This paper presents essential aspects of the State of Qatar foreign aid policy (QFAP), which is closely tied to the wider country’s foreign policy. The study traces and explains vital foundations of the country’s foreign aid policy framework and its decision-making process, mainly the guiding documents and operative institutions. Evidently, the content and structure of these two technical elements reflect the political and socio-cultural background as well as the regional and global surrounding of the state of Qatar. Although it is an emerging donor, Qatar’s aid documents and institutions are showing radical development and prestigious institutionalizing. The technical guidance and the inclusiveness of QFAP documents and widespread operations of its institutions show that Qatar has further benefited from its partnerships and global engagements to advance its aid policy making. This research used face-to-face interviews with key Qatari officials and scrutinized the state official documents and quoted speeches and statements, in addition to other relevant academic materials. Keywords: Foreign Aid Policy, Qatar, Documents, Institutions, Policy-Making.             Abstrak Artikel ini membentangkan aspek dasar bantuan luar negeri Qatar (QFAP), yang berkait rapat dengan rangka kerja umum dasar luar negeri yang lebih luas. Kajian ini mengesan dan menerangkan 2 asas penting rangka kerja dasar bantuan asing negara dan proses membuat keputusannya; iaitu dokumen panduan dan institusi pelaksana. Melalui kajian ini, jelas menunjukkan bahawa kandungan dan struktur kedua-dua elemen teknikal ini mencerminkan latar belakang politik dan sosio-budaya serta persekitaran serantau dan global negara Qatar. Walaupun Qatar merupakan penderma yang baru menonjolkan diri dalam landskap bantuan global, namun dokumen dan institusi bantuan Qatar menunjukkan ia sebagai perkembangan positif dan institusi yang berprestij. Panduan teknikal dan keterangkuman dokumen QFAP dan operasi meluas institusinya menunjukkan bahawa Qatar telah terus mendapat manfaat daripada perkongsian dan penglibatan globalnya untuk memajukan pembentukan dasar bantuannya. Kajian ini dijalankan berdasarkan temu bual langsung dengan para pegawai Qatar dan pakar yang berkaitan, di samping menganalisis dokumen dan laporan rasmi negara, memetik ucapan dan kenyataan rasmi, serta mengambil kira sumber akademik dan saintifik lain yang berkaitan. This paper presents pertinent aspects of the foreign aid policy of the State of Qatar as a Muslim emerging donor with rising soft power. The study traces and explains the evolution of Qatar’s Foreign Aid Policy (QFAP) and identifies the various critical milestones of the policy that has been successfully transformed from a small Gulf Emirate into one of the leading players on both regional and global issues including aid giving. Although, Qatar’s motivation for aid giving is quite similar to the global setting, the country’s sociocultural background and values play a vital in shaping and inspiring its aid policy. As QFAP is closely tied to the country’s active foreign policy agenda, political and security motives are heavily reflected in the country’s aid practices. In collecting both primary and secondary data this study used various qualitative methods such as face-to-face interviews with key Qatari officials and scrutinized official state documents and quoted speeches, particularly of past and present Emirs as well as other archival sources.

Aid effectiveness has been situated in the central debate of development studies and, particularly, among foreign aid policy making community. As the Netherlands was one of the unique countries which focused extensively on the needs of its recipient, it is important to investigate the Netherlands’ recent practice of its development aid, particularly to Bangladesh and the associated goal ambiguity. This article attempts to answer the question, “to what extent does goal ambiguity in Dutch development aid affect the effectiveness of Dutch development aid given to Bangladesh?” This analysis is based on independent assessments of Dutch official development aid (ODA) to Bangladesh and Dutch coalition agreements in 2005-2010 and 2011-2016. This study finds that, in the second period, goal ambiguity has increased, while the aid effectiveness has decreased. This change is unlikely to be attributed to the conditions for aid effectiveness since these remained largely stable or even in slightly in favour of the second period. While the comparison of different sectors between timeframes lacks full robustness, there is direct evidence that goal ambiguity has played a role in lower effectiveness in the water related aid in the second period. Therefore, this study suggests that aid effectiveness in Bangladesh has decreased in the period 2011 to 2016 due to an increase in goal ambiguity caused by increasing self-interests in Dutch ODA policy.

