Climate change and fl ood insurance in Germany, Great Britain and Serbia

In this paper, the author analyzes the organization of fl ood risk insurance, the risk which signifi cantly deteriorates due to climate change in Germany, the United Kingdom and Serbia. Th e author used selected studies and works, national legislation, insurance conditions and materials of specialized organizations. Climate change signifi cantly aff ects the frequency and severity of the harmful consequences of fl ood risks, which, due to their catastrophic consequences and territorial exposure, require more effi cient prevention measures and the design of their insurance. Floods are increasingly occurring as a result of heavy rainfall and high winds that simultaneously enhance their harmful potential. Th erefore, insurers cannot ignore the impact of climate change on the conditions for taking risks, determining the insurance premium, excesses and all other aspects related to these risks. From the point of view of risk assessment and selection techniques, the principle of fl ood insurability will certainly be applied in the future. Th erefore, refraining insurers from insuring those risks where the recurrence of fl oods is more frequent than a certain number of years (fi ve or ten years), based on the historical development of claims or classifi cation of zones into the danger class with increased frequency, will certainly pose a problem for policyholders. In Germany, fl ood risk cover is provided similarly to a number of Serbian insurers, ie. as an additional risk to basic property risks. However, the German insurance practice provides an opportunity to insure a number of other natural risks as a supplementary risk in the form of a natural risk package. It should be pointed out that there are also insurers in Serbia, whose policy terms regarding the cover scope more or less coincide with the insurance of named risks in Great Britain. Th ese are insurance conditions that represent an extension of the so-called traditional insurance of named fi re risks, which certainly represents a good step in the direction of modernizing the household insurance conditions in Serbia.

Climate conditions remain one of the main risk factors for domestic agriculture, and the consequences of global climate change are ambiguous in terms of prospects for agricultural production in Russia. This paper analyzes the impact of climate change on the country’s food security from the point of view of its self-sufficiency in grain primarily. Specific conditions prevailing on the Crimean peninsula are also considered.

Abstract An increase in the global mean sea is predicted during the 21st century as a consequence of global average temperature projections. In addition, changes in the strength of atmospheric cyclonic storms may alter the development of storm surges, exacerbating the risks to coastal communities. Based on the fact that the interest and range of papers are growing on this topic, this study aims to present the global scientific production status of studies that have correlated climate change and the impact of storm surges on the coastal zone leading to erosion and flooding (inundation) via a bibliometric analysis. We analyzed 429 papers published in journals between 1991 and February 2021 from the Scopus database. Through the VOSviewer and Bibliometrix R package, we describe the most relevant countries, affiliations, journals, authors, and keywords. Our results demonstrate that there has been an exponential growth in the research topic, and that authors from the United States and the United Kingdom are the most prolific. Among the 1454 authors found, 10 researchers published at least 5 papers on the topic and obtained at least 453 citations in the period. The most represented journals were the Journal of Coastal Research, Climatic Change, and Natural Hazards. We also found, and discuss, the lack of standardization in the choice of keywords, of which climate change, storm surge, and sea level rise are the most frequent. Finally, we have written a guide to facilitate the authors' bibliographic review.

The article investigates the impact of Great Britain on the evolution of colonialism in the late ХІХ and early ХХ centuries. It is analyzed the sources and scientific literature on the policy of the United Kingdom in the colonial question in the late ХІХ – early ХХ century. The reasons, course and consequences of the intensification of British policy in the colonial problem are described. The process of formation and implementation of London’s initiatives in the colonial question during the period under study is studied. It is considered the position of Great Britain on the transformation of the colonial system in the late XIX – early XX centuries. The resettlement activity of the British and the peculiarities of their mentality, based on the idea of racial superiority and the new national messianism, led to the formation of developed resettlement colonies. The war for the independence of the North American colonies led to the formation of a new state on their territory, and the rest of the “white” colonies of Great Britain had at the turn of the XIX-XX centuries had to build a new policy of relations, taking into account the influence of the United States on them, and the general decline of economic and military-strategic influence of Britain in the world, and the militarization of other leading countries. As a result, a commonwealth is formed instead of an empire. With regard to other dependent territories, there is also a change in policy towards the liberalization of colonial rule and concessions to local elites. In the late ХІХ – early ХІХ centuries the newly industrialized powers (Germany, Italy, and Japan) sought to seize the colonies to reaffirm their new status in the world, the great colonial powers of the past (Spain, Portugal, and the Netherlands) sought to retain what remained to preserve their international prestige, and Russia sought to expand. The largest colonial empires, Great Britain and France, were interested in maintaining the status quo. In the colonial policy of the United Kingdom, it is possible to trace a certain line related to attempts to preserve the situation in their remote possessions and not to get involved in conflicts and costly measures where this can be avoided. In this sense, the British government showed some flexibility and foresight – the relative weakening of the military and economic power of the empire due to the emergence of new states, as well as the achievement of certain self-sufficiency, made it necessary to reconsider traditional foreign policy. Colonies are increasingly no longer seen as personal acquisitions of states, and policy toward these territories is increasingly seen as a common deal of the international community and even its moral duty. The key role here was to be played by Great Britain, which was one of the first to form the foundations of a “neocolonial” system that presupposes a solidarity policy of Western countries towards the rest of the world under the auspices of London. Colonial system in the late ХІХ – early ХІХ century underwent a major transformation, which was associated with a set of factors, the main of which were – the emergence of new industrial powers on the world stage, the internal evolution of the British Empire, changes in world trade, the emergence of new weapons, general growth of national and religious identity and related with this contradiction. The fact that the First World War did not solve many problems, such as Japanese expansionism or British marinism, and caused new ones, primarily such as the Bolshevik coup in Russia and the coming to power of the National Socialists in Germany, the implementation of the above trends stretched to later moments.

