The concluding chapter surveys the prospects for more democratic governance of national economies and more equitable outcomes in the global economy. The backdrop for the chapter is the marriage of shadow finance with the conservative governments that have achieved electoral success on the basis of popular dissatisfaction with the response of neoliberal governments to the global economic crisis. The conservative movement and its governments are incoherent and unwilling to address, even in terms of modest reform, the power of finance and its responsibility for inequality and crisis. Effective reform could emerge from the union of professional expertise, whose commitment to technocratic aspects of the neoliberal project may have weakened, with democratic social movements.

This study examines the determinants of the effectiveness of internal auditors at the Office of the Inspectorate of North Maluku. Specifically, this study tests; influence of professional expertise, quality of work, independence, perceived career path and top management influence of internal auditor on the effectiveness of internal audit. Analysis was conducted by using multiple regression analysis from 43 respondents. The results showed that; Professional expertise, quality of work, independence and career path affect the effectiveness of internal audit while top management support does not influence the effectiveness of internal audit.

Because culture affects the way people perceive human–nature relationships, it is acknowledged as a crucial component of sustainability. Israel has made efforts to involve cultural groups in education-for-sustainability (EfS). However, EfS within minorities still lags behind the dominant social majority. This study addressed incorporating EfS in the ultraorthodox sector (“ultraorthodoxing” EfS), focusing on a pioneering ultraorthodox municipality. In this interpretive study, interviews were conducted with nine stakeholders that hold key-positions regarding EfS policy-making. It explored how sustainability is introduced into ultraorthodox discourse and promoted in this community. Challenges to incorporating EfS include low environmentalism among the ultraorthodox and cultural–religious barriers. The findings indicate several directions of activity implemented by the Municipality to adapt EfS to ultraorthodox values and worldviews. The study suggests several principles for incorporating EfS in diverse cultural groups within multicultural societies (for example, allocating leaders from within the cultural group and developing their professional expertise, and establishing productive external–internal partnerships). Based on the findings, we suggest that implementing the particularistic approach within specific communities provides the means for empowering them, and is a necessary stage towards the participation of such cultural groups in pluralistic dialogue in wider society.

ResumeDet pædagogiske arbejde med børn og unge i fritidsinstitutionerne har de senere år politisk, økonomisk, kompetenceudviklingsmæssigt og forskningsmæssigt været nedprioriteret til trods for institutionernes samfundsmæssige rolle og betydning for børn og unge. Denne artikel diskuterer, hvilken betydning dette har for den faglige ekspertise på området. Gennem analyse af empiri indsamlet i forbindelse med et projekt vedrørende kompetenceudvikling på det fritidspædagogiske område, beskriver artiklen den faglige udvikling i praksis, hvilken viden henholdsvis pædagoger, ledere og organisationer fremhæver som essentiel, hvad dette kan være et udtryk for, og hvorfor netop denne viden sættes i tæt relation til drøftelser vedrørende pædagogisk ekspertise samt kvalitet i fritidsinstitutionerne. Med afsæt i analyser fra en gennemført undersøgelse er artiklens pointe, at pædagogisk kvalitet i fritidsinstitutionerne tager udgangspunkt i pædagogfaglig viden og situationsbunden kundskab om børne- og ungegruppers divergerende hverdagsliv, institutionsliv og interessefællesskaber. Abstract Pedagogical expertise and quality in leisure institutionsWithin the last few years social pedagogical work among children and young people in after school clubs and -centers have not been prioritized politically and economically, with regard to continuing education and when it comes to research despite the societal role and importance these institutions have for the development of children and young people. The article discusses the possible consequences this has had for professional expertise in the field through an analysis of empirical data collected in relation to the project: ‘development of professional courses to professionals working within the field of after school clubs and centres.’ The article takes the reader through a description of the field within the last few years to an analysis of the knowledge that pedagogues, leaders and various organizations evaluate as needed. We will point out that good quality must be found in the relation between knowledge on the one side and capable professionals on the other.

Public expertise is now becoming an important element of public administration within the concept of open government, allowing to develop strategic plans and programs for the state development. Without the use of network and global communications, it is impossible to organize the expertise with the participation of a large number of specialists. However, the existing network methods of public expertise are not effective, what indicates the relevance of technology study for the organization of public expertise. The purpose of the given article is to study the possibility of using collective intelligence technologies for the organization of public expertise. The research was initiated by the need to study the possibility of using public expertise in the activities of distributed situation centres, which are the basis of public administration. In this regard, a comparative analysis of public and professional expertise was carried out. Possibility of the transfer of the professional expert technology for public expertise was shown. It enables to apply the competence approach and the technologies of collective intelligence for public expertise. The substantiation of the convergence of public and professional expertise allowed to reveal the basic principles of the public expertise organization on the basis of collective intelligence technologies. Among such principles there are: the requirement of closeness of expert communities; participation of representatives of science and practice in the public expertise; competence approach; joint collaborative activities and constant mutual rating of experts. The formulated principles of the organization of public expertise are given in comparison with the use of crowdsourcing. At present, there is a certain disappointment in the use of network methods for the organization of public expertise due to the limited crowdsourcing technologies. The proposed approach to the use of collective intelligence technologies will change the attitude to public expertise as an effective and efficient management tool in the use of open government tools.

With the prevalence of online video-sharing platforms increasing in recent years, many people have started to create their own videos and upload them onto the Internet. In filmmaking, background music is also one of the major elements besides the footage. With matching background music, a video can not only convey information, but also immerse the viewers in the setting of a story. There is often not only one piece of background music, but several, which is why audio editing and music production software are required. However, music editing is a professional expertise, and it can be hard for amateur creators to compose ideal pieces for the video. At the same time, there are some online audio libraries and music archives for sharing audio/music samples. For beginners, one possible way to compose background music for a video is “arranging and integrating samples”, rather than making music from scratch. As a result, this leads to a problem. There might be some gaps between samples, in which we have to generate transitions to fill the gaps. In our research, we build a transformer-based model for generating a music transition to bridge two prepared music clips. We design and perform experiments to demonstrate that our results are promising. The results are also analysed by using a questionnaire to reveal a positive response from listeners, supporting that our generated transitions conform to background music.
