Over the last 25 years, the potential benefits of sharing and reusing geographic information for national development programs have led many countries to establish their own national spatial data infrastructure (NSDI). Indonesia is among the early adopters; however, despite its early introduction of NSDI concepts, the implementation has encountered some difficulties. The main objective of this study is to understand the evolution of NSDI development in Indonesia and then develop strategic directions for future implementation. We first characterized periods of current NSDI development based on the use of technology and identified problems that have occurred. To understand the problems’ causes, we conducted a stakeholder analysis utilizing questionnaire surveys. In addition, we analyzed cost components allocated for NSDI operation. The results showed that stakeholders’ low participation was caused by insufficient technological, financial, and human resources to manage geographic information. Subsequently, a strengths-weaknesses-opportunities-threats analysis was conducted to determine proposed directions of the institutional and technical aspects. This research provides the framework for analyzing NSDI evolution in one country—Indonesia. The proposed directions can be applied in other countries to ensure effective NSDI development and implementation.

Stakeholders involvement in infrastructure development c.q. Light Rail Transit (LRT) has a significant role since they affect the success of infrastructure management. This paper is primarily aimed to identify key stakeholders and responses that need to be applied to them. On the initial stage, a list of stakeholders was developed using research strategies such as case study and literature review. Sources were then chosen with certain criteria. They were assigned to score each stakeholder on the list. A stakeholder analysis was conducted to obtain a list of key stakeholders that have a significant impact on Jakarta’s LRT.

The subject of the study is the stakeholder management processes of the project. The components of the content of infrastructure development and construction projects, in particular the interests of stakeholders, are considered. The purpose of the work is to develop new models and tools for infrastructure development and construction projects. The following tasks are solved in the article: the creation of a model of a dynamic stakeholder map according to the stages of the project lifecycle; normalization of the created model into the old link of stakeholders; creation of graphical visualization of the model of management of stakeholders; developing a quantitative assessment of stakeholder management success. Research methods: PMBOOK methodology for stakeholder management according to matrix models, system models. The following results were obtained: the models and methods of stakeholder management were analyzed in modern infrastructure development and construction projects; the model of a dynamic map of interested parties was developed, the created model is formalized in a matrix of interrelations and qualitative characteristics, the plan of management of stakeholders in the form of a system cube is visualized; the quantitative assessment of stakeholder management success is proposed according to the models received. Conclusions: The directions for the development of the infrastructure projects industry are described and the main differences and features are explained. A stakeholder analysis of the project allowed them to form their composition regarding the stages of the project life cycle. A tool is proposed to analyze the current state of affairs in stakeholder management and to determine whether the project situation meets its objectives. Models have been created to evaluate the stakeholder tools and determine the correctness of the adopted project management team strategy. Proper use of the developed models will accurately and confidently determine the effectiveness of the stakeholder management strategy and correct their work on time. Practical application of the problems described will help to optimize and improve the communication management processes in the project and stakeholder management.

The article examines the institutional process in a regional economy connected with the infrastructure development. We use the neoinstitutional approach to study factors that influence the behavior of government and business in their interaction in the economy. We also use statistical methods to analyze the dynamics of socio-economic development indicators of the subjects of the Russian Federation as well as the results of measures to attract private investment into infrastructure, including the PPP. We chose the city of Moscow and the Yamalo-Nenets Autonomous District as two empirical case studies which differ in economic and geographic conditions, but both demonstrate success in attracting private investment and implementing infrastructure projects. Our conclusions are consistent with a theory that asserts the primacy of institutional environment in relation to project implementation. We make also some practical recommendations for the development of the institutional environment which are acceptable for all regions solving similar problems of infrastructure development.

Where people have got to dive headlong in village development, especially physical development he purposes of this research is to find how the participation of the community in the Rural infrastructure development program (PPIP), Ngranget Village, Dagangan District, Madiun Regency. The kind of research is qualitative descriptive. In research, this is the population is the number of household heads involved in the delivery rabat concrete development in Ngranget village which consisted of 95 KK. The majority of informants interviewed in this research was 12 people. Was used in the study data collection method that is Technical Documentation interviews and data available for analysis namely described the results of research or data with a form of what is he got writer whether it is the results of the interviews, or result in appreciating documentation then investigated and the studies of the issue and. The result that the community participation in development in the village of rabat concrete Ngranget mind (planning), low participation in the form of energy high, participation in the form of expertise, quite low in the form of goods low, the form of money and participation is very low.

The main principle of the strategy for the complex improvement of the functioning of northern cities in winter, including their infrastructure development, is a comprehensive solution of the problem of industrial-scale snow-mass collection, removal and utilization at different areas of urban roadway networks. For its implementation in the capital of Russia, “MosvodokanalNIIproject” JSC developed in 2002 the Snow Removal Master Plan for the city of Moscow. The meteorological conditions in the city, which have changed considerably in the recent years, including the changes in the snow-cover depth and in the road-surface areas to be cleaned, as well as emerging of new technologies for the cleaning of urban streets, yards and sidewalks and some new types of deicing agents, resulted in the necessity to update the above-mentioned Snow Removal Master Plan developed for the city of Moscow. Efficient application of deicing agents is of special importance for its updating in the context of the environmental safety of the city in a winter period. The article considers the results of the implementation of the updated Snow Removal Master Plan and contains some proposals concerning snow removal under the conditions of extreme snowfalls.

Introduction. The organization of transport links and the bridge building in cities located on the banks of wide rivers has always been one of the most important tasks of the local administration. The study of the history of bridge building allows not only to trace the process of modernization of different regions of the country, but also to help in solving similar problems of our time. Nevertheless, the history of Russian bridge building is poorly studied. The purpose of the article is to determine the characteristics and features of the organization of bridge building in big cities of the European North of Russia as a way to solve one of the problems of urban infrastructure in the early XX century. Materials and Methods. The sources for this study are the documents of the State archive of the Arkhangelsk region, published documents on the history of Vologda, articles in the local periodicals of the early XX century. The analysis of the studied problem used a systematic approach, the method of economic analysis, historical and historical-comparative methods. Results and Discussion. The building of permanent bridges was a need for the development of Arkhangelsk and Vologda. In Vologda the two wooden bridges were built in the middle of XIX century on city funds and in the future these bridges were repaired or rebuilt. The Arkhangelsk city authorities did not hurry to solve a problem of city infrastructure by own efforts and a long time they used the floating bridge. The lack of experience in the building of large bridges and the desire to save money led to the rapid destruction of the first permanent bridge in Arkhangelsk. Conclusion. The Development of trade and industry in cities of the European North of Russia, such as Arkhangelsk and Vologda, led to the expansion of their territory and the emergence over time, the so-called third parts of the cities. Despite the comparable size of the population of the districts located across the river, the process of connecting them with bridges to the rest of the city went at different rates, which depended on the attitude of the local administration to the problem of urban infrastructure.
