I am delighted to welcome you to the eleventh volume of the Makerere Journal of Higher Education (MAJOHE). The two issues in the volume are being published at the same time, belatedly! However, it is a better volume, thanks to the insights (and energy) of the new additions to our management board and to the support of Mrs. Sioux Cumming (Programme Specialist at the International Network for Advancing Science and Policy [INASP]). Sioux’s support was given under the auspices of a training workshop on Improving Journal Publishing Practices and Standards hosted by the Uganda National Council of Science and Technology (UNCST) in August 2019. At the workshop, I decided that, on returning home, we would upgrade some features of MAJOHE to reach the gold standard. As it turned out, however, it would take us some time and significant work to get there, which is why I am very proud to announce that we are now there. Moreover, the volume is also quite diverse—with writing drawn from Botswana, Ethiopia, Ghana, Nigeria, Tanzania and Uganda and touching on teacher education, technology in higher education, university governance, student loan schemes, pedagogy, TVET, student services and marketization. I hope you find the volume a useful resource. As usual, the Board and I thank the authors for submitting their work and for working hard to revise it as advised; the reviewers for giving the authors constructive feedback; and African Journals Online (AJOL) for hosting the journal online.

The concept of governance has become ubiquitous since it is recognized as an important tool for improving quality in all aspects of higher education.In Morocco, few scientific articles have dealt with the subject of university governance. Therefore, we will present a general review of the evolution of governance through laws and reforms established by Moroccan Governments from 1975 to 2019. The purpose of the study is to detect the extent of the presence of university governance principles in these reforms.This study enriches the theoretical literature on the crisis of Moroccan university and opens the way to new empirical studies to better understand the perception of university governance concept in the Moroccan context and to improve the quality of higher education and subsequently the economic development of the country.The findings of this study show an increasing evolution of the presence of university governance principles in reforms and higher education laws.

This study examined the mechanisms employed to finance student loans in Tanzania and who benefits and how. The findings show that student loans are financed by the public exchequer. The number of students fromhigh-income families accessing these loans is disproportionate to their representation in Higher Education Institutions, while the share for middle and low-income students reflects their representation. There is also animbalance between male and female beneficiaries across programmes, notably in the Science, Technology, Engineering, and Math (STEM) disciplines. It is concluded that such disparities are the result of the fact thatthe student loan scheme seeks to satisfy a number of government policy objectives in relation to higher education beyond access and equity, and that means testing is not rigorously conducted. As práticas de formação que incentivam o desenvolvimento das habilidades afetivas em estudantes têm sido avaliadas no contexto de ensino a distância no Brasil. O estudo tem como objetivo apresentar práticas formativas e relacionais desenvolvidas no curso de Ciências Biológicas na modalidade a distância de uma universidade estadual no Ceará. É um estudo descritivo-reflexivo em forma de estudo de caso que discute experiências em andamento, sendo estas: Monitoria Acadêmica; Vida em Foco; Ciência na Escola e Musicalizando a Biologia. As atividades têm procurado desenvolver nos alunos o espírito de colaboração e da experiência de realidade em que, em um curto espaço de tempo, estarão inseridos. Acredita-se que, dessa forma, se permite um ensino mais crítico e reflexivo, no qual novas ferramentas são oportunizadas e que podem romper a hierarquia ainda persistente entre professores e alunos. Palavras-chave: Ensino; Atitude; Educação a distância; Educação superior; Tecnologia da educação.Beyond the Distance Education: Formation and Relational Practice in a Biological Sciences CourseAbstract Training practices that encourage the development of affective skills in students have been valued in the context of distance learning (DL) in Brazil. The study aims to provide formative and relational practices developed in the course of Biological Sciences in the distance mode of a state university in Ceara. It is descriptive-reflective research in the form of case study that discusses the following ongoing experiments: Academic Monitoring; Life in Focus; Science in School and Musicalizing Biology. The activities have sought to develop in students the spirit of collaboration and the experience of reality in which they, in a short time, will be placed. It is believed that  this way allows more critical and reflective teaching, in which new tools become available for DL that will break the persistent hierarchy between teachers and students.Keywords: Teaching; Attitude; Distance education; Higher education; Education technology.

