Abstract Iran's strategy with respect to Saudi Arabia is a key factor in the complex balance of power of the Middle East as the Iranian–Saudi rivalry impacts the dynamics of peace and conflict across the region from Yemen to Syria, Lebanon, Iraq and Bahrain. What is Iranian strategic thinking on Saudi Arabia? And what have been the key factors driving the evolution of Iranian strategy towards the Kingdom? In what marks a substantive shift from its previous detente policy, we argue that Tehran has developed a new containment strategy in response to the perceived threat posed by an increasingly prox-active Saudi Arabia in the post-Arab Spring period. Incorporating rich fieldwork and interviews in the Middle East, this article delineates the theoretical contours of Iranian containment and contextualizes it within the framework of the Persian Gulf security architecture, demonstrating how rational geopolitical decision-making factors based on a containment strategy, rather than the primacy of sectarianism or domestic political orientations, shape Iran's Saudi strategy. Accordingly, the article traces Iranian strategic decision-making towards the Kingdom since the Islamic Revolution of 1979 and examines three cases of Iran's current use of containment against Saudi Arabia in Syria, Yemen and Qatar.

Chemical control has been the most effective and reliable containment strategy in integrated pest management of pine wilt disease (PWD), caused by the pinewood nematode (PWN), Bursaphelenchus xylophilus. Yet, large spectrum nematicides can be dangerous to human health and the environment. Essential oils (EOs) are safer sustainable alternatives, being composed of highly active natural compounds. A survey of bibliographic data on the detailed chemical composition and activity of the EOs used against the PWN allowed pinpointing monoterpenes as the main source of structures with agonist or antagonist properties. Transversal EO data treatment can identify potential highly active anti-PWN compounds.

Abstract Background Queensland, Australia has been successful in containing the COVID-19 pandemic. Underpinning that response has been a highly effective virus containment strategy which relies on identification, isolation, and contact tracing of cases. The dramatic emergence of the COVID-19 pandemic rendered traditional paper-based systems for managing contact tracing no longer fit for purpose. A rapid digital transformation of the public health contact tracing system occurred to support this effort. Objectives The objectives of the digital transformation were to shift legacy systems (paper or standalone electronic systems) to a digitally enabled public health system, where data are centered around the consumer rather than isolated databases. The objective of this paper is to outline this case study and detail the lessons learnt to inform and give confidence to others contemplating digitization of public health systems in response to the COVID-19 pandemic. Methods This case study is set in Queensland, Australia. Universal health care is available. A multidisciplinary team was established consisting of clinical informaticians, developers, data strategists, and health information managers. An agile “pair-programming” approach was undertaken to application development and extensive change efforts were made to maximize adoption of the new digital workflows. Data governance and flows were changed to support rapid management of the pandemic. Results The digital coronavirus application (DCOVA) is a web-based application that securely captures information about people required to quarantine and creates a multiagency secure database to support a successful containment strategy. Conclusion Most of the literature surrounding digital transformation allows time for significant consultation, which was simply not possible under crisis conditions. Our observation is that staff was willing to adopt new digital systems because the reason for change (the COVID-19 pandemic) was clearly pressing. This case study highlights just how critical a unified purpose, is to successful, rapid digital transformation.

A rapid and comprehensive policy response allowed South Korea to contain an aggressive outbreak of COVID-19 without resorting to the harsh lockdown measures necessitated in other countries. However, while the general content of Korea’s response is now fairly well-known, what has received less attention is the unique governance context in which the country’s containment strategy was formulated and implemented. This article focuses on 3 administrative elements of Korea’s pandemic containment approach. First, the central government effectively coordinated the efforts of sub-national governments to ensure critical resource availability and deliver a response calibrated to the situation of each locale. Second, ongoing inter-sectoral collaboration was used to marshal non-government resources in both the biotech and medical sectors which in turn enabled core features of Korea’s policy, including a rapid acceleration of testing. Third, a timely, accessible, and technocratic communications strategy, led by public health experts and leveraging the country’s highly developed information and communications technology systems, facilitated citizen trust and ultimately voluntary compliance with public health directives. Although the Korean approach offers a number of lessons for other countries, by ignoring the specific administrative and social characteristics that are relevant to its implementation, policymakers risk overestimating its inter-contextual portability. By thoroughly contextualizing Korea’s virus containment strategy, this article seeks to minimize this risk.

AbstractWhen a virus spreads, it may mutate into, e.g., vaccine resistant or fast spreading lineages, as was the case for the Danish Cluster-5 mink variant (belonging to the B.1.1.298 lineage), the British B.1.1.7 lineage, and the South African B.1.351 lineage of the SARS-CoV-2 virus. A way to handle such spreads is through a containment strategy, where the population in the affected area is isolated until the spread has been stopped. Under such circumstances, it is important to monitor whether the mutated virus is extinct via massive testing for the virus sub-type. If successful, the strategy will lead to lower and lower numbers of the sub-type, and it will eventually die out. An important question is, for how long time one should wait to be sure the sub-type is extinct? We use a hidden Markov model for infection spread and an approximation of a two stage sampling scheme to infer the probability of extinction. The potential of the method is illustrated via a simulation study. Finally, the model is used to assess the Danish containment strategy when SARS-CoV-2 spread from mink to man during the summer of 2020, including the Cluster-5 sub-type. In order to avoid further spread and mink being a large animal virus reservoir, this situation led to the isolation of seven municipalities in the Northern part of the country, the culling of the entire Danish 17 million large mink population, and a bill to interim ban Danish mink production until the end of 2021.

The article analyzes the US’ containment strategy against China at international system level, including the reason, main actions, and impact of this strategy on the US-China relations. The article supposes the main reason for making the strategy is the US’ desire to preserve her hegemony over the rise of China. The strategy consists of five main moves: economic restraint, technology restraint, restraint of territorial sovereignty ambition, assault on soft power, military deterrence, and prevention of coalition alliances. These moves will make the US-China relationship increasingly tense. However, except for the excess of the limit of restraining territorial sovereignty ambition, especially related to Taiwan, the other moves may make the US-China relations tense, but will not drive these two countries to war.

Korea entered the COVID-19 pandemic with sound macroeconomic fundamentals and a resilient financial system. The initial outbreak led to a sharp decline in economic activity and employment and generated substantial economic slack. With the help of an effective COVID-19 containment strategy and comprehensive economic policy response, the overall impact was smaller than in peers, with real GDP growth in 2020 of -1.0 percent. The economy is projected to grow 3.4 percent in 2021, albeit at varying speeds across sectors, and with a high degree of uncertainty centered on the speed of normalization in the COVID situation. Public debt has risen and deficits have widened but remain at manageable levels. Credit continues to grow rapidly, financial markets have normalized quickly, and the financial sector has remained relatively sound to date despite the pandemic. The authorities are pursuing greener and more digital growth, along with a stronger social safety net, through the Korean New Deal.
