This paper presents essential aspects of the State of Qatar foreign aid policy (QFAP), which is closely tied to the wider country’s foreign policy. The study traces and explains vital foundations of the country’s foreign aid policy framework and its decision-making process, mainly the guiding documents and operative institutions. Evidently, the content and structure of these two technical elements reflect the political and socio-cultural background as well as the regional and global surrounding of the state of Qatar. Although it is an emerging donor, Qatar’s aid documents and institutions are showing radical development and prestigious institutionalizing. The technical guidance and the inclusiveness of QFAP documents and widespread operations of its institutions show that Qatar has further benefited from its partnerships and global engagements to advance its aid policy making. This research used face-to-face interviews with key Qatari officials and scrutinized the state official documents and quoted speeches and statements, in addition to other relevant academic materials. Keywords: Foreign Aid Policy, Qatar, Documents, Institutions, Policy-Making.             Abstrak Artikel ini membentangkan aspek dasar bantuan luar negeri Qatar (QFAP), yang berkait rapat dengan rangka kerja umum dasar luar negeri yang lebih luas. Kajian ini mengesan dan menerangkan 2 asas penting rangka kerja dasar bantuan asing negara dan proses membuat keputusannya; iaitu dokumen panduan dan institusi pelaksana. Melalui kajian ini, jelas menunjukkan bahawa kandungan dan struktur kedua-dua elemen teknikal ini mencerminkan latar belakang politik dan sosio-budaya serta persekitaran serantau dan global negara Qatar. Walaupun Qatar merupakan penderma yang baru menonjolkan diri dalam landskap bantuan global, namun dokumen dan institusi bantuan Qatar menunjukkan ia sebagai perkembangan positif dan institusi yang berprestij. Panduan teknikal dan keterangkuman dokumen QFAP dan operasi meluas institusinya menunjukkan bahawa Qatar telah terus mendapat manfaat daripada perkongsian dan penglibatan globalnya untuk memajukan pembentukan dasar bantuannya. Kajian ini dijalankan berdasarkan temu bual langsung dengan para pegawai Qatar dan pakar yang berkaitan, di samping menganalisis dokumen dan laporan rasmi negara, memetik ucapan dan kenyataan rasmi, serta mengambil kira sumber akademik dan saintifik lain yang berkaitan.   The mentoring program in basic training activities for civil servant candidates aims to improve the professionalism of civil servants at the beginning of community service. The relationship between mentors and mentees is fundamental and crucial to realizing the goals of mentors and mentees. This study aims to determine the character of the mentor's "admirable characteristics" in the actualization of basic training for civil servant candidates. This research on the phenomenon of the interpretive paradigm uses a qualitative approach with data taken from interviews using purposive sampling, observing mentor-mentee interactions, and analyzing seminar documents. The findings of this study show that, in general, mentors have ideal and professional characteristics. "Humble" characteristics and "teacher" professionalism are indicators that mentors can visualize against mentees. These are characters that are able to create connections that are able to build and develop the potential of the mentee and realize success. basic exercise. However, this positive condition is very contradictory to the condition of the results of the interview. It has been found that there are mentors who ignore their functions. So the strategies currently recommended are the availability of schedules, technical guidance, and transparency of the mentor-mentee relationship. The personality of the mentor is fundamental to the implementation of a good and effective mentoring process. ABSTRAK                                                        Program mentoring dalam kegiatan pelatihan dasar Calon Pegawai Negeri Sipil bertujuan untuk meningkatkan profesionalisme Pegawai Negeri Sipil diawal pengabdian di masyarakat, hubungan mentor dan mentee merupakan fundamental dan krusial untuk mewujudkan tujuan dari mentor dan mentee. Penelitian ini untuk mengetahui karakter mentor “Admirable Characteristics” kegiatan aktualisasi latihan dasar Calon Pegawai Negeri Sipil. Penelitian penomena paradigma interprentif ini dengan pendekatan kualitatif, data yang diambil bersumber dari interview secara pusposive sampling, observasi interkasi mentor – mentee, dan menganalisa dokumen hasil seminar. Temuan dari penelitian ini adalah bahwa secara umum mentor memiliki karakter ideal dan profesional, karakter “humble” dan profesionalisme “teacher” menjadi indikator yang mampu divisualkan mentor terhadap mentee, ini karakter yang mampu mewujudkan koneksi yang mampu membangun dan mengembangkan potensi dari mentee dan mewujudkan keberhasilan latihan dasar. Namun kondisi positif tersebut sangat kontrakdiktif dengan kondisi hasil wawancara telah ditemukan terdapat mentor yang mengabaikan fungsinya. Strategi yang direkomendasikan adalah tersedianya jadwal, petunjuk teknis dan transparansi hubungan mentor-mentee. Kepribadian mentor menjadi fundamental terselengaranya proses mentoring yang baik dan efektif.

