The novelty of this research lies in its primary task: to study the adaptation process of American conservatism to a rapidly changing world. The article attempts to trace the formation process of a conservative socio-political strategy in the 1990s, through the analysis of 1) factors that influenced the strengthening of the consolidation of the conservative movement in the early 1990s, 2) the reaction of the Right to the implementation of the "Contract with America" in 1994, and 3) discussions that was unfolded between the leaders of the conservative movement during the election campaigns of 1992, 1996 and 2000. The analyzed material allows to conclude that 1990s became a period when a new kind of conservative model of social policy is taking shape as a real alternative to the social-liberal model. The new tendencies manifested in the conservative movement were incorporated into the conservative version of the “welfare state”. The scientific novelty of this work is also in the investigation of the social policy of conservatives alongside with the evolution of the conservative movement.

In this chapter, Robert Pinker discusses T.H. Marshall's concern with welfare pluralism, his study of citizenship and welfare, and his contribution to the development of social policy and administration. He begins with an overview of Marshall's achievement in the field of sociology and some of his major works such as Sociology at the Crossroads and Social Policy in the Twentieth Century, along with the essays entitled ‘Value Problems of Welfare-Capitalism’ and ‘Citizenship and Social Class’. Pinker continues by analysing Marshall's thoughts on the relationship between the inequalities of class and the prospective equality of citizenship and his argument that collectivist social services contribute to the maintenance and enhancement of social welfare so long as such interventions do not subvert the operation of the system of competitive markets. Pinker concludes with an assessment of Marshall's views on social and political rights, the problem of poverty, and the concept of ‘democratic-welfare-capitalism’.

Social policy and taxation have commonly been regarded in Britain as quite separate aspects of government policy. Changes in taxation appear to be decided largely independently of the aims of social policy, and reforms of the social security system are often proposed with no regard to their fiscal consequences. Despite the fact that Chancellors of the Exchequer have recently arrogated the right to announce increases in National Insurance benefits, there is little evidence of co-ordination between the Treasury and the Department of Health and Social Security over income maintenance. Yet there is clearly a close relationship between these two arms of government policy, and it is important that any proposal for reform should consider taxation and social policy in conjunction.

The article reveals the essence, features of the formation and implementation of the social economy and social policy based on the models, functions and principles of their implementation. It has been determined that the social economy is a direction of the general economy of the state, which is based right to work, the right to social security. It was found that social policy is one of the main components of the stability of the development of society. It has been established that the basic principles of social economy are: the principle of democratic control over society; the principle of taking into account the interests of society in the context of achieving the general interest of the social economy; the principle of solidarity; the principle of responsibility; the principle of autonomy of management; the principle of independence from the influence of state bodies; the principle of the rule of law; the principle of humanism; the principle of freedom; the principle of employment of the population; the principle of social protection and compliance with social guarantees. It has been established that the main principles of social policy are: the principle of social justice; the principle of social differentiation; the principle of targeted support for vulnerable groups of the population; the principle of providing protection to all categories of the population; the principle of social partnership; the principle of social balance; the principle of ensuring stability in society; the principle of ensuring the implementation of social programs; the principle of showing compassion and understanding the needs of socially vulnerable members of society; the principle of maximizing the living wage; the principle of ensuring support for peace and harmony among citizens and society as a whole. It is noted that the models of the social economy are the transitive model, the mediterranean model, the liberal model, the continental and scandinavian models. It has been established that the implementation of social policy passes through the «Bismarckian» model, the Beveridge model, the social democratic model, the corporatist model, the catholic model and the rudimentary model. It is proposed to investigate the features of the implementation of the social economy and social policy in Ukraine in the future.

The social rule of law, or social Rechtsstaat, was a second key term used in the first decade of the Federal Republic of Germany to justify extensive state interventions into society, so long as they preserved individual freedoms. Individual freedoms—such as the right to free speech, the right to enter and exit contracts, and the right to own property—required some kind of social supplement to ensure real freedom, or so the term suggested. By cementing this principle in the Basic Law, the founders opened up a debate about the justification, nature, and extent of the welfare state. Some, like Ernst Forsthoff, rejected the entire discussion as non-sensical; others, like Wolfgang Abendroth, viewed the constitutional concept as a spur to social reform. While this debate took place among lawyers, its real significance lay in the way it articulated the relationship between social policy and democracy.

The narrow referendum decision for British exit from the European Union (Brexit), and its explosive political consequences, has become a lens through which decades-long tensions in European society can be viewed. The result, which was expected to be a clear Remain victory, has been interpreted as various combinations of: the unleashing of xenophobic and racist anti-immigrant sentiment; a kick back against disinterested elites by ‘left behind’ people; the fermenting of nationalist populism by political and media actors; a clash of cultural values; a rejection of ‘market is all’ globalisation in favour of national borders; or as a reaction against austerity, inequality and insecurity (Corbett, 2016; Goodwin and Heath, 2016; Hobolt, 2016; Inglehart and Norris, 2016; Kaufmann, 2016; Pettifor, 2016; Room, 2016; Seidler, 2018; Taylor-Gooby, 2017). This British-made shock has parallels in and consequences for wider European society. In the Referendum, the EU became an emblematic representation of the distrusted, remote, technocratic elites, who are said to be responsible for an unbelievably large number of societal ills. Meanwhile across Europe there are varieties of Eurosceptic populism and distrust of elites on both the right and left (Ivaldi et al., 2017).

‘Choice’ and ‘voice’ are two of the most significant means through which the public are able to participate in public services. Choice agendas position public service users as consumers, driving improvements by choosing good providers over bad, which then thrive through greater allocations of funds as money follows their selections (Le Grand, 2007). Choice-driven reforms tend to be about trying to make public services more locally responsive (Ferlie, Freeman, McDonnell, Petsoulas and Rundle-Smith, 2006). Voice-driven reforms, on the other hand, tend to position public service users as citizens, suggesting an emphasis on accountability mechanisms to drive service improvements through elections, with the possible removal of low regarded officials, or a greater involvement of local people in the running of services (Jenkins, 2006). Voice implies that citizens hold the right to participate in public services either through the political process, or through their direct involvement in the running or delivery of the services themselves. Of course, it is also possible to combine choice and voice mechanisms to try and achieve greater service responsiveness and accountability. In this review, choice reforms will be treated as those which are based upon consumer literature, and voice reforms those based upon attempting to achieve greater citizenship.Citizenship and consumption are two areas with significant literatures in their own right, but whereas the citizenship literature is widely cited in the social policy literature, the consumption literature appears rather more selectively. This review examines each area in turn in terms of its application to social policy, and then presents a synthesis of commonalties in the two literatures, which represent particularly promising avenues for exploring the relationship between public services and their users.