This paper examines the impact that climate change may have on the lodging of oats in the Republic of Ireland and the UK. Through the consideration of a novel lodging model representing the motion of an oat plant due to the interaction of wind and rain and integrating future predictions of wind and rainfall due to climate change, appropriate conclusions have been made. In order to provide meteorological data for the lodging model, wind and rainfall inputs are analysed using 30 years’ time series corresponding to peak lodging months (June and July) from 38 meteorological stations in the United Kingdom and the Irish Republic, which enables the relevant probability density functions (PDFs) to be established. Moreover, climate data for the next six decades in the British Isles produced by UK climate change projections (UKCP18) are analysed, and future wind and rainfall PDFs are obtained. It is observed that the predicted changes likely to occur during the key growing period (June to July) in the next 30 years are in keeping with variations, which can occur due to different husbandry treatments/plant varieties. In addition, the utility of a double exponential function for representing the rainfall probability has been observed with appropriate values for the constants given.

Withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union (Brexit) has definitely been bringing various consequences in the field of social security. It is therefore worthwhile to analyse it from the point of view of the social rights of Poles residing in the United Kingdom (as well as, in a comparative and auxiliary manner, of the British residing in Poland), following the formal conclusion of the withdrawal. The article therefore synthetically presents this current, post-Brexit situation, taking into account the ongoing transition period as well as the perspective of negotiations on the possible agreement(s) on future EU-UK relations. Notably, the rights in question have been preserved in the transition period, but their status afterwards remains open.

Abstract. The dataset Future Flows Hydrology was developed as part of the project "Future Flows and Groundwater Levels" to provide a consistent set of transient daily river flow and monthly groundwater levels projections across England, Wales and Scotland to enable the investigation of the role of climate variability on river flow and groundwater levels nationally and how this may change in the future. Future Flows Hydrology is derived from Future Flows Climate, a national ensemble projection derived from the Hadley Centre's ensemble projection HadRM3-PPE to provide a consistent set of climate change projections for the whole of Great Britain at both space and time resolutions appropriate for hydrological applications. Three hydrological models and one groundwater level model were used to derive Future Flows Hydrology, with 30 river sites simulated by two hydrological models to enable assessment of hydrological modelling uncertainty in studying the impact of climate change on the hydrology. Future Flows Hydrology contains an 11-member ensemble of transient projections from January 1951 to December 2098, each associated with a single realisation from a different variant of HadRM3 and a single hydrological model. Daily river flows are provided for 281 river catchments and monthly groundwater levels at 24 boreholes as .csv files containing all 11 ensemble members. When separate simulations are done with two hydrological models, two separate .csv files are provided. Because of potential biases in the climate-hydrology modelling chain, catchment fact sheets are associated with each ensemble. These contain information on the uncertainty associated with the hydrological modelling when driven using observed climate and Future Flows Climate for a period representative of the reference time slice 1961–1990 as described by key hydrological statistics. Graphs of projected changes for selected hydrological indicators are also provided for the 2050s time slice. Limitations associated with the dataset are provided, along with practical recommendation of use. Future Flows Hydrology is freely available for non-commercial use under certain licensing conditions. For each study site, catchment averages of daily precipitation and monthly potential evapotranspiration, used to drive the hydrological models, are made available, so that hydrological modelling uncertainty under climate change conditions can be explored further. doi:10.5285/f3723162-4fed-4d9d-92c6-dd17412fa37b.