This research was motivated by the Re-Voting (PSU) and the Election Result Dispute (PHPU) lawsuit that colored the 2019 Election in Tebing Tinggi City. The performance of the Voting Organizer Group (KPPS) for the 2019 election in Tebing Tinggi City was questioned when the two problems initially stemmed from a mistake by KPPS at the polling station. To prove the performance of KPPS in Tebing Tinggi, the researcher analyzed the performance of KPPS in Kota Tebing Tinggi with 6 (six) indicators proposed by Robbins, namely: Quality, Quantity, Punctuality, Effectiveness, Independence, and work commitment. Because the performance of the organizers is part of the integrity of the election, the researcher uses the integrity theory of Frank and Martinez i Coma, which states that the performance of the organizing body can technically improve the integrity of the election and there is recognition of independence and Pippa Norris who examines the integrity of elections from the field of public management, namely examines electoral integrity using the concepts of electoral maladministration and 'good governance' which emphasizes technical capability and efficient performance, as well as electoral processes and procedures. This study found that although the Tebing Tinggi City KPPS has tried its best in carrying out its duties, the Tebing Tinggi City KPPS's performance is not good, this is due to several factors, namely: 1. Requirements regarding restrictions on serving as KPPS twice, 2. Minimal technical guidance and ineffective, 3. The logistical chaos of the 2019 election, 4. The complexity of the administration of the 2019 election, 5. The workload of the 2019 election that causes Human Error.

Abstract This study aims to examine the implementation of strengthening character education in Jamaah Majelis Taklim Shirotol Mustaqim of Semarang City to respond to the implementation of PMA No. 29 of 2019 concerning Majelis Taklim. This research is qualitative research with a case study approach. Data collection is done by observation, interviews, and document searches. This study resulted in the finding that the socialization of PMA No.29 had not been carried out optimally in the city of Semarang. Majelis Taklim Shirotol Mustaqim has not yet received more in-depth information on how the PMA should be implemented, but substantively accepts what is contained in it. PMA No. 29 is urgently needed by Majelis Taklim to strengthen character education and to fortify society from radicalism and to realize a commitment to religious moderation. The effort made by Majelis Taklim is to develop character through professional-religious concepts. Professionalism is realized by congregations who have the expertise (skills) and live independently in social life. While religious character is reflected in the morality of al-karimah and understands Islam well. This study suggests that: (1) Strengthening the professional-religious character needs to be implemented more clearly in Majelis Taklim, (2) Ministry of Religion is more intense in conducting better socialization regarding the implementation of PMA No. 29 of 2019, (3) Ministry of Religion makes a more detailed technical guidance regarding the implementation of PMA No. 29.   Abstrak Penelitian ini bertujuan untuk mengkaji implementasi penguatan pendidikan karakter professional-religius pada jamaah Majelis Taklim Shirotol Mustaqim Kota Semarang dalam upaya merespons implementasi PMA No. 29 tahun 2019 tentang Majelis Taklim. Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan dengan observasi, wawancara dan penelusuran dokumen. Penelitian ini menghasilkan temuan bahwa upaya yang dilakukan Majelis Taklim Shirotol Mustaqim ialah dengan pengembangan karakter melalui konsep profesional-religius. Profesional diwujudkan dengan jamaah yang memiliki keahlian serta hidup mandiri dalam kehidupan bermasyarakat. Sedangkan religius tercermin dalam akhlak al-karimah serta memahami Agama Islam dengan baik. Majelis Taklim Shirotol Mustaqim belum mendapatkan informasi yang lebih dalam tentang bagaimana PMA itu harus diimplementasikan, namun secara substantif menerima apa yang terkandung di dalamnya. PMA No. 29 sangat dibutuhkan oleh Majelis Taklim dalam rangka penguatan karakter jamaah untuk membentengi masyarakat dari paham radikalisme dan dalam upaya mewujudkan komitmen pada moderasi beragama. Penelitian ini menyarankan agar: (1) Penguatan karakter professional-religius perlu diimplementasikan secara lebih nyata di Majelis Taklim, (2) Kementerian Agama hendaknya lebih intens melakukan sosialisasi dengan lebih baik tentang implementasi PMA No. 29 tahun 2019, (3) Kementerian Agama hendaknya membuat Juknis yang lebih rinci terkait implementasi dari PMA No 29.

