Over the years, industry clusters have been touted to have economic and strategic advantages and have been used to develop embryonic industries. The cluster development process/methodology generally has taken two distinct approaches: laissez-faire, or economic system-driven; or planned/sponsored, or driven by government policy and intent. This chapter looks at two biotech clusters that are representative of each of these methodologies—the San Francisco Bay Area (California, U.S.) cluster and the Hsinchu (Taiwan) cluster—to identify the evolution and success of these two methodologies. The chapter also identifies and discusses key success factors that impact the development and growth of business clusters.

Cluster development is prioritized in policy programmes as a means to facilitate regional growth and job creation. Triple Helix actors are often involved in so-called cluster initiatives – intermediary organizations having the objective of the development of a local or regional cluster. This paper maps out the ‘big five’ qualitative success factors in cluster initiative management: the idea; driving forces and commitment; activities; critical mass; and organization. The proposed framework enables the assessment of performance and sustainability over time, useful for both everyday management operations and policy programmes designed to support cluster initiatives.

Small and Medium Enterprises (SMEs) in Indonesia are very important not only for employment creation, but also as important sources of economic growth and foreign currencies generation through exports. Since the early 1980s, the Indonesian government has adopted SME development policy through a clustering approach. This paper reviews the existing empirical studies on development of SME clusters in Indonesia. This paper deals with two main questions. First, what are the critical success factors of development of an SME cluster. Second to what extent this policy has contributed to the dynamic of SME clusters in the country. The paper argues that in many cases, the development policy has not been so successful. In essence, most failures can be attributed to the fact that one or more critical factors for successful SME cluster development were either not existing or not addressed correctly. Neglecting cluster linkage to markets is one reason of the failure. Prerequisite for successful cluster development is the cluster's potential to access to growing market, either domestic or abroad.

A memorandum on the establishment of the Tourist Cluster «Teteriv» in the Zhytomyr Region was signed in 2019. The geoplanning of Teteriv Tourist Cluster is the first major aim of this article. It demonstrates the importance of identifying cluster with significant potential. The article is devoted to the systematizing the conditions and factors of Tourist Cluster "Teteriv". This article shows how the need for cluster policy can be assessed and how it is affected by the different characteristics and success factors of cluster. This article helps to understand what distinguishes a cluster from a random collection of organisations and competencies. In contrast to traditional, the cluster approach integrates different policies aiming at maximising the positive of tourism clusters. The objective of this approach is a strategic, holistic and sustainable investment of funds to secure prosperity, competitiveness and innovativeness of the region. Cluster has formed around specific recreational and tourist resources. Today, the determinants of successful cluster development can be influenced by policy to a substantial degree. Benefits for companies: рroximity to markets, the presence of input and equipment suppliers, supplies of specialised labour, the availability of infrastructure, the economies of scale in production, low transaction costs, superior access to information institutional support. benefits for regions: better regional organisation capacity, increased attractiveness of the regional labour market, strengthening regional key sectors, improved business environment, better assets in locational competition, attracting foreign direct investment. The practice of tourism business shows that it is in the conditions of the development of enterprises cluster systems that will be able to form unique competencies, optimally use the resource potential and strategic opportunities, and obtain synergistic and multiplicative economic benefits. Finally, article provides an overview on the measures for cluster development according to the nature and needs of cluster. Cluster policies can trigger positive developments but they do also inherit risks. The system of strengths and weaknesses, opportunities and threats to the development of the Tourist Cluster "Teteriv" is formed as a result of the application of SWOT- analysis.

Members of the Civil Air Navigation Services Organisation have committed themselves to measure and improve safety culture within their organizations by 2013 ( CANSO, 2010 ). This paper attempts to offer support to air navigation service providers that have already implemented a standardized safety culture survey approach, in the process of transforming their safety culture based on existing survey results. First, an overview of the state of the art with respect to safety culture is presented. Then the application of the CANSO safety culture model from theory into practice is demonstrated based on four selected case studies. Finally, a summary of practical examples for driving safety culture change is provided, and critical success factors supporting the safety culture transformation process are discussed.

This study aims to identify the dominant factors of the successful implementation of benchmarking on the performance of contracting companies and test the significance of the application of benchmarking on the performance of contracting companies. The research sample was saturated samples of 65 qualified contractor companies. The method and type of research used were correlational methods of multiple regression analysis using SPPS. The results of the study concluded that 1.Benchmarking significantly influences the performance of contracting companies in the Blitar City DPUPR; 1. The ranking of success factors for the Blitar City contractor companies in the process of implementing benchmarking (1) planning, (2) data collection, (3) acception and action and (4) analysis; 2.Benchmarking has proven to significantly improve company performance as measured by increasing (1) Corporate Finance (2) Company productivity, (3) DPUPR Consumer Satisfaction, (4) Community Satisfaction, (5) Quality of the company's construction technical personnel, (6) Satisfaction employee work, (7) Project acquisition rate in one year, (8) Effective completion of construction work, (9) Construction product quality.
