The first issue of volume 8 of the UDS International Journal of Development (UDSIJD) has been published. A total of eight papers are included in Volume 8, Issue 1 of the UDSIJD. Seven papers cover Humanities whilst one in the Agricultural Sciences. The UDSIJD has fully migrated its operations to an online journal management system and therefore, all authors, contributors, reviewers, and editors are to interact via the journal system. By this, it is imperative that one visits his/her dashboard regularly, to track updates to manuscripts and review. The UDSIJD urges all authors and contributors to pay particular attention to the journal’s guidelines and adhere strictly to them. Also, comments from peer review are meant to improve the quality of the manuscripts and hence should not be personalized. We encourage young academics, researchers, development practitioners, and entrepreneurs to submit original research across disciplines for consideration to be published in our journal. The UDSIJD strives to enhance scholarly communications with a development focus, on a regular and sustained basis. The article examines the relationship between the theoretical categories “quality of education” and “competitiveness of education”, as applied to educational activities of higher educational institutions. Based on a review of the scientific literature, the author adduces the examples of the opposition and mixing of the quality and competitiveness of education. The quality of education and its competitiveness are characterized as fundamental values that are the objects of analysis and evaluation in the university management system. The author’s definition of the competitiveness of educational organization as a feature reflecting the relative superiority over rivals at the pre-active stage is proposed. The author considers the relationship of competitiveness and quality of education by highlighting the methods and indicators of their evaluation and analysis in the intra-university management system. The mutual dependence of the quality and competitiveness of education is manifested in the formulation of indicators and methods for their evaluation. Assessment of the competitiveness of education and evaluation of its quality have a methodological commonality – using assessment approaches based on the “resource” and the “resultant” methodology. It has been proved that when evaluating the competitiveness of education, the results of educational activities should be taken into account, and using only an approach focusing on the resources of educational activities to assess the competitiveness of education will make such an assessment incomplete. The “quality” – “competitiveness” matrix built by the author allows to reveal four types of universities.

The author focuses on the manner and effects of German higher education reforms that have changed the model of university management. The point of reference is the quality of education and its role, how universities ensure it, and how it is verified through evaluation and accreditation. These elements divide the article into two parts: a part about quality and a part about evaluation and accreditation. The analysis includes the impact of global processes and Europeanization. The research approach is characteristic for public policies, sciences of management and quality. The theories used in this article: the theory of systems and neo-institutionalism, as well as perspectives: the university as an active strategic partner, entrepreneurial university, the third role of universities. The publication is based on desk research and on the analysis of processes.

The article discusses the issues of building a university management model focused on meeting the minimum accreditation requirements and legislative requirements in the field of higher education, ensuring the sustainable development of education. In the context of global informatization of the society, the information technologies are being introduced into the various fields of activity. The university management system did not stand aside. The authors propose the use of gamification technology through the automated tools that provide processing and analysis of big data, diagnostics of the quality of downloaded information. Gamification allows the target users to complete the assigned tasks subject to the certain rules and restrictions, which makes the process of performing them similar to a game. It simultaneously contributes to the development of the personnel, the creation of a process of rivalry, motivation and social interaction. Gamification allows the head of an educational organization to build a balanced model of organizational behavior, taking into account the model of behavior of the performers, to ensure the division of administrative and academic spheres of management. These aspects are important elements in the system of the sustainable development of education.