Abstract This action research aims to improve the academic supervision competency of madrasa principals through technical guidance during the Covid-19 pandemic. The research was carried out in January s.d. May 2021. The Action Research involved four heads of Madrasah Aliyah in Central Jakarta as participants, researchers as mentors, and three observers. Research data were collected through observation, interviews, tests, filling out questionnaires, and document assessment. The research data were analyzed through data reduction, data presentation, and verification, accompanied by a description of quantitative data on test results, process assessment, and document assessment. Actions are carried out in two cycles. The results of observations showed an increase in online mentoring participation from 75% in the first cycle to 87.5% in the second cycle; there was an increase in the ability of madrasah principals in preparing academic supervision from 72% in the first cycle to 92.5% in the second cycle; the increase in knowledge about academic supervision increased from 73.25 before the action to 83 after the action, and improvement in  the ability of the head of madrasah to prepare reports on academic supervision reached a score of 92.5%% at the end of the activity. Based on this research, it can be concluded that online technical guidance during the Covid-19 pandemic can improve the ability of madrasa principals to carry out academic supervision.   Abstrak Penelitian Tindakan ini bertujuan meningkatkan kemampuan kepala madrasah melaksanakan supervisi akademik pada masa pandemi Covid-19 melalui pendampingan daring. Penelitian dilaksanakan pada bulan Januari s.d. Mei 2021. Penelitian Tindakan melibatkan empat kepala Madrasah Aliyah di Kota Jakarta Pusat sebagai peserta pendampingan, peneliti sebagai pendamping, dan tiga observer. Data penelitian dikumpulkan melalui observasi, wawancara, tes, pengisian kuesioner, serta penilaian dokumen. Data penelitian dianalisis melalui reduksi data, penyajian data, dan verifikasi, dilengkapi deskripsi data kuantitatif hasil tes, penilaian proses, dan penilaian dokumen. Tindakan dalam bentuk pendampingan daring dilaksanakan dalam dua siklus. Hasil observasi menunjukkan peningkatan pertisipasi pendampingan daring dari 75% pada siklus-I menjadi 87,5% pada siklus-II; terjadi peningkatan kemampuan kepala madrasah dalam menyusun program supervisi akademik dari 72% pada siklus-I menjadi 92,5% pada siklus-II; kemampuan kepala madrasah menyusun laporan supervisi akademik mencapai skor 92,5%% di akhir kegiatan, dan peningkatan pengetahuan tentang supervisi akademik meningkat dari 73,25 sebelum tindakan menjadi 83 setelah tindakan. Berdasarkan penelitian ini dapat disimpulkan bahwa pendampingan daring pada masa pandemi Covid-19 dapa meningkatkan kemampuan kepala madrasah dalam melaksanakan supervisi akademik.

NPC (National Paralimpic Committe) kalimantan selatan merupakan salah satu kontingen yang akan berlaga pada Pekan Paralympian Nasional XVI (PEPARNAS) XVI Papua. Atlet yang sering latihan di lapangan masih banyak yang tidak sesuai dengan teknik yang benar dalam melakukan teknik gerakan seperti berlari, melompat dan melempar, sehingga pelaksana pengabdian masyarakat bermaksud membimbing dan memperbaiki teknik dasar gerakan menjadi benar. Tujuan dari kegiatan ini adalah untuk meningkatkan keterampilan atlet dalam melakukan gerakan teknik berlari, melompat dan melempar. Metode yang digunakan berupa bimbingan dan latihan teknik dasar gerakan nomor atletik. Peserta kegiatan adalah atlet cabang olahraga Atletik NPC (National Paralimpic Committe) atau Paralympian Pelatprov Kalimantan Selatan berjumlah 29 orang. Instrumen yang digunakan sebelum memberikan bimbingan teknis yaitu melalui tes.  Hasil kegiatan pengabdian masyarakat ini memberikan dampak positif terhadap para atlet yaitu meningkatnya keterampilan dalam melakukan gerakan nomor atletik, Atlet berlari, melompat dan melempar sudah sesuai dengan teknik yang diharapkan, sehingga gerakan yang dilakukan lebih efektif dan efisien. The South Kalimantan NPC (National Paralympic Committee) is one of the contingents that will compete in the XVI National Paralympian Week (PEPARNAS) XVI Papua. Athletes who often practice in the field are still not following the correct technique in performing movement techniques such as running, jumping and throwing, so that community service implementers intend to guide and improve the basic techniques of movement to be correct. This activity aims to improve the athlete's skills in running, jumping, and throwing techniques. The method used is in the form of guidance and training in basic techniques of athletic number movement. Participants in the activity were athletes from the NPC Athletic (National Paralympic Committee) or Paralympian Pelatprov South Kalimantan, totalling 29 people. The instrument used before providing technical guidance is through a test. The results of this community service activity positively impact athletes, namely increasing skills in performing athletic number movements, athletes running, jumping, and throwing according to the standard technique so that the movements carried out are more effective and efficient.

