One of the processes carried out by the government and the community to manage existing resources through collaboration between the government and the private sector is one of the meanings of economic development. This is done in the context of creating job opportunities as well as efforts to encourage economic growth in a region. Thus, it is important for the government and the community to play a role in solving macroeconomic problems. The final objective of this research is to analyze in depth the concept of the three-sector economy, the rationality of the role of government and society, the scope of the government's role, government policy instruments and an overview of al-hisbah. This study uses a literature study where information is obtained through a collection of books, a collection of scientific works, several theses, encyclopedias, a little information from the internet and even other sources. Research shows that in the economy three sectors are played by 3 roles including households, companies and the government. The rationality of the government's role is based on the consequences of collective obligations, and the failure of the market to realize falah. The analysis of the government's role includes: the role of allocation, distribution, stabilization, the role of the state in overcoming externalities and the role of the state related to the implementation of Islamic morality. There are also three policies that cover, among others: fiscal policy, monetary policy, and supply-side policy. Some basic thinking about the role of society consists of the consequences of fardhu kifayah, the existence of public property rights and the failure of the market and government. While hisbah is an institution controlled by the government through individual efforts specifically assigned to solve problems related to the moral, religious and economic fields.

Abstract The recent pandemic has raised fundamental questions about the traditional role of government. That role has stressed the pursuit of national interests and identified the tools that governments should use in the pursuit of those interests. While over the past century the desirable role of the state was amended to include new objectives (such as equity and stabilization) the focus had remained national interests. This paper argues that this national focus has become increasingly anachronistic and damaging.

The government responses to the corona crisis across the world has actualized an old debate regarding the role of the state and government policy making in economic crises. This debate should, the authors of this article argue, be understood in the context of how government policy making has been transformed in advanced capitalist economies in the past five decades and recent theoretical developments regarding the role of actors and institutions involved in the production and dissemination of ideas in such transformations. Drawing on an extensive review of policy making and changes in policy making doctrines, this article examines the role of government public investigations in the transformation of the Swedish government policy making in relation to economic crises where the state supports policy making through social partners.

The chapter considers how two economic giants of the twentieth century saw the economic role of the market, comparing Hayek’s trust in the market with Keynes’ growing doubts about its role. There are areas where they strongly disagreed but also many areas of convergence. The greatest divergence in their positions was in the role of government in stabilizing policies. It can be said that these two economists actually had less extreme views that many assume they did. Keynes’ views were less socialist than many assume while Hayek’s views were less conservative. Hayek theorized a government role in regulations vis-à-vis the environment and vis-à-vis guaranteeing a low income for the poor; Keynes was against high taxes and was relatively indifferent to welfare policies.

This chapter considers two polar cases in the role of government: Laissez faire and central planning. Past experiences with central planning, its difficulties and its influence, are discussed. The chapter looks at the role of the state during periods of laissez faire and the influence of Adam Smith. Low spending and low taxes characterize laissez faire policies. Economists put their trust in evolution and progress. The chapter then goes on to anaylze how the role of the state changed in the twentieth century and the new functions of stabilization and redistribution. The Industrial Revolution had a major impact on the role of the state in the nineeenth century, and in the twentieth, after World War Two, many states saw a growth in taxation and public spending. Finally the chapter considers whether more public spending leads to more social welfare

In the USSR, space exploration was considered a national achievement necessary for the state to raise the patriotic spirit of citizens and show the strength of the country. Of course, then the state was the main investor in this area. During this time, little has changed. As then, and now, all over the world, governments are the main investors in the rocket and space industry. Investments are made through the provision of grants, subsidies and direct fi nancing. Over the past ten years, the number of participating countries implementing space programs and participating in global production chains for the creation of rocket and space products has signifi cantly expanded. In addition, private funding for projects has increased, leading to a signifi cant infl ow of private capital into the space sector. The relevance of this article is explained by the fact that the number of players in the market for rocket and space products has increased signifi cantly, as has the intensity of the race in this area between countries. This trend is also facilitated by the active infl uence on this area of the American company SpaceX, whose achievements are monitored by the whole world, and Roscosmos is trying to keep up with its Western competitor. Also, do not discount China, which is one of the most, if not the most signifi cant, competitors to the United States both in the economy as a whole and in the rocket and space industry. The purpose of this article is to analyze the current situation in the rocket and space industry and the role of government regulation in this area.

State (government) intervention in the economy has a long history. This issue has become especially crucial after the formation of the market economy. The cyclical (uneven) nature of market economy development determines state›s intervention with various levels in certain periods. the role of government in economy is getting more important in recession and crisis periods and it is becoming less important in a period of the normal development of the economy. The most obvious proof of this is the global financial and economic crisis of 2007-2008, that has been overcome by the active anti-crisis policy of the State. The government’s role in the economy during the post-crisis period was relatively weakened. Globalization significantly changes the state›s economic role, but it does not nullify it. Nowadays, the relationship between the state and the economy is crucial and beneficial for both sides. In the modern economic system the state has one of the most important parts of the market economy. Unlike the private market, which is determined by the profit and-loss categories, the main objective of the State›s economic activity is to maximize welfare of the entire society. Governments of the countries participating in the globalization process are not able to carry out economic policy without taking into consideration the interests of the global members - international financial and economic institutions, transnational companies (TNCs) and regional unions.
