Health insurance is an important social policy with humanitarian meaning and profound community sharing, which is highly valued and promoted by the Vietnamese Government in the social security policy system. Therefore, it is necessary to study users’ satisfaction to medical examination and treatment services with health insurance cards. Based on the questionnaire surveys, the research team conducted Cronbach's Alpha analysis of each factor, assessed the scale reliability. Multivariate regression and ANOVA test showed that all four components: health services, human resources, medical examination and treatment costs, medical information and medical products positively affected users’ satisfaction to medical examination and treatment services with health insurance cards in Ninh Binh province, Vietnam. Based on the survey results and the information exchanged directly with people who came for medical examination and treatment, the research team drew out shortcomings in medical examination and treatment for users of health insurance card sin Ninh Binh province. Shortcomings in medical examination and treatment with health insurance cards were pointed out as an important basis for proposals to improve the medical examination and treatment quality for insured subjects including: Health insurance costs and response levels; Medical examination and treatment process with health insurance and doctor’s responsibility. Reasonable waiting time and hospital environment; Health insurance-based drug delivery.

Implementation of information technology in health care is one of the urgent tasks of modernization. Questions automation of accounting and reporting on clinical examination carried out by certain groups of adults, clinical examination of orphans, professional examinations and adult medical examination of the child population (preventive, preliminary, periodic) make up a significant part of the activities of medical organizations both in terms of achieving the goals of the organization. The implementation of a software system "health card", its implementation and use in the medical organization is effectively used in the integration of medical information system in a medical organization. The functions of the system meet all the requirements necessary to meet its work regulations governing the procedure and forms for clinical examination and professional examinations, monitoring of accounting work, the results of clinical examination and analysis of professional examinations, the acceleration of employees by automatically filling out forms, flexible system configuration. Integration of "health map" with electronic medical records enables to collect card baseline medical examination (clinical examination) of the input specialists medical examinations and investigations.Automation of accounting and reporting of preventive medical exams and clinical examination allows medical organization to reduce the labor of doctors and other staff to fill in the documentation and accounting work to avoid mistakes in documents and reports, provide timely and accurate reporting of the established forms of the Ministry of Health.

Modern medicine has grown to an insurmountable level over the past decades. Today, this sector of human life is a high-tech industry, where all areas that can save lives of previously hopeless patients are successfully developing. The technical equipment of health care facilities has been substantially improved, it has become possible to diagnose diseases at an early stage and to quickly restore the working capacity of patients. Nevertheless, with all the advantages and capabilities of modern technology in this area, there are many problems. One of the most significant is the provision of privacy of medical information, which should be considered from both sides, both technical and regulatory. Ensuring the confidentiality of data in medical systems depends on the correct and timely organization of managing access to medical information. The US Health Insurance Portability and Accountability Act (HIPAA) is the most widespread and comprehensive regulatory document for the security of medical data. Regarding the Ukrainian normative documents, they realize the rights of the patient to receive information about their state of health, and medical systems do not have a certificate on the compliance of a comprehensive system of protection of information in accordance with the requirements of normative documents on the technical protection of information. In this article, the authors are considering designing an access control model that solves the problem of providing information security for medical systems and is based on access control based on roles with minimal constraints. The model to be developed should determine the actions and resources that are available to the user, as well as provide individual access to resources. The authors examined the existing models of access control, identified the advantages and disadvantages that formed the basis of their own model. The paper describes the creation of a role-based security policy that defines the information flows permitted by the system, based on the international regulatory document HIPAA. With the help of the developed model, it is possible to execute its storage in different ways and in any case, it is very easy to convert into a relational database

AbstractThe purpose of the article is to give an overall description of the situation of Hungarian minority households with children in Ukrainian villages. The region is a marginal area both economically and geographically, being in a peripheral position with little attention falling upon it and even less of the development sources. Furthermore, there is a lack of information on welfare benefits, and no direct statistical data are available on the characteristics of the social policy system.As for the total lack of prior statistics on poverty, this essay is meant to be exploratory to show the area’s poverty features, focusing on the children. By the use of combined data collection, including quantitative and qualitative techniques, we gained information by questionnaire surveys of about 253 children in 139 households. There were carried out 23 exploratory interviews as well. The core of our analysis is the specific labour market situation, the earning opportunities, and forms of employment that provide for livelihoods for the households with children. Besides the backwardness of the area studied in the research, the strategies and life situations that characterize the Transcarpathian Hungarians are also presented, which are beyond the known European forms of poverty.

Many hospitals and medical clinics have been using a wearable sensor in its health care system because the wearable sensor, which is able to measure the patients’ biometric information, has been developed to analyze their patients remotely. The measured information is saved to a server in a medical center, and the server keeps the medical information, which also involves personal information, on a cloud system. The server and network devices are used by connecting each other, and sensitive medical records are dealt with remotely. However, these days, the attackers, who try to attack the server or the network systems, are increasing. In addition, the server and the network system have a weak protection and security policy against the attackers. In this paper, it is suggested that security compliance of medical contents should be followed to improve the level of security. As a result, the medical contents are kept safely.

Tasks, requirements, planning and design of the central data bank in a patient information system are demonstrated by the model of the »Medical System Hanover« (MSH).The Terms »Information System«, in particular »Patient Information System« and »Data Bank« are defined. Based on the ultimate goals of MSH, the task set is formulated and a catalogue of the most important basic requirements of a data bank management system is given as typical for application in a hospital environment. Finally, various points of view that are of essential importance for system planning and design, such as selection of data and structurization of files, are discussed.

AbstractWithin the context of health and insurance law, an important question that arises is “to what extent is an applicant for private insurance truly capable of giving his/her ‘free’ and informed consent for a medical examination?”. It should be borne in mind that it is the private insurer who requires a medical examination in order to gather medical information, and, moreover, that the insurer will not be inclined to conclude or carry out an insurance contract without this medical information. A distinction has to be made between not being free by legal coercion and not being (completely) free by factual circumstances. Exercising the right to informed consent involves exactly weighing up the consequences of the decision. Hence the applicant must be put in a position of being able to weigh up the consequences and take them into consideration.