The institutional framework of higher education in India consists of Universities and Colleges. As reported in 2019, India has 993 universities and 39,931 colleges. One of the key objectives of the Department is to increase the Gross Enrolment Ratio (GER) in higher education to 30% by 2020. Higher Education system in the country is governed by multiple agencies with University Grant Commission (UGC) as the apex body. The rule and regulations by these agencies makes the higher education system more complex. The various stakeholders in the regulatory framework in the country are State Governments, professional councils like University Grant Commission (UGC), All India Council for Technical Education (AICTE), National Council for Teacher Education (NCTE) etc. and five professional councils at the state level like Rehabilitation Council of India (RCI), State Educational and Research Council (SCERT) etc. This regulatory arrangement of higher education in India is very complex and disfunctional. Global Initiative for Academics Network (GIAN): The programme seeks to invite distinguished academicians, entrepreneurs, scientists, experts from premier institutions from across the world, to teach in the higher educational institutions in India.UGCs Learning Outcome-based Curriculum Framework (LOCF) in HEIs.by updating curriculum fromacademic year 2019-20.and adopting learner centric teaching learning processes bysuitable improvement in the pedagogy.

"The paper focuses on the aggregate data published by the National Council for Higher Education Financing regarding the research section of the quality indicators reported by Romanian public universities in 2019 and used for the allocation of the performance-based additional funding. The research section includes 4 indicators, which amount to 46% of the additional funding, i.e. to an average of about 10% of the total institutional funding from the public budget. The data are reported by the Romanian universities each odd year since 2015, and for the first time in 2020 national rankings for most indicators and some national averages have been made public. The data is extremely valuable for a diagnosis of the Romanian higher education system and for highlighting the performance of various universities. Therefore, the accuracy of these data is crucial. The authors of this paper acknowledge the efforts of the National Council for Higher Education Financing and of its staff provided by the Executive Unit for Financing Higher Education, Research, Development and Innovation to check the data reported by the universities, but also the limits of the current verification process. The paper uses statistical methods to identify outliers and investigates the rankings for a selection of fields of science, by using three among the four research indicators. Thus, it discusses some of the more blatant reporting anomalies which contradict the pre-existing conceptions regarding the comparative performance of universities. While the statistical findings do not support the suspicions of systematic attempts of over-reporting the research outcomes at university-level, they still outline several persisting errors. These errors highlight the need to strengthen the verification process, which will require additional resources; the authors suggest that enhanced transparency and organised cross-verification among universities can significantly improve the outcome, and help providing a significant set of reliable public data on the research performance of the Romanian universities."

The purpose of this activity is to motivate and inspire the DKI Jakarta Youth Organization through the theme of Entrepreneurship Development for the Jakarta Youth Organization. Participants in this activity were Binus Syahdan Campus Cleaning Service officers and Anggrek representing West Jakarta Youth Organization. This activity shows the enthusiasm of the participants because of their entrepreneurial development potential, because there are already several people who already have products, but are not optimal in their packaging and marketing, currently by optimizing social media networking alone. The results of this activity have several implications, including the following; First, the implications for planning and developing the training curriculum for MSMEs, Candidates for MSMEs and Communities and teaching materials for the EN001 Entrepreneurship course, with the collaboration method of lecturers, students and MSMEs in carrying out community service activities, by optimizing the implementation of the Entrepreneurship Student Activity Program (PKM-K) through Higher Education Grants in the Indonesian Student Business Competition Program (KBMI). Second, the implications for the education and training of lecturers by using an example method of direct practical application. Third, to inspire to increase cooperation with lecturers from different study programs, so that the output can make further proposals for funding other than the Binus grant. Fourth, the implications of choosing the right training / workshop method for participants and the community as well as increasing the synergy in the implementation of the Tridharma of Higher Education.