Objective: The Australian Federal government introduced new COVID-19-Psychiatrist-Medicare-Benefits-Schedule (MBS) telehealth-items to assist with providing private specialist care. We investigate private psychiatrists’ uptake of telehealth, and face-to-face consultations for April–September 2020 for the state of Victoria, which experienced two consecutive waves of COVID-19. We compare these to the same 6 months in 2019. Method: MBS-item-consultation data were extracted for video, telephone and face-to-face consultations with a psychiatrist for April–September 2020 and compared to face-to-face consultations in the same period of 2019 Victoria-wide, and for all of Australia. Results: Total Victorian psychiatry consultations (telehealth and face-to-face) rose by 19% in April–September 2020 compared to 2019, with telehealth comprising 73% of this total. Victoria’s increase in total psychiatry consultations was 5% higher than the all-Australian increase. Face-to-face consultations in April–September 2020 were only 46% of the comparative 2019 consultations. Consultations of less than 15 min duration (87% telephone and 13% video) tripled in April–September 2020, compared to the same period last year. Video consultations comprised 41% of total telehealth provision: these were used mainly for new patient assessments and longer consultations. Conclusions: During the pandemic, Victorian private psychiatrists used COVID-19-MBS-telehealth-items to substantially increase the number of total patient care consultations for 2020 compared to 2019.

This article first presents a brief survey of the role and functions filled by the personal aide (chef de cabinet) of a minister in Quebec. The analysis continues, in a comparative perspective, by tracing a sociological and professional portrait of the Liberal“chefs de cabinet” in April 1976 and their successors in the pequiste government in July 1977.We then test the hypothesis that the cleavage between the government and the dominant economic forces has increased since November 15, 1976 as a result of the ideology articulated by the“chefs de cabinet” regarding the social and economic aims of the state. This hypothesis was confirmed.The hypothesis that the pequiste“chefs de cabinet” exercise a more pronounced influence on the decision-making process is also confirmed. Nevertheless, one cannot argue that the pequiste“chefs de cabinet” usurped the power of the legislators; their influence is more political than technocratic. The growing influence of the pequiste“chefs de cabinet” neverthelsss helps to accentuate the tensions and conflicts between the higher civil service and the ministerial aides.

The bureaucratic politics model has achieved great popularity in the study of decision making. Yet too often the term “bureaucratic politics” is used by scholars and practitioners without clearly stating its policy application. The decision-making behavior that occurred during the Johnson and Nixon administrations for SALT I serves to illustrate many of the limits of the model. First, the decision-making structure posited by the bureaucratic politics model is not nearly as prevalent within the executive branch as is commonly assumed. Second, even where the bureaucratic politics structure is present, the decision-making process is not always one of bargaining, compromise, and consensus. Finally, the decision context and the decision participants are ignored in the model. To provide a clearer understanding of policy-making behavior, a more systematic decision-making framework is offered, which should contribute to the development of better model- and theory-building.

State-centred and society-centred explanations in comparative public policy analysis disagree markedly on the extent to which the state has autonomy or is essentially a clearing-house for outside forces. In this chapter, we reconsider the position of the state in policy studies by investigating the interactions and inter-dependency between the state and society rather than making a binary choice between state-centred and society-centred perspectives on governance. The core argument is that policy studies can improve its ability to apprehend the position of the state in dilemmas of contemporary policy-making by acknowledging that the state is, at once, both critical to collective action and reliant on crucial elements of societal support for its policy effectiveness. In such terms, governance is a useful label for the variety of ways in which society is not simply acted upon by the state, but actively shapes the actions of and outcomes of state activity.