Increasing the visibility of a journal is the key to increasing quality. The International Network for the Availability of Scientific Publications works with journal editors in the global South to publish their journals online and to increase the efficiency of the peer review process. Editors are trained in using the Open Journals System software and in online journal management and strategy so they have the tools and knowledge needed to initiate a ‘virtuous cycle' in which visibility leads to an increase in the number and quality of submissions and in turn, increased citations and impact. In order to maximise this increase in quality, it must be supported by strong editorial office processes and management. This article describes some of the issues and strategies faced by the editors INASP works with, placing a particular emphasis on Nepal Journals Online. Subject. The article investigates the construction of a system of risk-oriented internal control of educational organizations’ activities. Objectives. The purpose is to develop a classification of risks associated with various activities of an educational organization, identify entities of internal control responsible for risk management, create a portfolio and risk register that serve as a basis for organizing an effective system of risk-oriented internal control and improving the quality of university management. Methods. The study draws on methods of detailing, observation, generalization, comparison, classification, etc. Results. Using the university case, I disclose approaches to risk classification, considering the specifics of educational organization's activities, the formation of a passport and risk register, enabling through internal control tools to identify opportunities for their mitigating and to make appropriate management decisions. Conclusions. It is possible and advisable to apply a risk-based approach to the organization of internal control in an educational organization along with traditional approaches that are aimed at identifying violations of the requirements of legitimate, targeted and rational spending of budgetary and extra-budgetary funds. It is necessary to classify and assess risks associated with various activities of an educational organization, to monitor the implementation of risk management initiatives.

As Malaysia continues to focus its efforts on becoming an education hub, universities are vital places where learning processes, teaching and research activities are conducted. A university is a factor of production in producing graduates, and the university buildings are considered to be assets and resources. Hence, to prolong a university building lifecycle to ensure all university activities continue performing at an optimum level, building maintenance management is vital. Despite the fact that several previous studies have been conducted in this area, there continues to be maintenance issues surrounding university buildings. The maintenance of university buildings has always been viewed as an insignificant activity. Therefore, the objective of this paper was to critically review key factors that affected maintenance costs of university buildings, and consequently propose different approaches to resolve this issue. The present paper reviewed related literature from previous studies and publications. As a result of the comprehensive review, it was identified that key factors that affected university building maintenance costs were fund allocations allocated by university management teams for maintenance departments, user behaviours, environmental factors, university design complexities and the quality of components and materials of university buildings. Each factor identified was critically examined and addressed to ensure that university buildings would be well-maintained.

This study aims to determine the quality library services based implementation of Quality Management System ISO 9001:2008 . User satisfaction and student perceptions regarding the attributes of quality library services that include : tangible , reliability , responsiveness, assuredness , and empathy associated with user satisfaction .This study uses a quantitative approach . Type a descriptive quantitative research . Ex post facto data collection by survey method . Data collection using questionnaires as the primary method , documentary and observation . The study population was a student who came to visit and use the library facilities and using samples UGM proportional stratified random sampling technique.Analysis of the data using parametric statistics , such as regression analysis to test the hypothesis regreasi first and to find out how much of each attribute independent variables contribute effectively to the satisfaction of the user and the product moment correlation and ANOVA to test the hypothesis of a single lane to two . Results indicate that the implementation of quality management system ISO 9001 : 2008 can give satisfaction to the users at the Central Library , University of Gadjah Mada . It can be seen from the results of the user's perception of the quality attributes of library services that include : tangible, reliability , responsiveness , and empathy assuredness related to user satisfaction at the Central Library of the University of Gadjah Mada . It can be seen from tangible attribute indicates the coefficient b = 0.104 and p = 0.022 , attribute indicates the reliability coefficient b = 0.126 and p = 0.009, attribute indicates the responsiveness coefficient b = 0.095 and p = 0.018, showing assuredness attribute coefficient b = 0.125 and p = 0.007, attribute shows empathy coefficient b = 0.193 with p = 0.001 . Positive effect is statistically significant means that the better the user perception of service quality attributes of the higher levels of user satisfaction and conversely the perception of poor quality of service attributes pemustaka on the lower level of user satisfaction in the Library of the University of Gadjah Mada . From the estimation above regression equation, the coefficient of multiple determination ( R2 ) of 0.539 that showed statistically that the role of the variable quality of service for users' satisfaction at 53.9 % . Percentage of the remaining 46.1 % are other variables not examined in this study .