Abstract In light of increasing pressure to deliver climate action targets, and the growing role of citizens in raising the importance of the issue, deliberative democratic processes (e.g. Citizen Juries and Citizen Assemblies) on climate change are increasingly being used to provide a voice to citizens in climate change decision-making. Through a comparative case study of two processes that ran in the UK in 2019 (the Leeds Climate Change Citizens’ Jury and the Oxford Citizens’ Assembly on Climate Change), this paper investigates how far Citizen Assemblies and Juries on climate change are increasing citizen engagement on climate change and creating more citizen-centred climate policy-making. Interviews were conducted with policy-makers, councillors, professional facilitators and others involved in running these processes to assess motivations for conducting these, their structure and the impact and influence they had. The findings suggest the impact of these processes is not uniform: they have an indirect impact on policymaking by creating momentum around climate action and supporting the introduction of pre-planned or pre-existing policies rather than a direct impact by being truly being citizen-centred policymaking processes or conducive to new climate policy. We conclude with reflections on how these processes give elected representatives a public mandate on climate change, that they help to identify more nuanced and in-depth public opinions in a fair and informed way, yet it can be challenging to embed citizen juries and assemblies in wider democratic processes.

BackgroundThe UK’sClimate Change Act 2008(CCA; Great Britain.Climate Change Act 2008. Chapter 27. London: The Stationery Office; 2008) requires a reduction of 80% in carbon dioxide-equivalent emissions by 2050 on a 1990 base. This project quantified the impact of air pollution on health from four scenarios involving particulate matter of ≤ 2.5 µm (PM2.5), nitrogen dioxide (NO2) and ozone (O3). Two scenarios met the CCA target: one with limited nuclear power build (nuclear replacement option; NRPO) and one with no policy constraint on nuclear (low greenhouse gas). Another scenario envisaged no further climate actions beyond those already agreed (‘baseline’) and the fourth kept 2011 concentrations constant to 2050 (‘2011’).MethodsThe UK Integrated MARKAL–EFOM System (UKTM) energy system model was used to develop the scenarios and produce projections of fuel use; these were used to produce air pollutant emission inventories for Great Britain (GB) for each scenario. The inventories were then used to run the Community Multiscale Air Quality model ‘air pollution model’ to generate air pollutant concentration maps across GB, which then, combined with relationships between concentrations and health outcomes, were used to calculate the impact on health from the air pollution emitted in each scenario. This is a significant improvement on previous health impact studies of climate policies, which have relied on emissions changes. Inequalities in exposure in different socioeconomic groups were also calculated, as was the economic impact of the pollution emissions.ResultsConcentrations of NO2declined significantly because of a high degree of electrification of the GB road transport fleet, although the NRPO scenario shows large increases in oxides of nitrogen emissions from combined heat and power (CHP) sources. Concentrations of PM2.5show a modest decrease by 2050, which would have been larger if it had not been for a significant increase in biomass (wood burning) use in the two CCA scenarios peaking in 2035. The metric quantifying long-term exposure to O3is projected to decrease, while the important short-term O3exposure metric increases. Large projected increases in future GB vehicle kilometres lead to increased non-exhaust PM2.5and particulate matter of ≤ 10 µm emissions. The two scenarios which achieve the CCA target resulted in more life-years lost from long-term exposures to PM2.5than in the baseline scenario. This is an opportunity lost and arises largely from the increase in biomass use, which is projected to peak in 2035. Reduced long-term exposures to NO2lead to many more life-years saved in the ‘CCA-compliant’ scenarios, but the association used may overestimate the effects of NO2itself. The more deprived populations are estimated currently to be exposed to higher concentrations than those less deprived, the contrast being largest for NO2. Despite reductions in concentrations in 2050, the most socioeconomically deprived are still exposed to higher concentrations than the less deprived.LimitationsModelling of the atmosphere is always uncertain; we have shown the model to be acceptable through comparison with observations. The necessary complexity of the modelling system has meant that only a small number of scenarios were run.ConclusionsWe have established a system which can be used to explore a wider range of climate policy scenarios, including more European and global scenarios as well as local measures. Future work could explore wood burning in more detail, in terms of the sectors in which it might be burned and the spatial distribution of this across the UK. Further analyses of options for CHP could also be explored. Non-exhaust emissions from road transport are an important source of particles and emission factors are uncertain.
