In the competence framework of the EU's educational policy, entrepreneurial and communication competences have a special place in the development of modern and functional citizenship, and they overlap to a great extent. The paper approaches entrepreneurial competences as transversal competences applicable in all areas of life – a system of competences transferred to different areas of activity. Communication competence is an expected outcome at all levels of education, and the paper highlights key communication competences that are relevant for entrepreneurial behavior as well. In addition to openness, flexibility, and other traits and competences shared by both systems of competences, the paper also underlines the common aspect of communication and entrepreneurial competence – situational awareness that represents the first step in improving communication, whereas entrepreneurial awareness guides adequate decision-making in entrepreneurship. This connection between communication and entrepreneurial competence directs teachers to implement teaching procedures to develop communication competences that, at the same time, contribute to the development of entrepreneurial competence.

Abstract The changes to the Irish exclusionary rule introduced by the judgment in People (DPP) v JC mark an important watershed in the Irish law of evidence and Irish legal culture more generally. The case relaxed the exclusionary rule established in People (DPP) v Kenny, one of the strictest in the common law world, by creating an exception based on ‘inadvertence’. This paper examines the decision through the lens of legal culture, drawing in particular on Lawrence Friedman's distinction between ‘internal’ and ‘external’ legal culture to help understand the factors contributing to the decision. The paper argues that Friedman's concept and, in particular, the dialectic between internal and external legal culture, holds much utility at a micro as well as macro level, in interrogating the cultural logics at work in judicial decision-making.

Situational awareness is a critical aspect of the decision-making process in emergency response and civil protection and requires the availability of up-to-date information on the current situation. In this context, the related research should not only encompass developing innovative single solutions for (real-time) data collection, but also on the aspect of transforming data into information so that the latter can be considered as a basis for action and decision making. Unmanned systems (UxV) as data acquisition platforms and autonomous or semi-autonomous measurement instruments have become attractive for many applications in emergency operations. This paper proposes a multipurpose situational awareness platform by exploiting advanced on-board processing capabilities and efficient computer vision, image processing, and machine learning techniques. The main pillars of the proposed platform are: (1) a modular architecture that exploits unmanned aerial vehicle (UAV) and terrestrial assets; (2) deployment of on-board data capturing and processing; (3) provision of geolocalized object detection and tracking events; and (4) a user-friendly operational interface for standalone deployment and seamless integration with external systems. Experimental results are provided using RGB and thermal video datasets and applying novel object detection and tracking algorithms. The results show the utility and the potential of the proposed platform, and future directions for extension and optimization are presented.

Using a simulated Emergency Medical Services (EMS) dispatch center during multi-casualty incident management, this study explored whether the presence of a separate situation display in a Command and Control (C2) setting might require attention at the expense of attending an individual task display, and how it influenced performance and situational awareness. Overall, participants always attended the task display more than the situation display. However, the situation display drew attention at the expense of attending less the task display. The presence of the situation display was related to improved performance and better situational awareness (SA), particularly in the projection level of the SA, which could account also for the better decision-making performance. Participants may have developed an attention allocation strategy to effectively utilize the information of the situation display and execute their tasks on the task display.

Business growth is considered as one of the main topics of entrepreneurship research. Due to the increased interest on entrepreneurship, new theoretical perspectives have emerged to explain entrepreneurial behavior. One of these emergent theories is effectuation. It is widely known that entrepreneurs and owner-managers count on different decision-making logics during the internationalization of their ventures, including causal and effectual reasoning. Despite that the use of effectual reasoning has been generally linked to the early stages of the creation of a venture; it has recently been introduced to on the internationalization of SMEs research. Introduced by Sarasvathy (2001), effectuation logic is stated to grow in an unstable operating context where it is complicated to predict and in contrast, it is likely to unexpectedly respond to changes in the environment. Furthermore, it represents a typical shift in approaching entrepreneurship. In this theoretical paper, we first aim to highlight the evolution of the concept and the development of the effectuation theory within the literature. Furthermore, we explain the similarities and differences existing between causation and effectuation reasoning. Finally, we use the lens of effectuation to come up with an understanding of the internationalization of SMEs.

