This research is a literature study that focuses on the Saprahan tradition in the Indonesia-Malaysia border area in Temajuk Village, West Kalimantan. The results obtained from the study can be described that specifically, the state's role in implementing gastro diplomacy through saprahan at the Temajuk Sambas border has not functioned as gastro diplomacy. However, from a historical point of view, its value and meaning, the saprahan tradition has excellent potential in Indonesian gastro diplomacy efforts in the border area between Indonesia and Malaysia. This is supported by the development of tourism in Temajuk, attracting local tourists to foreign tourists to promote culinarily and eating traditions where the intimate communication space that can be created through the tradition of eating saprahan makes it easier to negotiate and make decisions.

In modern social and political philosophy civil society has come to refer to a sphere of human activity and a set of institutions outside state or government. It embraces families, churches, voluntary associations and social movements. The contrast between civil society and state was first drawn by eighteenth-century liberals for the purpose of attacking absolutism. Originally the term civil society (in Aristotelian Greek, politike koinonia) referred to a political community of equal citizens who participate in ruling and being ruled. In the twentieth century the separation of philosophy from social sciences, and the greatly expanded role of the state in economic and social life, have seemed to deprive the concept of both its intellectual home and its critical force. Yet, approaching the end of the century, the discourse of civil society is now enormously influential. What explains the concept’s revival? Does it have any application in societies that are not constitutional democracies? From a normative point of view, what distinguishes civil society from both the state and the formal economy?

One of the processes carried out by the government and the community to manage existing resources through collaboration between the government and the private sector is one of the meanings of economic development. This is done in the context of creating job opportunities as well as efforts to encourage economic growth in a region. Thus, it is important for the government and the community to play a role in solving macroeconomic problems. The final objective of this research is to analyze in depth the concept of the three-sector economy, the rationality of the role of government and society, the scope of the government's role, government policy instruments and an overview of al-hisbah. This study uses a literature study where information is obtained through a collection of books, a collection of scientific works, several theses, encyclopedias, a little information from the internet and even other sources. Research shows that in the economy three sectors are played by 3 roles including households, companies and the government. The rationality of the government's role is based on the consequences of collective obligations, and the failure of the market to realize falah. The analysis of the government's role includes: the role of allocation, distribution, stabilization, the role of the state in overcoming externalities and the role of the state related to the implementation of Islamic morality. There are also three policies that cover, among others: fiscal policy, monetary policy, and supply-side policy. Some basic thinking about the role of society consists of the consequences of fardhu kifayah, the existence of public property rights and the failure of the market and government. While hisbah is an institution controlled by the government through individual efforts specifically assigned to solve problems related to the moral, religious and economic fields.

Despite its diversity, the market economy is inseparable from the role of the state. Differences between historical periods and between countries are in terms of the nature of the State, the extent and scope of the state’s intervention in the economy, and the consequences of such intervention in the market. At present, globalization asserts and demands the promotion of the role of the state and the need to adjust it to adapt to the effects of globalization. This article presents Vietnam’s point of view is that in a market economy, and particularly, in the context of globalisation, the role of the state will not be diminished, and state management and intervention are always necessary. For Vietnam, the theory which advocates state intervention in addressing market failures is a perfect suit. This will make Vietnamese economy be adaptive with requirements of market economy in the context of globalisation in one hand, but in the other hand, this will enable the state to react promptly to deal with market failures and other problems caused by the integration to the world economy.

Also, most obviously, conflicts of interest occur at the national level where political stakes are usually highest, one of the determining factors of this segment being the changing role of the state itself, which creates opportunities for individual gain through its transformations.
