work. The bibliosemantic method was used to examine the state of studying the problems of NCDs, modern medical information systems both in Ukraine and in the world, and the ways to solve them through the analysis of WHO data, sources of literature, and electronic resources. The method of structural and logical analysis made it possible to distinguish, to logically structure and to create links between the introduction of the unified medical information system and the results from working with patients with NCDs, established a modern analysis and information system for monitoring the health status of the population, created information and reference system to ensure the educational process on specific issues and approaches, including the prevention of NCDs, regulated a synthesis of the results, that ensured a library and patent and licensing work in the scientific institution. Research results and their discussion. The use of the unified medical information system in the healthcare institution is an effective way to disseminate, control, and make available the information, and also to ensure long-term communication between the patient and the doctor on issues related to the prevention of NCDs.

The health care system in Libya in recent years does not change significantly, less developed and modernized. This problem is further exacerbated by the revolution that occurred in Libya. The revolution that occurred in 2011 has caused the health care system into collapse. In this study conducted a review for the development of health information systems in Libya by using OpenMRS Framework.At the stage of gathering information using questionnaires concluded that the majority of respondents (about 95.35%) wanted the development of a new system that can resolve the main problems that occurred in Libya, the health information system ineffective and inefficient in which this system has led to wastage of time and increased operating costs. Based on analysis of system vulnerabilities using PIECES method could also be concluded that the current system is not used effectively and efficiently. In this study is also presented on how to implement OpenMRS.Based on the results of the discussion it can be concluded that OpenMRS is a solution that can be taken for the development of a health information system that is fast, low cost, and is an open source application that only requires a little setting in the system of patient management and care. OpenMRS can be implemented to support the health services of a small clinic to the health services with enterprise scale. Therefore, OpenMRS could be the answer to the development of health information systems in various countries around the world, including Libya.

In article questions of development of automated, integrated information systems and databases (DB), created by the authors to ensure that the information and intellectual support of organizations and management of clinical processes in a general hospital. Analyze the schema information and intellectual support for the main stages of activity of the doctor in the organization of clinical processes and proved the effectiveness of the transition to electronic document management and management of patient records. The techniques and steps in the process of designing a database of such systems. Presented data models based on relational principles and taking into account the peculiarities of information provision of medical care in a clinical hospital emergency medicine. Sanctified issues for creating a database implemented taking into account the specifics of health care regulations, standards and related problems of formalization and standardization of information, the problem of choice of database management systems (DBMS), including for medical applications, the issues of intellectualization of the database and the formation of a knowledge base. Showing crucial modeling domain – automation object articles in this case – the diagnostic and treatment process. The main requirements to the database integrated health information systems. Questions of formalization entered into the database of medical and other information, the solution of which the authors carried out through the creation of special electronic templates for all aspects of medical practice hospital. Being developed by leading medical specialists clinic, they do not only facilitate the design, but also remind us that we should find out, to ask to examine and help select the best tactics. This kind of technology is human-computer interaction – an element of the programming actions of the doctor. This option is the task of formalizing entered into the database of medical information used to provide a single standard of medical information, standardize the order of the information entered into the database. The results of the analysis of the effectiveness of the developed information system and performance of its database in the course of their use in the clinical setting. In particular, we studied the performance, response time and server load when working with different categories of users – doctors, nurses, administrators, and etc., which have shown the applicability of the developed health information system and its database to optimize the organization of clinical processes in the conditions of the experiment.

Summary Objectives: To identify success and failure factors in the design process of a regional health information system. Methods: A constructive evaluation study including interviews, observations, usability study and document analysis. Results: Modelling was found to be a key element for the successful implementation of a health information system. The developed service chain model helped to define use cases and to implement seamless service chains. User participation in the design process was a success factor resulting in good user acceptance and signs of positive impacts on work practices. Evaluation study also helped system developers to guide the system’s further development. An important failure factor identified was the lack of semantic interoperability of the system components. Conclusions: The results emphasize the socio-technical nature of health information systems. The starting point for development should be thorough insight into the health care work practices where the information systems are to be used. Successful system design should start from modelling of work processes, data and information flows and definition of concepts and their relations. Health informatics as a scientific discipline provides theories and models for the design and development process.

Introduction: One of the well-known problems related to the information quality is the information incompleteness in health information systems. The purpose of this study was to investigate the completeness rate of patients’ information recorded in the hospital information system, sending information from which to Iranian electronic health record system (SEPAS) seemed to be unsuccessful.Methods: This study was conducted in six hospitals associated with Kerman University of Medical Sciences (KUMS) in Iran. In this study, 882 records which had failed to be sent from three hospital information systems to SEPAS were reviewed and the data were collected using a checklist. Data were analyzed using the descriptive and inferential statistics with SPSS.18.Results: A total of 18758 demographic and clinical information elements were examined. The rate of completeness was 55%. The highest completeness rate of demographic information was related to name, surname, gender, nationality, date of birth, father's name, marital status, place of residence, telephone number (79-100%), and in clinical information it was related to the final diagnosis (74%). The completeness rate of some information elements was significantly different among the hospitals (p <0.05). The completeness rate of information communicated to the Iranian national electronic health record was at a moderate level.Conclusion: This study showed that completeness rate is different among hospitals using the same hospital information system. The results of this study can help the health policymakers and developers of the national electronic health record in developing countries to improve completeness rate and also information quality in health information systems.
