The article describes the process which took place before establishment of Shanghai Cooperation Оrganization. Under analysis are negotiations between USSR and China on the issue of border delimitation which resulted in strengthening of mutual trust and creation of control mechanism in the sphere of armaments. The said cooperation in the sphere of regional security can be considered as a model for establishment of the similar mechanism of mutual trust between two shores of Taiwan strait. SCO is a proper model because China is a side of bilateral talks and takes real part in working out confidence-building measures as a foundation of security cooperation. The usage of these measures in the relations between Taiwan and China could become a model for development of intraregional cooperation in the East Asia (Asia-Pacific region)

<p><strong>Abstrak</strong> – Kawasan Indo-Pasifik merupakan kawasan yang menjadi perhatian dunia saat ini, karena kekuatan di bidang politik, ekonomi dan militer dari negara-negara yang ada didalam kawasan tersebut. Permasalahan keamanan yang terjadi di kawasan tersebut menjadi perhatian dunia dan Indonesia merasa perlu berperan aktif dalam menciptakan perdamaian dan keamanan di kawasan. Oleh karena itu, melalui mantan Menteri Luar Negeri Marty Natalegawa, Indonesia mengajukan sebuah gagasan pembentukan Indo-Pacific Treaty of Friendship and Cooperation untuk menjaga keamanan kawasan. Artikel ini bermaksud mengetahui makna dan tujuan gagasan pembentukan traktat ini, serta prospek dan masalah dalam mewujudkannya. Di akhir penelitian ditemukan simpulan bahwa gagasan dan tujuan dari pembentukan Indo-Pacific Treaty ini adalah menciptakan mekanisme untuk mempromosikan cara damai dan saling percaya dengan tidak menggunakan cara pengerahan kekuatan militer dan tidak merugikan pihak-pihak lain di dalam kawasan. Walaupun untuk saat ini prospek mewujudkan gagasan ini masih kecil dikarenakan adanya sejumlah masalah yang menghadang, namun gagasan ini tetap dapat diwujudkan di masa depan dengan menggunakan strategi yang mendapat dukungan dari negara-negara lain di kawasan.</p><p><br /><strong>Kata Kunci</strong> : gagasan, indo-pacific treaty, prospek, masalah, keamanan kawasan, kerjasama keamanan</p><p><br /><em><strong>Abstract</strong></em> – Indo-Pacific region is an area of concern for the world today, because of the power in politics, economics and military of the countries that are in this region. Security problems that occur in this region become the attention of the world and Indonesia felt it necessary to play an active role in establishing peace and security in the region. Therefore, through the former Minister of Foreign Affairs Marty Natalegawa, Indonesia proposed the idea of establishment an Indo-Pacific Treaty of Friendship and Cooperation for maintaining regional security. This article intends to determine the meaning and purpose of the idea of this treaty, as well as the prospects and problems in realizing them. In conclusion, the idea and the purpose of the establishment of Indo-Pacific Treaty is to create mechanisms to promote peaceful means and mutual trust without deployment of military force and harming other parties in the region. Although for now the prospect of realizing this idea is still small due to a number of problems facing, but this idea can still be realized in the future by using a strategy that has the support of other countries in the region.</p><p><br /><em><strong>Keywords</strong></em>: idea, indo-pacific treaty, prospects, problems, regional security, security cooperation</p>

ABSTRAKAustralia setiap tahun mempunyai kebijakan bantuan luar negeri yang difokuskan pada kawasan Asia Pasifik. Untuk kawasan Pasifik Selatan, Australia memfokuskan pada negara-negara Melanesia seperti Papua Nugini, Solomon Islands, Fiji dan Vanuatu. Namun sejak tahun 2001, Australia meningkatkan bantuan finansial ke sebuah negara kecil bernama Nauru. Nauru terletak di kawasan Micronesia dan mempunyai ukuran yang sangat kecil. Dibandingkan dengan negara Pasifik Selatan lainnya, bantuan Australia ke Nauru cenderung terus meningkat. Fakta ini menimbulkan suatu pertanyaan, mengapa Australia meningkatkan bantuan finansialnya ke Nauru, khusunya sejak tahun 2001?Dalam menjawab pertanyaan di atas, penulis menggunakan teori motivasi bantuan luar negeri, kemanan regional, dan konsep pertahanan Australia, yaitu continental defence. Hasil dari penelitian ini adalah Australia meningkatkan bantuan finansial ke Nauru karena ingin menjaga keamanan regional. Nauru terancam menjadi negara gagal hingga dapat memberikan efek yang buruk terhadap keamanan regional Pasifik Selatan.   Kata Kunci : bantuan luar negeri, keamanan regional, negara gagal. ABSTRACTAustralia has foreign aid policy distributed to Asia Pacific region annually. Specifically for South Pacific region, Melanesian countries such as Papua New Guinea, Solomon Islands, Fiji and Vanuatu had always been main priorities. But since 2001, Australia increased its financial aid to Nauru, a small country located in Micronesia. Compared to other countries in South Pacific, Australia's financial aid to Nauru tends to increase. This fact raise a question about why Australia increased its financial aid to Nauru, especially since 2001?  To answer the question, the writer use foreign aid motivation theory, regional security, and Australia's defence concept, continental defence. The result of this research is, Australia increased its financial aid to Nauru because Australia want to maintain regional security. APEC has been established since 1989 with 21 member countries. The crucial questions are what are major works of APEC from 1994 to present time? What are APEC's current challenges? And, how APEC manages its hopes and responds to the challenges in order to reach its goals? This article argues that APEC is on the right track to attain the Bogor goals by pursuing trade liberalization in its member countries. There are several works which have been achieved by APEC, for example: its achievements for trade liberalization in goods and its support for facilitating foreign investment in the Asia-Pacific region. However, there are several challenges for APEC, such as the complexity of regional cooperation in South-East and East Asia and the social implications for vulnerable groups in developing countries within APEC as negative impacts of trade liberalization. Consequently, APEC should manage its hopes and responds challenges in order to meet its goals. APEC must adjust its hopes to be matched with the latest political and economic developments in the Asia-Pacific region. At the same time, South-East and East Asia become more integrated economic regions and apply an open regionalism for other countries from outside of these regions to engage with the developments in these regions. Overall, APEC must respond to crucial challenges (e.g. geo-politics and geo-economics) in the Asia-Pacific region which have changed overtime.

This organization, created to address issues of economic integration in the Asia-Pacific region, has gradually turned into the main platform for political negotiations, at which key issues of international security and international relations are discussed.