ABSTRAK   Salah satu kebijakan strategis pemerintah dalam bidang penanaman modal dan investasi adalah dengan menyelenggarakan layanan perizinan melalui suatu sistem yang terintegrasi secara elektronik (online). Penerapan layanan perizinan yang baik, salah satunya didukung oleh kompetensi aparatur sebagai pelaksana pelayanan. Tujuan penelitian adalah menganalisis dan mendeskripsikan kompetensi aparatur dalam melayani perizinan elektronik, hambatan dan upaya mengatasinya. Metode yang digunakan adalah deskriptif kualitatif. Dalam hal ini dilakukan analisis Kompetensi Aparatur dengan aspek yang diteliti, antara lain: Motives, Traits, Self Concept, Knowledge dan Skills. Penelitian ini memperoleh hasil bahwa kompetensi aparatur dalam upaya melayani perizinan elektronik dinilai cukup baik, namun masih memerlukan peningkatan dalam aspek Knowledge(pengetahuan) dan Skills(keterampilan). Hambatan Kompetensi Aparatur dalam melayani perizinan elektronik, yaitu: (1) keterbatasan anggaran, (2) Masih terbatasnya pemberian kuota peserta Diklat dan Bimtek, (3) keterbatasan jumlah tenaga teknis, (4) kurang memadainya sarana dan prasarana yang tersedia. Upaya mengatasi hambatan kompetensi aparatur, yaitu: (1) Menyiapkan anggaran khusus untuk Diklat dan Bimtek, (2) Memberikan rekomendasi izin belajar bagi pegawai, (3) Mengajukan usul pengadaan formasi tenaga teknis, (4) Menambah sarana dan prasarana yang dibutuhkan.Saran dari penelitian: (1) Perlunya pemaksimalan ajuan anggaran dalam kegiatan Diklat dan Bimtek, (2) Perlunya diadakan kegiatan Diklat dan Bimtek yang bersifat kontinu. (3) Perlunya sosialisasi kepada masyarakat mengenai tahapan prosedur sistem perizinan berbasis elektronik (4) Perlunya pengoptimalan pemeliharaan sarana dan prasarana yang telah ada. Kata kunci: Aparatur,Kompetensi, Layanan Perizinan   ABSTRACT   One of the government's strategic policies in the field of investment and investment is to provide licensing services through an integrated system electronically (online). The purpose of the study is to analyze and describe the competence of the apparatus in serving electronic licensing, obstacles and efforts to overcome them. The method used is descriptive qualitative. In this case, an analysis of Apparatus Competence is carried out with the aspects studied, including: Motives, Traits, Self Concepts, Knowledge and Skills. This study obtained the results that the competence of the apparatus in an effort to serve electronic licensing was considered quite good, but still needed improvements in the aspects of Knowledge (knowledge) and Skills (skills). Barriers to Apparatus Competence in serving electronic licensing, namely: (1) budget constraints, (2) still limited quotas for training and technical guidance participants, (3) limited number of technical personnel, (4) inadequate facilities and infrastructure available. Efforts to overcome obstacles to the competence of the apparatus, namely: (1) Proposing additional budgets, (2) Providing recommendations for study permits for employees, (3) Proposing the procurement of technical personnel formations, (4) Adding and replacing facilities and infrastructure that are no longer functioning. Suggestions from the research: (1) The need for maximizing budget proposals in training and technical guidance activities, (2) the need for continuous training and technical guidance activities. (3) The need for socialization to the public regarding the stages of the electronic-based licensing system procedure (4) The need for optimizing the maintenance of existing facilities and infrastructure.   Keywords: Apparatus, Competence, Licensing Service

The purpose of this study was to find out the implementation of the Family Hope Program (PKH) Policy at the Social Office of Donggala Regency. The research method uses a qualitative descriptive approach. Determination of informants is done purposively. Collecting data using observation, interviews and documentation. Data analysis used the Miles and Huberman interactive model approach, namely data collection, condensation, display and data verification. The results of the study indicate that: (1) Aspects of communication, PKH implementers in Donggala Regency have built communication between the parties, providing relevant information, but socialization is not routinely carried out to the parties, especially cross-agency officials who need this information. (2) resources (Resouces), the availability of resources in the implementation of the Family Hope Program in Donggala Regency is supported by the availability of PKH human resources (HR) recruited under the conditions of academic standards and experience set by the Ministry of Social Affairs, then strengthened by training and technical guidance and has met the ratio of 1 (one) social assistant accompanying 250KPM, (3) the implementer (disposition), in terms of loyalty, commitment and honesty of the implementer in the implementation of the family hope program has been running in accordance with the code of ethics set by the institution, based on values and polite attitude, integrity and professionalism. (4) the bureaucratic structure, the implementation of PKH activities has been carried out based on the source of the Operational Procedure (SOP), as well as fragmentation in the form of distribution of authority, the hierarchy has run quite synergistically between the government units involved.

