FOOD SECURITY IN RUSSIA IN THE CONTEXT OF CLIMATE CHANGE

Climate conditions remain one of the main risk factors for domestic agriculture, and the consequences of global climate change are ambiguous in terms of prospects for agricultural production in Russia. This paper analyzes the impact of climate change on the country’s food security from the point of view of its self-sufficiency in grain primarily. Specific conditions prevailing on the Crimean peninsula are also considered.

It’s complicated. Tropical diseases have unusually intricate life cycles because most of them involve not only a human host and a pathogen, but also a vector host. The diseases are predominantly tropical due to their sensitivity to local ecology, usually due to the vector organism. The differences between the tropical diseases mean that they respond to environmental degradation in various ways that depend on local conditions. Urbanization and water pollution tend to limit malaria, but deforestation and dams can exacerbate malaria and schistosomiasis. Global climate change, the largest environmental change, will likely extend the range of tropical climate conditions to higher elevations and near the limits of the tropics, spreading some diseases, but will make other areas too dry or hot for the vectors. Nonetheless, the geographical range of tropical diseases will be primarily determined by public health efforts more than climate. Early predictions that malaria will spread widely because of climate change were flawed, and control efforts will probably cause it to diminish further. The impact of human disease on economic development is hard to pin down with confidence. It may be substantial, or it may be misattributed to other influences. A mechanism by which tropical disease may have large development consequences is its deleterious effects on the cognitive development of infants, which makes them less productive throughout their lives.


Potential influence of water stress, climate change, erosion of fertility, unorganized agro-financing practices in agricultural-yields espoused with incongruity in regulating and developing the credible distribution mechanism for the resilience of computable equilibrium in the supply chain have warranted the continuing negative economic implications relating to agricultural production-patterns as well as ensuring food security of the country. An authoritative introspection for the sustainability of agro-economic policy in consistence with the increasing population becomes the cry of the hour of the country. Sensitivity-variance of different crops to warming though confines the scopes and preferences of territoriality of productivity however, the complexity of impact of climate-change on agricultural productivity necessitates the appraisal and interrelations of physical, economic and social factors as well changing ecological imbalances. The attempt to bring structural reforms in the farming practices in weather variability context in the country requires financial support for the marginal and small-scale farmers as farming practices are predominantly adapted to local climates. The global character of atmospheric circulation and the impact of ecological and climate-changes encourage combined use of climate, crop, and economic models for sustaining growth of supply chain to market. In addition, the increasing deterioration of agricultural production due to the eventuality of climate-change and eventual ecological imbalance considerably would affect the trade balance of the country for the legislative mandate of food security. To transform the progressive move of LPG (Liberalization, Privatization and Globalization) into secured and sustainable agro-economy to save our planet from the ravages of climate change, a comprehensive schematic approach involves configuration of legal and policy tools containing thereof: a) ‘spillover costs’ of agricultural productivity due to increased ecological and climate changes; b) coherent assessment of the modalities of agriculture to harmonize the present-day water-stressed; c) coherent financing mechanism for the farmers, in particular the small-scale and marginal ones who are not only being affected disproportionately rather the changes warrant them to be displaced internally. The present discussion reviews two prime factors: viz; a) Effects of Climate-Change upon agro-economy of the country; and b) Attenuation of Agro-financing measures in the regulatory mechanism for regulating and developing the vibrant supply chain to the market

This chapter will aim to explicate the challenges posed by global warming or the climate change conditions on food security especially from the point of view of India. The negative impact of global warming has been seen, especially in developing economies, on the agricultural yields leading towards food insecurity. The four pillars of food security (i.e., availability, accessibility, utilization, and stability) are having an impact on climate change. The present study will begin by highlighting the concept of global warming. It will further provide an overview of the Indian food security system followed by the impact of global warming on the food security level in India. The study will also highlight the global warming and food security scenario in the present situation of the ongoing COVID-19 pandemic in India.

The essence of the “strategic planning” is explored and the peculiarities of strategic planning in the agricultural sector are defined. Global climate change as a factor stimulating the formation of new approaches to strategic planning of agricultural development is considered, and the impact of climate change on the agricultural sector of Ukraine is evaluated. A predictive model of changes in the parameters of agricultural production under expected climate change conditions is constructed, and organizational, socio-economical and environmental components of the strategy of agricultural development are outlined and the conceptual bases for improvement of strategic planning for the development of the agricultural sector in the face of climate change are substantiated.

Studying the response of forest ecosystems to climate change is one of the urgent tasks of modern ecology. Regional manifestations of global climate change lead to special reactions of forest ecosystems. The main source of energy for all processes in ecosystems is solar radiation. It starts all the processes of transformation of matter, energy and information in the ecosystem. A change in its income leads to a restructuring of the ecosystem functioning system. For the Crimean Peninsula today the response of forest ecosystems to climate change remains poorly studied. This determines the relevance and purpose of this work. On the base of the landscape-typological map of the Crimean Peninsula, open reanalysis databases, and GIS modeling, the elements of the radiation balance of the oak forest ecosystems of the Crimean peninsula are estimated under the conditions of modern climate changes. The basic laws of the radiation balance formation of oak forest ecosystems and the features of its interannual dynamics are shown.

