How do we explain the vigorous debate about what American grand strategy should be? Most of the proponents are Realists, and this is particularly true for the alternatives of Restraint and Deep Engagement discussed here. These camps disagree not about whether the US is in decline, but in how secure it is, how tightly the world is interconnected, how much commitments can be kept within bounds, whether alliances and military ties are necessary to underpin a productive international economic system, and the links between foreign policy and domestic values. Few analysts in either camp are willing to acknowledge tradeoffs among the significant values they hold, which indicates that psychological processes as well as analytical differences are at work.

Contrary to conventional accounts, the United States did not immediately adopt a set of sweeping commitments to Europe after World War II. Instead, it pursued a buck-passing strategy until the early 1960s that sought to craft Western Europe into an independent pole of power capable of balancing the Soviet Union largely without the assistance of the United States, thereby facilitating the withdrawal of U.S. troops from the continent. Only under President John F. Kennedy did the United States adopt a balancing strategy, making permanent forward commitments to the defense of Europe. A new theory of liberal ideas and foreign policy explains this shift. “Negative liberals,” who see freedom in terms of opportunity and minimal state intervention, adopted a buck-passing strategy to pass the costs of foreign policy to other actors and minimize state intrusion at home. “Positive liberals,” who see freedom as the exercise of capabilities and often welcome state intervention, had no such compunctions. Starting with Kennedy, positive liberals welcomed firmer balancing commitments in part as a measure to protect the liberal regimes that had emerged in Western Europe after World War II.

In theory, grand strategies should benefit from a robust marketplace of foreign policy ideas, in which experts can critique and improve upon the status quo. There is growing evidence, however, that in practice this marketplace has shifted in ways that make the sustainable articulation of grand strategies more difficult. This chapter reviews these shifts and considers how they weaken the ability of foreign policy elites to influence grand strategy. The erosion of trust in expertise, increase in political polarization, and weakening of legislative interest in grand strategy have degraded the ability of experts to proffer new ideas and critique alternatives. These trends ensure that the lifespan of each grand strategy has been shortened, reducing their utility.

This chapter investigates the most ascendant ideas at work in America's rise to become a global power and then a superpower after the end of World War I. Segmenting US foreign policy since 1919 by “grand strategy” would seem to require grand simplification. Even those administrations commonly identified as practicing quintessential grand strategy appear more inchoate when approached from the protagonists’ perspectives at the time. To give one such example, the sequence of foreign policy innovations that the United States spearheaded from 1945 to 1949 were collectively possessed of considerable foresight. But they were also a series of strategies advocated by various actors at different times with motives that do not necessarily reduce to a mono-strategic essence. Even in regard to post-1945 US foreign policy, a period that has been sub-divided by many distinguished scholars, it is difficult to identify clearly demarcated grand strategies that provide overarching clarity. The chapter focuses on the ascendant ideas that have informed policymaking, shaped public discourse, forced other ideas into decline, and that can perhaps even be identified as “representative” of particular eras.

Why has U.S. grand strategy persisted since the end of the Cold War? Despite shocks such as the 2008 global financial crisis and the costs of the war in Iraq—circumstances that ought to have stimulated at least a revision—the United States remains committed to a grand strategy of “primacy.” It strives for military preponderance, dominance in key regions, the containment and reassurance of allies, nuclear counterproliferation, and the economic “Open Door.” The habitual ideas of the U.S. foreign policy establishment, or the “Blob,” make U.S. grand strategy hard to change. The United States' military and economic capabilities enable the U.S. government to pursue primacy, but the embedded assumptions of the Blob make primacy the seemingly natural choice. Thanks to the Blob's constraining power, alternative grand strategies based on restraint and retrenchment are hardly entertained, and debate is narrowed mostly into questions of execution and implementation. Two cases—the presidency of Bill Clinton and the first year of the presidency of Donald Trump—demonstrate this argument. In each case, candidates promising change were elected in fluid conditions that we would expect to stimulate a reevaluation of the United States' commitments. In each case, the Blob asserted itself successfully, at least on the grand strategic fundamentals. Change in grand strategy is possible, but it would require shocks large enough to shake the assumptions of the status quo and a president willing to be an agent of change and prepared to absorb the political costs of overhauling Washington's traditional design.

This article addresses how systemic stimuli and domestic constraints, specifically on the perception of foreign policy executives, influence Indonesia’s leadership decline in ASEAN under Joko Widodo’s first presidential term. Through the lens of neoclassical realism, it is concluded that Indonesia’s leadership decline in ASEAN is attributed to the changing geopolitical landscape of Asia, with the assertive rise of China and the need to find other models of grand strategies in facing the regional hegemon. Furthermore, there is a unified perception of the irrelevance of maintaining a leadership role in ASEAN, and how the foreign policy executives of the Indonesian President and the Indonesian Ministry of Foreign Affairs have concluded to this approach. Implementation of this research is the contribution to the foreign policy framework in facing certain systemic stimuli in the region of Asia, and to understand the role of a unified perspective among foreign policy executives to the actual output of foreign policy. This article contributes to the discourses of; (1) neoclassical realism, specifically on the role of systemic stimuli and elite perceptions as intervening variables in understanding alterations in foreign policy behavior, and (2) empirical analysis of Indonesia’s leadership role in ASEAN during the presidency of Joko Widodo.   Received: 16 August 2021 / Accepted: 25 October 2021 / Published: 3 January 2022

This chapter focuses on national security, a central concept in foreign policy analysis. A core objective of foreign policy is to achieve national security. However, there is a great deal of ambiguity about the meaning of the concept. Although the traditional meaning of national security is often associated with protecting the sovereignty, territorial integrity, and security of the nation state, this does not exhaust all of the possible meanings. The chapter examines some of the competing conceptions of national security, beginning with the three main assumptions of realism that together help to account for the primacy of national security: statism, survival, and self-help. It then considers the field of security studies before concluding with an assessment of the theoretical controversy about the meaning of national security and how it relates to three American grand strategies: neo-isolationism, liberal internationalism, and primacy.