ABSTRAKPermasalahan yang dihadapi oleh Kelompok tani Suka Maju hingga saat ini yaitu masih menggunakan metode manual dalam proses penanaman benih jagung, hal ini membuat waktu pengerjaan lebih lama dan posisi lubang tidak sejajar dan presisi. Dampak dari dua hal tersebut yaitu akan menambah biaya tenaga kerja dan posisi jagung yang tidak sejajar ataupun berhimpitan akan membuat petumbuhan tanaman jagung tidak optimal. Pengabdian ini bertujuan untuk menerapkan teknologi alat penanam benih tipe row seeder untuk mengurangi jerih kerja petani pada saat proses penanaman benih khususnya tanaman jagung. Kegiatan PKM ini dilakukan di lahan Kelompok tani Suka Maju  Kelurahan Juata Laut Kecamatan Tarakan Utara, Kota Tarakan. Kegiatan ini dibagi dalam beberapa tahapan yaitu survey, sosialisasi, pembuatan alat, bimbingan teknis serta evaluasi pelaksanaan dan keberlanjutan program oleh Kelompok Tani. Kegiatan PKM penerapan teknologi alat penanam tipe row seeder di kelompok tani Suka Maju berjalan dengan baik serta para petani bersemangat untuk mengaplikasikan alat penanam di setiap lahan mereka. Selain itu terjadi peningkatan efisiensi dalam proses budidaya tanaman jagung dikelompok tani suka maju yaitu proses penananam jagung bisa lebih cepat 45% dibandingkan pada saat penanaman benih jagung secara manual Kata kunci: penerapan; alat penanam benih jagung; tipe row seeder. ABSTRACTThe problem faced by the Suka Maju farmer group until now is that they still use manual methods in the process of planting corn seeds, this makes the processing time longer and the position of the planting holes is not parallel and precise. The impact of these two things is that it will increase labor costs and the position of corn that is not parallel or coincides will make corn plant growth not optimal. This service aims to apply row seeder type seed planter technology to reduce the labor of farmers during the seed planting process, especially for corn plants. This PKM activity was carried out on agricultural land belonging to the Suka Maju farmer group, Juata Laut Village, North Tarakan District, Tarakan City. This activity is divided into several stages, namely survey, socialization, tool making, technical guidance and evaluation of the implementation and sustainability of the program by the Farmer Group. The PKM activity for the application of row seeder type planter technology in the Suka Maju farmer group is going well and the farmers are excited to apply the planter in each of their lands. In addition, there is an increase in efficiency in the corn cultivation process in the advanced farmer group, namely the corn planting process can be 45% faster than when planting corn seeds manually. Keywords: application; corn seed planter; row seeder type.

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk memberikan edukasi dan pendampingan bagi UMKM X dengan memberikan pemahaman dasar-dasar akuntansi, penggunaan aplikasi akuntansi Microsoft Excel, dan buku panduan dalam penyusunan laporan keuangan. Metode pelaksanaan kegiatan pengabdian kepada masyarakat terdiri dari tahap perencanaan yaitu dengan melakukan observasi dan wawancara pendahuluan dengan calon mitra. Tahap kedua merupakan inti dari pelaksanaan kegiatan berupa bimbingan teknis kegiatan PKM. Tahap ketiga adalah monitoring kegiatan yang bertujuan untuk menampung permasalahan yang dihadapi oleh UMKM X dalam menyusun laporan keuangan secara mandiri. Berdasarkan kegiatan yang telah dilakukan, pemilik UMKM X cukup memahami dalam menyusun laporan keuangan. This community service activity aims to provide education and assistance for MSMEs by providing an understanding of the basics of accounting, the use of Microsoft Excel accounting applications, and guidebooks in preparing financial reports. The method of implementing community service activities consists of the planning stage through observation and preliminary interviews with potential partners, the implementation of activities in the form of technical guidance. The final stage is monitoring which aims to accommodate the problems faced by MSME X in preparing financial reports independently. Based on the activities carried out, the owners of MSME X are quite understanding in preparing financial reports.