The goals of sustainable development are to end hunger, achieve food security and improve nutritional status. Food security is dependent on agriculture in two ways: firstly, it ensures the supply of food grains and secondly, provides the livelihood for 36% (source) of the total workforce. Agriculture, in turn, is dependent on climate. Therefore, climate change, implying any alteration in parameters such as temperature and humidity, govern crop growth and therefore has a consequential impact on the quantity of food grains produced, gradually affecting the food security of a region. With this chain of understanding, an attempt has been made in this paper to analyse the impact of climate change on agricultural production in Fatehpur district of Ganga-Yamuna Doab, a region that experiences challenges for food security due to both low agricultural production and lack of nutritious food. Secondary data has been used in the context of food security of the area.

<p>The effectiveness of adaptation to climate change depend on the social resilience. Historical case studies of climate change adaptations would be conducive to better understanding the preferred solution of people with different cultural background, and coping with the risk of the ongoing global climate changes. The relationship among climate change, adaptations and social resilience are analyzed based on the previous researches about famines, agricultural production, trade and migration in Germany during the 16th to the early 20th century. Differences in the primary choices and their effectiveness between Germany and China are also discussed from the perspective of food security. The results are as follows. (1) In the 16th and 17th centuries, the German agricultural system was quite sensitive to the cold and abrupt fluctuated climate, and poor harvests always accompanied by famines in which more than 30% were severe famines. After 1700AD, the severity of famine and its correlation with temperature declined gradually. About 29% famines were merely considered as dearth, and the only severe famine (1770-1772AD) occurred after a back-to-back harvest failure. However, the impact of rainfall extremes on harvest still existed. (2) Germany successfully escaped from famine after 1850AD due to four effective adaptations: ① Planting structure adjustment, like increasing the proportion of rye, was first thought of, but the effectiveness was limited until potatoes became widely accepted. ② The rapid increase in crop yield brought by ago-technology progress reversed the trend of social resilience decreasing with population growth, but was not enough to fully offset the impact of climatic deterioration. ③ The degree of dependence on grain import reached 20% in a short time, which improved the food availability and reduced the famine risk in German mainland. ④ Three emigration waves, following the drought (1844-1846AD) and cooling (1870-1890AD) might have partly alleviated food shortage, especially at a local scale. By 1900AD, German social resilience was nearly 20 times than the scenario of lacking adaptation. (3) In contrast to Germany entered a resilience increasing period since the early 18th century, China maintained the decline of resilience as population pressure increased. Differences might be attributed to their location and culture background. China had long been a unified and powerful empire in east Asia with large internal market and self-sufficient agricultural society, which made it more prone to reduce risk through domestic adjustments, such as internal migration and government relief. When the capacity for disaster relief efforts by the government failed to meet the needs of crisis management, social resilience would drop dramatically. Whereas Germany, located in the continent with a long history of division and amalgamation, had a commercial tradition and was close to the origin of the first industrial revolution, was more willing and likely to find new approaches for food supply ensurance or risk transfer in regional exchanges.</p>

The global carbon emission rate, due to energy-driven consumption of fossil fuels and anthropogenic activities, is higher at any point in mankind history, disrupting the global carbon cycle and contributing to a major cause of warming of the planet with air and ocean temperatures, which is rising dangerously over the past century. Climate change presents challenges both direct and indirect for livestock production and health. With more frequent extreme weather events including increased temperatures, livestock health is greatly affected by resulting heat stress, metabolic disorder, oxidative stress, and immune suppression, resulting in an increased propensity for disease incidence and death. The indirect health effects relate to the multiplication and distribution of parasites, reproduction, virulence, and transmission of infectious pathogens and/or their vectors. Managing the growing crossbreeding livestock industry in Bangladesh is also at the coalface for the emerging impacts of climate change, with unknown consequences for the incidence of emerging and re-emerging diseases. Bangladesh is now one of the most vulnerable nations to global climate change. The livestock sector is considered as a major part of food security for Bangladesh, alongside agriculture, and with one of the world’s largest growing economies, the impacts are exaggerated with this disaster. There has been no direct study conducted on the impact of climate  change on livestock health and the diseases in Bangladesh. This review looks to explore the linkage between climate change and livestock health and provide some guidelines to combat the impact on livestock from the Bangladesh perspective. Purpose This study aims to analyze the impact of global climate change on food security in the East African Community (EAC) region, using panel data analysis for five countries, over 2000-2014. Design/methodology/approach The determinants of food security are expressed as a function of rainfall, temperature, land area under cereal production, and population size. The paper used pooled fixed effects to estimate the relationship among these variables. Findings Findings show that food security in EAC is adversely affected by temperature. However, precipitation and increasing areas cultivated with cereal crops will be beneficial to ensure everyone's food security. Originality/value Actions for mitigating global warming are important for EAC to consolidate the region’s economic, political and social development/stability.
