Tackling Boko Haram insurgency through intelligent reporting system

Insurgency has bedeviled our national economy and human peaceful existence in Nigeria. Boko Haram insurgency can be rated as the most deadly terrorist in the history of Nigeria. Federal government of Nigeria has employed series of strategies and has invested many resources to curb this insurgency to no avail. The inability of the armed forces to curb the insurgency may be attributed to lack intelligent reporting system that will enhance their performances. This paper therefore focuses on providing an effective way of producing intelligent report. This is achieved by designing an internet based mobile application that runon Android platform which makes it easier to report cases of insurgency in Nigeria through chat room with the option of uploading concrete evidence such as images or video. Various methods such as observation, interview and different kind of literatures were used for data collection. A free text data collection system has been developed at the University of Illinois utilizing single word, syntax free dictionary lookup to process data for retrieval. The source document for the system is the Surgical Pathology Request and Report form. To date 12,653 documents have been entered into the system.The free text data was used to create an IRS (Information Retrieval System) database. A program to interrogate this database has been developed to numerically coded operative procedures. A total of 16,519 procedures records were generated. One and nine tenths percent of the procedures could not be fitted into any procedures category; 6.1% could not be specifically coded, while 92% were coded into specific categories. A system of PL/1 programs has been developed to facilitate manual editing of these records, which can be performed in a reasonable length of time (1 week). This manual check reveals that these 92% were coded with precision = 0.931 and recall = 0.924. Correction of the readily correctable errors could improve these figures to precision = 0.977 and recall = 0.987. Syntax errors were relatively unimportant in the overall coding process, but did introduce significant error in some categories, such as when right-left-bilateral distinction was attempted.The coded file that has been constructed will be used as an input file to a gynecological disease/PAP smear correlation system. The outputs of this system will include retrospective information on the natural history of selected diseases and a patient log providing information to the clinician on patient follow-up.Thus a free text data collection system can be utilized to produce numerically coded files of reasonable accuracy. Further, these files can be used as a source of useful information both for the clinician and for the medical researcher.

The article analyzes the award documents of the head of the Special Department of all-Ukrainian CheKa E. G. Evdokimov as a source on the history of Red Terror in Crimea in 1920–1921 and in relation to the activities of Ukrainian CheKa officers. To date, these materials are the only known departmental evidence of the scale of the Crimean executions. In addition, of interest is the perception of these events by the commander-in-chief of all armed forces of Ukraine and Crimea M.V. Frunze, who left two resolutions on the documents.

This study aims to analyze the character values ​​in Sirah Nabawiyah Ar-Rahiq Al-Makhtum by Syafiyyurrahman al-Mubarakfuri, so that it is revealed how the character education of the Prophet Muhammad. and analyze its relevance to current educational goals. The research method used is library research, the type of research approach is deductive and the analysis method is content analysis. Data collection techniques used were library techniques. This research succeeded in proving that prophetic values ​​based on the history of the Prophet Muhammad have a strong relevance to the concept of contemporary character education. Prophetic values ​​loaded with character education in this era, especially related to religiosity, honesty, tolerance, discipline, hard work, creative, independent, democracy, curiosity, national spirit, love of the motherland, respect for achievement, friendship, love for peace , likes to read, care about the environment, care about social, and responsibility.

With the increase in the production of new machines, it was necessary to pay more attention to their repair and maintenance, expand research, create appropriate standards, and constantly update technical documentation. The pre-1953 repair laboratories were not powerful enough to solve the growing problems. In 1953, it was decided to establish The State Union Research Institute for the Repair and Operation of Tractors and Agricultural Machinery. (Research purpose) The research purpose is in describing the history of GOSNITI establishment, analyzing the tasks and results of the Institute's activities over the first decade. (Materials and methods) The article presents the base of the new Institute and its quantitative composition. The article describes the main objectives of the Institute and its activities. (Results and discussion) Work was carried out to create self-moving workshops for filling filters, electric brake stands, stands for testing fuel equipment, equipment for vibration contact surfacing. The calculations of the repair base for the regions were carried out. The article presents the list of works that were widely implemented in the national economy and the list of publications of technical documentation. GOSNITI was awarded the Order of the Red Banner of Labor by the decree of the Presidium of the Supreme Soviet of the USSR on May 25, 1967, for implementing the system and advanced technology for repairing cars. (Conclusions) The staff of the established Institute successfully completed the tasks set in the first decade.

The purpose of the article is to research the history of creation and formation of the Chancellery of Contract Affairs – the first supervisory and regulatory body in the field of public procurement in Russia. The early history of the Contracting Chancellery (1715–1717) can be traced in the context of the development of legislative and administrative regulation of public procurement during the reign of Peter the Great. The institution of public procurement itself, according to the author, is associated with the acquisition of distinct features of the modern state by Russia, which was manifested in the previous time. The immediate impetus for the development of the institution was the reform of the armed forces and the resulting mobilization efforts of the supreme power. The very content of the research predetermined the use of source-based and historical-legal methods. As a result of the study, the author states that the creation of a special body – the Chancellery of Contract Affairs, designed to take control of the situation under state contracts, turned out to be the right decision. The well-coordinated work of the Contracting Chancellery with the Senate, fiscal authorities and investigative bodies led to the creation of a number of important regulatory legal acts, almost ‘from scratch’ forming the legislative basis for the institution of public procurement functioning. The need for further work on the designated topic is noted.

Apart from an awareness of shameful treatment to some shell-shocked soldiers on active duty in the First World War, the subjects of military discipline in general and courts-martial in particular are unlikely to permeate the consciousness of the public at large or, indeed, the vast majority of criminal lawyers. This article explores some of the history of both, the current position in relation to courts-martial and the planned reforms under the Armed Forces Act 2006. That the Human Rights Act 1998 exposed some of the anomalities and worst practices of courts-martial is undeniable. It seems equally likely that the 1998 Act was at least a catalyst for the wholesale review and modernisation of military discipline carried out by the 2006 Act.