Внедрение стандартов цифровой радиосвязи в гражданской авиации происходит практически без взаимодействия с международными организациями по стандартизации в области телекоммуникаций. При этом цифровая связь используется в первую очередь для обеспечения безопасности полетов воздушных судов. По радиоканалу в вещательном режиме каждое воздушное судно передает информацию о своем местоположении, обеспечивая таким образом ситуационную осведомленность экипажей других судов и диспетчеров. Поскольку число пассажирских и грузовых судов растет, а кроме того, в последнее время многократно возросло число беспилотных судов,которые должны быть интегрированы в общее воздушное пространство, то назрела необходимость рассмотреть существующие стандарты цифровой авиационной связи и провести сравнительный анализ их параметров. В данной работе выполнен сравнительный анализ физического и канального уровней стандартов VDL mode 4 и 090ES,а также представлены критерии качества передачи данных с помощью технологии автоматического зависимого наблюдения-вещания. Сравнение проведено по результатам моделирования работы стандартов в условиях высокой загруженности воздушного пространства. Digital communication standards implementation in civil aviation is now performed practically without collaboration with international telecommunications standardization organizations. At the same time, digital communication is primarily intended to ensure the safety of aircraft flights. Each aircraft transmits its position report messages over a radio communication channel in a broadcast mode, thus providing situational awareness for other aircrafts and the air traffic control staff. Since the number of passenger and cargo aircrafts grows, and in addition, the number of unmanned aircraft that must be integrated into the common airspace has recently multiplied, it is time to consider the existing digital aviation communication standards and perform a comparative analysis of their parameters. In the article, a comparative analysis of the physical and link levels of the VDL mode 4 and 1090ES standards was carried out. The ADS-B data transfer quality evaluation criteria are proposed. The VDL mode 4 and 1090ES standards modeling results in conditions of high airspace congestion are compared.

This article investigates the interaction between the Common Core State Standards and curricular tracking by examining instructional decision making across tracks in a large metropolitan district. This study draws on institutional logics as a framework to analyze 106 instructional decisions from 24 participants involved in middle school literacy instruction. In lower-track classes, participants often adapted the curriculum and adopted a more teacher-centered approach. About half of the rationales for those decisions reflected a logic of tracking, less than a fifth reflected a logic of differentiation, and almost a third reflected elements of both logics. These findings demonstrate that despite common standards, a tracked school structure continues to serve as a powerful signal about the curriculum and instruction seen as appropriate for different groups of students.

Abstract. Local autonomy in the education sector has been implemented for more than ten years; however, the results have not been satisfactory yet and have even created various problems, including in Semarang City. The objective of this research is to obtain the implementation model of the educational policy of Semarang City in the local autonomy era. This research uses the research and development approach. The research results show that the appropriate implementation model of the educational policy of Semarang City in the local autonomy era is the one which applies the interactive and participative principles, management functions and good governance. The decision making and the accomplishment of the educational policy should be done through the interactions among the decision makers, the decision implementers and the decision users so that all parties can give inputs and evaluation. The implementation of the policy is accomplished by applying the management functions especially organizing, actuating and controlling as well as applying the principle of good governance, i.e. transparency, accountability, fairness and responsiveness.Abstrak. Otonomi daerah bidang pendidikan telah lebih sepuluh tahun dilaksanakan; namun hasilnya belum menggembirakan, bahkan memunculkan berbagai masalah baru, termasuk di kota Semarang. Tujuan penelitian ini adalah mendapatkan model implementasi kebijakan pendidikan kota Semarang pada era otonomi daerah. Pendekatan dalam penelitian ini adalah penelitian dan pengembangan. Hasil penelitian ini adalah:?é?á bahwa model implementasi kebijakan pendidikan kota Semarang pada era otonomi daerah yang sesuai adalah model implementasi kebijakan pendidikan yang menerapkan prinsip interaktif, partisipatif, fungsi manajemen dan good governance. Penetapan kebijakan pelaksana dilakukan dengan?é?á interaksi antara penentu kebijakan, pelaksana kebijakan dan pengguna kebijakan, sehingga para pihak dapat memberikan masukan dan evaluasi. Pelaksanaan kebijakan dilakukan dengan?é?á menerapkan fungsi manajemen khususnya organizing, actuating, controlling, dan menerapkan prinsip good goverenance yaitu transparansi, akuntabilitas, fairnes dan responsivitas.Key words: Interactive, participative, management, good goverenance.
